What is Government to Consumer (G2C)?
The electronic commerce activities performed between the government and its citizens or
consumers, including paying taxes, registering vehicles, and providing information and
services.

The Government provides the following facilities to the citizens through website:

 Information of all government departments,


 Different welfare schemes,
 Different application forms to be used by the citizens.

Executive Summary
This report provides an analysis and description of government department offering services
online along with the comparison of the traditional way of accessing to those services by the
customer and accessing the same online. The analysis includes a description of the range of
services being provided by the site; along with the description and explanation of the key aspects
or criteria in evaluating the traditional and online services in the context of economy and social
structure of India. The main focus is on systematic analysis of what the site offers, using the
evaluation criteria and comparison with physical means.

IT IN HRTC
Computerization in HRTC was started in the year of 1994 by installing one Server (486
EISA Machine) along with five terminals at Head Office. At present the computerization in
HRTC has spread at various levels.

 At the Corporate level the following activities have been computerized:-

 Vehicle-wise Information
 Limit Issue to the Depots
 Daily Monitoring System

 At the Depot level the following activities have been computerized:-

 Vehicle Maintenance
 Store Inventory
 Payroll
 Issue of Concessional Passes
 Advance Reservation

E-tendering
With a view to bring transparency, competitive environment E-tendering system was
adopted in the Corporation w.e.f. July, 2007. We are the first Organization in the State who
has adopted this system. Due to increase in competition, the cost of some items has
decreased.

Internet on-line booking


The Corporation has adopted on-line internet booking system for AC buses w.e.f. June,
2007. They are the second Transport Undertaking in the Country who is providing such
type of facility to the passengers in the country.

Reservation Procedure
HRTC runs One Month Advance Booking counters at various locations in and outside the
State. One can book in advance the tickets from these counters without paying any
reservation charges.

E-Tickets
The tickets can also be reserved online as per the following procedure:-

i) If you are a new user and not registered, please register by clicking on the link New User
Register Here link on the Home / Login Page to get access to this portal. If you are already
registered with this service then you can use your exiting User Name and Password to
enter into this application.

ii) Once your registration is active you can use your "user name" and "password" to login
into the application. Enter user name and password and click on login button to enter into
the application.

iii) Successful login will redirect to the Online Booking Page. Follow the instruction there
after as per your query to use this service.

iv) E-Tickets can be booked online upto 4 hours prior to departure time of the bus from the
orginating station of the route.

v) 1.50% of the total E-Ticket value will be charged in addition to the fare as service
charges for E-Tickets Booking by the user. For example if the Fare is Rs. 200/-, Rs. 3/- will
be charged extra as Service Charge.

vi) Cancellation of E-Tickets can only be done online by the user himself upto 4 hours prior
to the departure time of the bus (from the originating station of the route). With in 4 hours
prior to the Departure Time of the Bus from Originating Station of the route, e-Tickets can
not be cancelled through any mode i.e Online or HRTC Counters. After departure of the bus
from originating station of the route, no cancellation of e-Tickets allowed.

vii) No Email request will be entertained for the cancellation of tickets.

DISCOUNT SCHEMES
The Corporation has adopted following discount schemes for the traveling public:-

1. Group Discount Scheme.

A group of 10 or more passengers is allowed a discount in fare @ 10% on booking Tickets


at least 24 Hours prior to the Departure Time of the Bus.

2. Smart Card Scheme.

HRTC has introduced "SMART CARD". Under this scheme, a smart card holder is allowed
10% concession in fare for traveling in HRTC buses. The senior citizen ( Age 60 years and
above ) as a special gesture is allowed 20% concession in fare. The general public can
purchase the smart card against a payment of Rs. 50/- having its validity for two years.

3. Green/Yellow Card Scheme.

Under this scheme, the card holder is allowed 25% discount in fare within the radius of 50
kms from place of issue of Green Card or place opted by him. Green Card can be purchased
against a payment of Rs. 50/- having its validity for two years.

4. Silver Card Scheme.

Under this scheme, the card holder is allowed 30% discount in fare in HP Area in the
specified buses on which "SILVER CARD IS ALLOWED" is indicated in front of the Bus. No
discount in fare of the Corridor with other State will be allowed on this card. Silver Card
can be purchased against a payment of Rs. 20/- having its validity for two years. The Smart
Card, Green Card and Yellow Card holders are also eligible for 30% discount in fare in such
buses on showing these cards to the conductor. The celling of distance of
Yellow/Green/Smart Card will not be applicable in such buses.

Child Fare Criteria


Children less than the age of 5 years ( < 5 years ) are allowed to travel free without
providing any seat.

Children of age 5 years or above (>= 5 years) and less than 12 years (< 12 years), half of the
fare will be charged in all type of buses except AC Buses. In all type of AC Buses full fare will
be charged.

E-SAMADHAN
E-samadhan is the online public grievance monitoring system through which anyone can
submit application, know application status, many other related information .It is the only
link on website of hrtc as it is the part of other website run by Himachal government.

CONCLUSION
Website interference is very old and also not easy to use as compare to other website .It
should be improve and also improvement need in online ticket booking process. Process of
booking a ticket should be less and no need of field like id card no. in booking a ticket as
wrong no. also accepted by the website.

Recommendations:
1. The access points should be easily available for everyone to access the useful
information. The government should install online booking counter in the areas
where internet is not available for everyone.
2. The information should be available in all languages so that everyone can use the site.
3. The interface should be made more interactive and user friendly.
4. The site could widen its area of information.
5. The government should promote its online services so that everyone can come to
know and make use of the services.
