I have met and been interviewed by Tarun Sehgal on two occasions. This is after he was
appointed the “treating psychiatrist” administering a ‘treatment authority’ (TA) by the
Metro South Addiction and Mental Health Services (MSAMHS) which is part of the Metro
South Hospital and Health Services (MSHHS) in Brisbane. The MSHHS now runs the Princess
Alexandra Hospital (PAH) that has been forcing “treatment” on me for many years, despite
clear evidence that I am not suffering from a mental illness.
The appointments with Sehgal, which were made by the case manager Nigel Lewin (a
British-trained psychiatric nurse aged 67) were a month apart and he terminated them after
half an hour without taking a proper history or doing the obligatory mental state
observation as is evident from the notes that he submitted to the Mental Health Review
Tribunal (MHRT). These notes indicate gross negligence, poor command of the English
language and lack of medical and psychiatric knowledge. On the first occasion he spoke to
me without writing notes on the second he was making notes while he interviewed me on a
small DELL laptop computer in a small windowless room at the ‘Woolloongabba Community
Health Centre’ (WCHC). On both occasions he invited the English ‘case manager’ Nigel Lewin
to sit in on the interview.
I found ‘Dr’ Tarun Sehgal to be grossly negligent and corrupt, as this document will
demonstrate.

Public Health. I have also been Clinical Director for acute mental health services with
Queensland Health. I trained in UK attaining psychiatry specialist qualification before
moving to Australia in 2015. I completed specialist qualification in Australia.
I am also in an academic appointment as an Honorary Senior Lecturer with School of

Medicine, University Of Queensland.
I have special interest in managing Substance misuse and addictive behaviours,

Neuropsychiatry disorders and PTSD. I am confident in managing Psychotic
disorders, Mood and Anxiety disorders, Bipolar disorder, PTSD and peri-natal
psychiatry.
Languages: I am fluent in English, Hindi, Punjabi and Urdu. I have some knowledge
of Tamil language.

The Report to the MHRT states that it was prepared by the case manager Nigel
Lewin. Lewin denies this and is not listed as the case manager in page 1 of the
document. Review of previous MHRT reports by the PA Hospital indicate that
the bulk of the report was written in 2013 by Dr Daniel Varghese and his
registrar David Nguyen who had incarcerated me for several weeks in 2012 for
my true assertion that my father, Brian Senewiratne, was a lobbyist and
propagandist for the Tamil Tigers (LTTE or ‘Liberation Tigers of Tamil Eelam’).
My father had worked on the medical ward of the PA Hospital from 1976 when
we arrived in Australia from Sri Lanka and knew the senior consultant
psychiatrists who locked me up and drugged me (since 2002) though I was
mentally well and making true and verifiable assertions about my father and
his support of terrorism.

Gaps and Billings
To understand ‘The Gap’, you need to understand the Medicare Benefits Schedule,
the Medicare Schedule Fee, the Medicare Benefit or Rebate, and the fee charged by
your doctor.
What is the Medicare Benefit Schedule?
The Medicare Benefit Schedule is a list of procedures compiled and updated by the
Commonwealth Government. Each service is allocated an Item Number and Fee –
The Medicare Schedule fee.
The Medicare Schedule Fee “represents the amount the government, having regard
to budgetary and economic considerations is willing to pay” (Auditor General Report
No 32 1990-91) – it is NOT a recommended Doctor’s fee but only what the
Government is willing to pay. The Item Number on the account from the doctor will
match a particular Medicare Schedule Fee.
The Medicare Benefit (or rebate) is the amount Medicare refunds for the consult. It is
75% of the Medicare Schedule Fee for hospital services and 85% of the Medicare
Schedule Fee for out of hospital services (e.g. consultations). The fee charged
by PACE Clinics is above the Medicare Benefit. The Gap charged by PACE clinics
is less than the AMA (Australian Medical Association)recommended fees.
Gaps have become a necessity as the Medicare rebate is not keeping pace with
inflation. The Federal Government has failed to adequately increase the Medicare
Rebate. The Medicare Schedule was established in 1985 but has not increased in
line with inflation. The costs of running a quality medical practice have expanded
phenomenally with computer software, hardware, information technology, insurance,
staffing and Medical Indemnity.
How much will a consultation cost me?
“Gap” fee will vary from $100-$150 for the consultation .
Full fees (including Medicare component) are payable at the time of appointment by
EFTPOS, Credit Card or cash, AND instant online Medicare rebating of the fee
except the “gap” is available at the clinic. We use HICAPS easyclaim and with this
service, when we run your card through our EFTPOS machine, your Medicare
rebate will be automatically credited back into your nominated account virtually
instantaneously if medicare has your bank details.

Synopsis
Tarun Sehgal graduated from the Dr MGR Medical University in Tamil Nadu. This ‘university’ was
founded by and named after the Tamil Nadu Chief Minister MG Ramachandran, a film actor and
director who, according to the Tamil Tiger arms dealer Kumaran Padmanathan (KP), financed the
Tamil Tigers in the early years of the separatist war in Sri Lanka. At this time (the 1980s) the Indian
Research and Analysis Wing (RAW) trained and armed the Tamil Tigers under the orders of the Prime
Minister Indira Gandhi. Ironically, Indira Gandhi’s son, Rajiv was assassinated by a Tamil Tiger suicide
bomber, leading to India becoming the first country to ban the LTTE as a terrorist organization (in
1991).
Tarun Sehgal has a poor command of the English language despite his training in England and Ireland,
as is evidenced by the additions he made to the MHRT framing report that the PA Hospital has been
using against me at Mental Health Review Tribunal (MHRT) hearings since 2013. There have been
minor changes and additions, but the bulk of the report is unchanged since 2014, despite my
repeated protestations that they contained false, defamatory and inaccurate claims about me, my
behaviour and my beliefs. The few historical details are inaccurate and for many years they did not
even update my age, opening the document with the claim that I am 52 years old (this was written in
2013 by Dr Daniel Varghese).

Since 2012 the PA Hospital psychiatrists have changed the diagnosis of the illness they claim I have
(against all the evidence to the contrary). It began with ‘Schizoaffective Disorder’ (by Paul Schneider
in 2002) revised to ‘schizophrenia’ and then ‘psychotic disorder – not otherwise specified) by Daniel
Varghese and Justin O’Brien in 2013-2015. In 2018 the Pakistani psychiatrist Ghazala Watt (who also
trained in Britain before coming to Australia) claimed that I had paranoid schizophrenia (though she
could provide no evidence of this and asked me what I have against the Tamil Tigers). Tarun Sehgal
has claimed that I have “paranoid schizophrenia” as well as a personality disorder.
I have good reason to be angry. I am. These ‘doctors’ are a disgrace.
