regional leaders in the Lima Group.
Florida senator Marco Rubio responded to Guaidó’s
comments, saying he had spoken to regional leaders
and the actions of President Nicolás Maduro’s
regime on Saturday had “opened the door to various
potential multilateral actions not on the table just 24
hours ago”.
Although Guaidó did not secure the mass defections
he had hoped for, at least 60 border guards deserted
their posts and fled into Colombia, as other
members of security forces loyal to Maduro used
teargas and rubber bullets to force back protesters
and halt civilian convoys escorting aid supplies.
At least four people were killed and 18 injured by
gunfire, according to campaign group Foro Penal,
and the town’s hospital was overwhelmed by the
influx of dead and injured.
The first casualty of the aid delivery attempt had
come in the same area on Friday, when a military
convoy opened fire on indigenous protesters.

Presidential challenger Juan Guaidó says he will
urge foreign leaders to keep ‘all options open’ at
a meeting on Monday
At least four people have been killed and hundreds
injured in a wave of violence that convulsed
Venezuela’s border regions on Saturday, as
opposition activists tried to defy a government ban
and bring food and medical supplies into the
country.
After the failed attempt to breach government
blockades, opposition leader Juan Guaidó declared
the fight would continue, and said “we must keep
Humanitarian aid is much-needed in a country
racked by hunger, hyperinflation and food
shortages. But opposition leaders also hope their
attempt to deliver supplies will undermine Maduro
and encourage defections from security forces that
have largely remained loyal to Caracas.
As violence raged along the borders, Maduro

“stronger than ever” and calling volunteers trying to
ship aid “traitors”.
He denounced the food and medical supplies as an
American pretext to destabilise his government, and

country’s borders, he danced with his wife onstage
in a bizarre display of nonchalance.
Guaidó, who had declared himself interim president
in late January, had claimed a premature victory at
about noon local time, announcing that the first aid
had already crossed the border from Brazil.

Kim leaves North Korea on armoured train
to meet Trump in Vietnam
The leaders of North Korea and the US will
hold their second summit in Vietnam later
this week.
Kim Jong Un is travelling to Vietnam for his
second summit with Donald Trump.
The North Korean leader was greeted with a
guard of honour as he boarded an armoured
train in Pyongyang - and his journey is
expected to take more than two days.
His overseas travel plans are routinely kept
secret, but Mr Kim is expected to travel
thousands of miles through China as he heads
to Hanoi.
Other passengers on the luxury train include
Kim Yong Chol, who has been a key negotiator
in talks with the US, and Kim Yo Jong, the
leader's sister.
The upcoming summit is expected to see Mr
Kim seek a US commitment for an improved
relationship between the two countries, likely in
the form of partial relief on economic sanctions.
It is expected he will try to avoid any
concessions on his nuclear facilities and
weapons.
At their first summit in June last year, Mr
Trump reached a vague agreement on North
Korea's denuclearisation, but little tangible
progress has been made since.

Fighter to minister: Philippine Muslim rebel's new
'struggle'
Murad Ebrahim's life as the Philippines' top Muslim
rebel led him into fierce jungle combat and to meet
with Osama bin Laden, but a very different
challenge now awaits him: governing.
Murad has been tapped to lead the majority-
Catholic nation's brand new territory in the restive
south where Muslims have won new powers and
an influx of cash in a push for peace.
After decades as a rebel, Murad will need to
become a bureaucrat and complete complex
projects as chief minister of the body that will steer
the new Bangsamoro region until elections in 2022.
The son of an Islamic preacher, Murad was
orphaned early on as he lost his mother when he
was only one and his father at 13.
He studied civil engineering at the Catholic-run
Notre Dame University in southern Cotabato city,
where he learned fluent English.
But in his senior year, he dropped out to join an
underground movement that he said defended
Muslims targeted by Christian paramilitary groups
and security forces under former dictator
Ferdinand Marcos.
He joined the armed struggle first with the rebel
group Moro National Liberation Front (MNLF) but
internal differences led him and Cairo-trained
scholar Salamat Hashim to split and form the MILF.

After Salamat's death in 2003, Murad took over as
leader and earned the respect of colleagues for
building consensus, observers said.
Security experts say Murad and the MILF will be
hard-pressed to govern for the first time while
facing threats from pro-Islamic State groups in
Mindanao.
But the guerrilla leader has lived through too many
wars to give up. For Murad, his nine grandchildren
are a reminder that there is no alternative to
peace.
"I never had a normal life. My dream is for them to
experience and enjoy it," he said.

Typhoon Wutip might enter PAR on
February 27 or 28
Wutip is 1,940 kilometers east of Southern
Luzon on Sunday afternoon, February 24, still
outside the Philippine Area of Responsibility
There is a chance of Typhoon Wutip entering
the Philippine Area of Responsibility (PAR) in
the last week of February.
In a briefing past 4 pm on Sunday, February
24, the Philippine Atmospheric, Geophysical,
and Astronomical Services Administration
(PAGASA) said the typhoon is already 1,940
kilometers east of Southern Luzon. It is moving
northwest at a slow 10 kilometers per hour
(km/h).
At the moment, Wutip has maximum winds of
185 km/h and gustiness of up to 225 km/h.
Since it remains over water, it can still intensify.
PAGASA Weather Specialist Aldczar Aurelio
said the typhoon might enter PAR either on
Wednesday, February 27, or on Thursday,
February 28.
If Wutip enters PAR, it would be given the local
name Betty.)
PAGASA earlier said the typhoon would likely
just stay near the PAR boundary, without
approaching or hitting land.
But the public should continue monitoring
updates in case there are any changes to the
forecast.
So far, the Philippines has had one tropical
cyclone in 2019 – Tropical Depression Amang.
The country gets an average of 20 tropical
cyclones per year, but PAGASA expects only
14 to 18 in 2019. The number is likely to be
below average as the state weather bureau is
already in the El Niño Advisory stage, the last
stage before declaring El Niño.

Meanwhile, on Monday, February 25 – a

Compostela Valley, and Davao Oriental, due to
the northeast monsoon or hanging amihan. But
PAGASA said there will be "no significant

Model Clint Bondad on Saturday said he wishes
Miss Universe Catriona Gray “the very best on your
path” amid news of their split.
In an interview on “Tonight with Boy Abunda” on
Friday, Catriona, 25, confirmed that she and
Clint had ended their over six-year relationship,
adding she intends to stay single during her one-
year reign as the Miss Universe.
In an Instagram post showing a video clip of a
television interview where he was asked about
Catriona, Clint said in the caption: “I stand by all I
have ever said about you.”
“Man, and here I am working so hard on my bad
boy image... You are still the most beautiful woman
that I have ever met. I wish you the very best on

added.

Kevin Love scored a season-high 32 points, Cedi
Osman hit the go-ahead 3-pointer late in the fourth
quarter and the Cleveland Cavaliers defeated the
Memphis Grizzlies 112-107 on Saturday night.
Love, playing in back-to-back games for the first
time since returning from foot surgery, had 10

points in the fourth quarter. He was 9 of 15 from the

field overall, hit six 3s and made all eight of his free
throw attempts.
The five-time All-Star had 12 rebounds in 26
minutes — his most since returning from the injury
— but was on the bench for the final 5:23 because

Osman’s 3-pointer gave Cleveland a 104-103 lead

with 1:58 to play. He scored on a layup following a
turnover before Collin Sexton hit a 3 to put the

Love had surgery on his left foot in November after
playing four games and returned Feb. 8. He hit three
3-pointers and a technical foul shot early in the third
quarter to help the Cavaliers build a double-digit
lead.
Memphis trailed 79-64 but outscored Cleveland 20-
3 over the last seven minutes of the third.

The Cavaliers (14-46) won consecutive games for

the third time this season. Cleveland has yet to win
three in a row.

Memphis coach J.B. Bickerstaff was hit with a

technical foul early in the third quarter. Noah, a
constant target of boos by Cavaliers fans, received
