THE CRITERIA AND DOCUMENTARY REQUIREMENTS TO APPLY FOR A PRIVATE HIRE OR HACKNEY
CARRIAGE DRIVER BADGE ARE AS FOLLOWS:
Produce a full valid UK Driver’s Licence. Every applicant must hold a full current UK driving licence
at the date of the application and must have held the full UK licence for at least ONE YEAR.
If you hold the new type of DVLA licence you are required to produce both the photocard and green
paper counterpart
At your appointment you will be required to complete a DBS/Criminal Records form. You will
need your address and postcode details for the last 5 years. If you have lived outside of the UK
for any periods during the last 5 years you must provide a letter of good conduct or a police
report from the relevant country.
The applicant must pass a WRITTEN KNOWLEDGE TEST for either hackney carriage or private hire
based on the type of licence for which they have applied. The test covers sections on ROUTES; PUBS
CLUBS and RESTAURANTS; PLACES OF INTEREST; DRIVER CONDITIONS. If you fail your first
test you make take re-sits at a cost of £32 for the full re-sit OR £11 partial retest as required.
AT A LATER STAGE we will provide a form for you to obtain a reference from a Private Hire Operator
or Hackney Carriage Owner from whom you will be obtaining your work.
AT A LATER STAGE the applicant will be required to provide a medical report, from their own general
practitioner, confirming fitness to drive a licensed vehicle. The medical certificate is only required after
the successful completion of the knowledge test and the CRB report and the form will be given to the
applicant by the Licensing Officer
The total FEE for a new application is £290.00. (Licences £128.00 : Knowledge Test £118.00 :
Enhanced CRB £44.00) Payment can be made by CASH, DEBIT CARD or CHEQUE. Cheques should
be made payable to Trafford Council and will only be accepted if accompanied with a valid banker’s
card

HIRE VEHICLE WITHOUT A DRIVER’S LICENCE ISSUED BY THE COUNCIL
The Council cannot issue a Hackney Carriage/Private Hire Driver’s Licence unless they are satisfied
that an applicant is a fit and proper person to hold such a Licence.

EXPLANATORY NOTES ON THE REHABILITATION OF OFFENCES ACT 1974
The above Act provides that after a certain lapse of time, convictions for criminal and motoring offences are to
be regarded as “spent”.
AN APPLICANT NEED NOT DISCLOSE ANY CONVICTIONS THAT ARE “SPENT” e.g. a conviction with a
fine six years ago is generally considered “spent”.
The Council will not take “spent” convictions into account when deciding upon an application, other than under
exceptional circumstances.
Sentences of imprisonment or youth custody exceeding 30 months are never “spent” and must be disclosed
however long ago they were imposed. The periods of time which must elapse in other cases before the
conviction becomes spent are generally as follows:-

The periods of time which must elapse in other cases before the conviction becomes spent vary considerably
according to the nature of the offence and other circumstances. The rehabilitation period may, for example, be
extended by the commission of a further offence during the rehabilitation period.
Other guidance on this may be obtained from a Solicitor or from the Home Office publication “A Guide to the
Rehabilitation of Offenders Act, 1974” available from HMSO, Princess Street, Manchester.

STATEMENT OF LICENSING POLICY ON THE HANDLING OF DISCLOSURE
INFORMATION
Ensure that Disclosure information is not passed to persons not authorised to receive it under
section 124 of the Police Act 1997;
Ensure that Disclosures and the information they contain are available only to those who need
to have access in the course of their duties;
Retain neither Disclosures nor a record of Disclosure information contained within them for
longer than is required for the particular purpose. In general, this will be no later than six
months after the date on which the relevant decision has been taken, or after the date on which
any dispute about the accuracy of the Disclosure information has been resolved. This period
will be exceeded only in very exceptional circumstances which justify retention for a longer
period.
This statement is made in accordance with the ‘Code of Practice and Explanatory Guide for Registered
Persons and other recipients of Disclosure Information’ published by the Criminal Records Bureau.
A copy of the Code of Practice is available on request from Trafford Council’s Licensing Office.
