already 20-mile network
of fiber optic cable it now
uses for internal commu-
nication. Bonds would be
the best way to finance
the expansion, said CLW
General Manager Todd
Gale.
However, Rep. Jeff
Smith (R-Columbus), who
introduced the bill in the
Legislature and also is
CLW’s board attorney,
said there is a possibili-
ty the bill won’t make it
out of committee, which
it must do by 11:59 p.m.
Thursday.
“Let me put it this
way,” Smith said. “It’s
very much alive in the
House, but it’s dead in the
Senate.”
In the House Local and
Private Committee, the
bill will probably pass, he
said. However, he claims
lobbyists are urging sena-
tors not to vote for it.
“I can only do so much
on my end,” Smith said.
“And it’s frustrating. But

a slew of misdemeanors,

has heard there is resis-
tance from senators and
lobbyists for big phone
and internet companies
like Comcast. Those
lobbyists have not ap-
proached him, he said.
“I heard the other day
that they were going to
kill it,” Younger said.
“That doesn’t make sense
because we passed a bill
to allow co-ops to do basi-
cally the same thing.”
The co-op bill, which
the Legislature approved
in February, allows the
state’s electric cooper-
atives to provide broad-
band service to its cus-
tomers. Until the new bill
was passed, electric coop-
eratives were bound by a
law passed in 1932 that
prohibited them from pro-
viding anything but elec-
tricity to members. Now,
the co-ops can provide
broadband service but are
not required to do so.
Unlike the co-ops,
CLW — as a municipal
utility — already had
legal permission to sell
internet service. Howev-
er, both Smith and Gale
said conflicting Attorney
General’s opinions made
it unclear whether CLW
could pursue a bond with-
out legislative approval.
To be on the safe side,
Gale said bond attorneys
advised the utility to seek
legislation.
If the bill doesn’t pass,
Gale said CLW would
look at finishing the in-
frastructure out-of-pocket
— something that could
strain the utility that has
operated at a deficit on
the electric side each of
the last three years.

police arrested a woman
accused of attacking an-

lumbus Police Chief Fred

become involved in an al-
tercation with the victim
and cut her with the box

it enough to bring it for-
ward, it’ll pass (in the
House).”

Internet expansion
CLW has been consid-
ering expanding its ser-
vices to include the sale
of phone and broadband
internet since last fall, as
a way to generate revenue
while mitigating the need
for rate increases.
The service would first
be offered to business cli-
ents only, with a possible
expansion to residential
customers later.
In September, CLW
mailed surveys to rough-
ly 2,500 businesses in the
city limits, and the ma-
jority of respondents said
they would be interested
in purchasing those ser-
vices from CLW.

sic, tasty food and family. The family has lost a

City should
extend CFO
applicant search
Imagine opening an ice cream shop
that sells only one flavor.
That’s not unlike the situation the Co-
lumbus City Council faces in its search
for a chief financial officer.
By Monday’s deadline, just five people
had applied for the position and only one
of those candidates met the minimum
requirements set forth by the city —
an accounting degree and five years
experience in government accounting or
financial management.
Even so, the council appears set to
hire a CFO as soon as its next meeting
on Tuesday.
We strongly urge the council to delay
that decision and extend the deadline
for applications. Given the city’s dire
financial crisis — it is expected to be
$338,000 in debt within six months —
we understand the council’s desire to
move quickly.
Hiring out of desperation is never a
good practice though.
This is a crucial point for our city
and quite possibly the most important
decision the city council will make. This
CFO hire will have a direct bearing on
how the city emerges from this crisis.
While we do not dismiss the one
candidate who has met the requirements
for the job, we believe it is important the
council have a pool of qualified candi-
dates to consider. It’s rare that a single
candidate will have every desired qual-
ity. When you have a pool of qualified
candidates, you have the ability to find
the candidate who best fits the needs of
the city.
In attracting candidates, the council
has relied on advertising on the city web-
site and through the Mississippi Munic-
ipal League. A legal notice has also run
in The Dispatch.
It seems clear that a wider search is
needed, and we recommend the coun-
cil advertise more broadly — through
governing.com, for example, or through
municipal CFO organizations in other
states or national organizations.
Finding a strong, deep pool of quali-
fied candidates is the vital concern and
no further action should be taken before
that pool is assembled.
The city needs to identify not just an
available candidate, but the best possible
candidate.
Until that happens, the search must
continue.

The Mississippi Legislative Budget
Office has a website with detailed infor-
mation on the budget. Some of the data
is confusing, even contradictory, but
I have extracted and summarized the
data to the best of my ability.
For the 2019 data, I downloaded the
report “Budget Summary 2018 Legisla-
tive Session.” For the 2010 data, I down-
loaded the report “State of Mississippi
Budget Fiscal Year 2010.”
There are two main ways to observe
the state budget: The first way is the
“general fund.” This is where state taxes
go to fund the state budget. This year’s
general fund is $5.5 billion.
Then there is the much larger budget
of “total appropriations.” This includes
not just the general fund but also federal
grants and special purpose funds. For
instance, the Mississippi Department
of Transportation gets all of its money
from the gas tax special purpose fund
and federal grants. There is no money
budgeted for MDOT through the gener-
al fund.

High in Parkland, Florida,
and she was buried Friday
after committing suicide. Her parents
said she lost friends in last year’s
shooting at her school. They said she
carried survivor’s guilt and had been
diagnosed with post-traumatic stress
disorder.

his identity not yet released, who died
of an apparent suicide the day after her resonance in the wake of this triple

old Avielle Richman, who was killed in
the 2012 mass shooting at Sandy Hook
Elementary in Newtown, Connecticut,
was found dead of an apparent suicide
on Monday. It seems reasonable to
suspect, though at this point not possi-
ble to know, that proximity to tragedy
played a role in the deaths of the man
and boy, as it evidently did with Sydney. families with holes shot through them,
dramatically.
This is a huge change from the previ-
ous decade, when state budget doubled
over 10 years and grew at twice the
inflation rate.
There is one factor that skews the
numbers. In 2010, the Mississippi Eco-
nomic Development Authority received
$1.8 billion in federal funds, presumably
the last of the Katrina money, so the “Ag
and Ec. Dev.” 2010 line item is unusually
high.
Between 2000 and 2010, federal mon-
ey increased from $6.4 billion in 2000
to $15 billion in 2010. Since then, it has
leveled off.
The big ticket item is Medicaid. The
state is having to pay far more of its
share of Medicaid than it used to.
In 2010 Mississippi was paying five
percent of the total Medicaid cost. But
by 2019, Mississippi’s share rose to 13
percent – causing the biggest single
increase in the general fund budget.
This is a result of the state being
one of 14 states which hasn’t expand-
ed Medicaid. A Brookings Institute

freedom,” he said.
Which is, of course,
ridiculous. Canada is free. Australia,
Spain and Finland are free. As the
nation that gave us the Magna Carta,
England might fairly be said to have
invented freedom.
None of them has anywhere near
the level of gun violence America does.
But it is not the inaccuracy of O’Reil-
ly’s statement that gives it such grim
suicide. It is, rather, the substance, that
idea of paying a price for so-called “gun

Truth is, that’s only the beginning.
Long after the bodies have been
recovered and the asphalt scrubbed,
after the media fold their tents and the
nation turns its restless attention else-
where, there are people left learning to
walk again, or talk again. And there are
of the overall costs, bringing in billions
without significant extra state costs.
Mississippi, being a poorer state,
would have benefited even more than
many other states, providing federal
manna from heaven, but our Republican
state leaders wouldn’t touch anything
associated with Obamacare. This is
called cutting off your nose to spite your
face.
Public education is the next big item.
Over 10 years the public education total
budget increased two percent, well
below the 17 percent inflation rate. So in
real dollars, we are spending 15 percent
less than 10 years ago on public educa-
tion.
State spending on higher education
is down 14 percent – about 30 percent
down adjusted for inflation. Fortunately,
federal research grants and other funds
have offset some of these cuts. Mean-
while, college tuition costs have risen
dramatically.
Social welfare has skyrocketed both
in the general fund and total budget.
These are dozens of programs admin-
istered by the Department of Human
Services, such as child protective ser-
vices, food stamps, child support, early

hearts that grieve behind sunny smiles,
invisible wounds bleeding. Because
each bullet that finds flesh injures not
just its victim, but everyone around her
until eventually, the whole country is
walking blood stained and wounded.
We have second-graders with PTSD.
We have preschoolers practicing
active-shooter drills. In South Carolina,
a 7-year-old survivor takes to pulling
out her eyelashes and clawing her own
skin. In Arizona, a 4-year-old cries “ac-
tive shooter” as fireworks burst over-
head. In Florida and Connecticut, three
people are dead by their own hands.
This is our new American normal.
And for what?
“This is the price of freedom,”
O’Reilly said, trying to imbue mass
murder with a sheen of patriotic sacri-
fice. His absurd words reflect a nation
that resolutely refuses to do anything
but think and pray about an ongoing
national disaster. We regard gun
violence like earthquakes and wind-
storms, acts of God we cannot prevent,
but only learn to live with.
But gun violence is no act of God.
And we can’t live with it. That’s the
whole point.
“The price of freedom,” he says.
Well, that price keeps going higher.
And whatever we’re buying, freedom
isn’t it.

childhood development and unemploy-
ment compensation.
Transportation is up four percent in
real dollars, down 14 percent adjusted
for inflation over 10 years. All this mon-
ey comes from federal grants and the
gas tax.
Mental health services have declined
dramatically as the feds have pressured
the state to close down centralized facili-
ties. That’s one reason for more men-
tally ill homeless on the streets. Public
health funding is also down in nominal
and inflation-adjusted dollars.
Corrections has risen significantly.
This is one reason the legislature is
pushing for alternative courts for addicts
and the mentally ill. Locking people up
is expensive.
The judiciary and courts are costing
a lot more. We have funded a new state-
wide public defenders agency (a good
thing) and the computerization of courts
is expensive. The attorney general’s
budget, trial judges and district attor-
neys are all costing a lot more money.
Fiscal affairs include the state audi-
tor’s office, tax commission, treasurer’s
office and the Department of Finance
and Administration. It’s up mainly
because that category now includes the
Department of Information Technology,
with its $27 million budget.
Big picture is this: After decades of
rapid growth fueled by oceans of federal
dollars, the state budget is now shrink-
ing when adjusted for inflation. The
federal spigot is getting turned off by a
combination of federal debt and Missis-
sippi Republicans.
Like it or not, that probably explains
why Mississippi has quit growing for the
first time in 50 years.

piece together the balance. I haven’t
been told by anyone what happens
from here.”
The funding issue comes at a
bad time for the city, which faces a
$338,000 operating fund debt by the
end of the fiscal year, based on pro-
jections. Given that grim prognosis,
issuing bonds to cover remaining
cost for completing the facility could
be a non-starter.
Meanwhile, it’s been two years
since $3.2 million Phase 1 amphithe-
ater construction, which included
the stage, was completed. Phase 2
will include seating, gating, conces-
sion stands and restrooms, among
other things.
City officials hoped to open the
facility next spring.
“I don’t think there’s much we can
do,” Ward 6 Councilman Bill Gavin
said. “Before this current financial
situation came up, we had talked
about borrowing some money to
finish the amphitheater and make
improvements at Propst Park, us-
ing the ($400,000) we get from the
(2-percent restaurant sales tax) to
pay the loan. But now, I just don’t
see how we can do that until we get
this financial situation straightened
out. It’s just my opinion, but I think
we should put everything on hold. I
know the amphitheater and Propst
Park are projects that need to be
done, but we need to get hold of the
budget situation first.”
Without other revenue, Stafford
said there are a few options for the
money from the bond money.
“You could put in the hard-back
seating, which would cost anywhere
from $350,000 to $400,000,” Staf-
ford said. “Then, you could put in
the fencing, which would be another
$150,000, roughly. Once you do that,
you’re getting pretty close to have
something you could sell tickets for.
But you’re still missing things you
need, such as restrooms, conces-
sions, the big front wall that hides
everything from the road and keeps
the sound in.”
Based on his conversations with
city officials, Stafford said he be-
lieves the city will not open the facili-
ty until it is fully completed.
“We did talk about that not want-
ing to open the amphitheater if it
wasn’t completely finished,” Gavin
said. “There was some agreement
that if we opened it without every-
thing being done, it would leave a
bad taste in peoples’ mouths. Now,
given the situation, I’m not so sure
letting (the amphitheater) sit there
and not be used wouldn’t leave a bad
taste in the mouth, too.”
The Legislature also is consider-
ing a bill to add 1 percent to the city-
wide restaurant sales tax that would
be used for operating and maintain-
ing the amphitheater. City officials
have said part of that money would
pay for a third party management
firm to book events there.
Mayor Robert Smith did not re-
turn calls or texts from The Dispatch
by press time.
Other bond money
Also expected to be included in
the bond package is money for road
projects in Clay County, Smith said.
“They were wanting $997,000 for
that,” Smith said. “What we’ve de-
cided to do is do it in two phases. It
looks like they’ll get $500,000 this
year and the remaining $497,000
next year.”
Smith said he expects the total
bond package to be around $400 mil-
lion.
“That would be the highest we’ve
ever had,” Smith said. “The speaker
(of the Hose) has agreed on that, but
the lieutenant governor would have
to agree on it, too. But this being
an election year, I think it will go
through.
“We’ve paid off about $300 mil-
lion in bonds, so our bonded indebt-
edness is down to about 31 percent
of what it could be,” he added. “So
we’re actually in pretty good shape.”

In addition to test-tak-
ing tips, Smith told par-
ents about high school
programs available to help
students post-graduation,
including dual enrollment
college credit and ACT
and WorkKeys testing.
Lailaka Lyons, who
has three children in ele-
mentary school, said she
didn’t know about the high
school programs. After
the meeting, Lyons said
she felt like she was back
in the classroom again. In
fact, that feeling, she said,
has reminded her how im-
portant education is.
“I thought it was great,”
Lyons said. “It lets the par-
ents know what’s going
on since we’re not in the
classroom. It gives us a
chance to have a parent
classroom to be involved
with our children. I love
being in class and this has
made me want to go back
to school. It opens up my
mind to what’s going on.
It opens you up to more
resources that can help
you.”
Lyons said she’ll be
back if the district holds
additional meetings.
“(CMSD) opened that
up for us and gave us the
packet to help our kids get
ready,” she said. “Now we
will know what our teach-
ers are talking about.”
Labat said she hopes
to host meetings in neigh-
borhoods throughout next
school year. The district’s
administrators spear-
headed the idea of meet-
ing with parents before
state testing. Labat added,
in an effort to meet with
more parents, she wants
to host similar meetings
in local churches, extend-
ing the district’s outreach.
“We feel like meeting
parents where they are
was important before the
test,” Labat said. “We need
to make sure we meet
parents in a place that’s
comfortable for them and
not just ask them to meet
where we are comfortable
at Brandon (Central Ser-
vices). This is all a part of
our parent support initia-
tive, to get more parents
involved in their child’s

Banner Day: The W achieves NCAA D-III provisional status

The coveted letter from the National
Collegiate Athletic Association arrived
one day in February.
It was early and it was good news.
On Tuesday morning inside the W
room at the Mississippi University for
Women’s student union, athletics direc-
tor Jason Trufant delivered the official
news that this campus has really await-
ed since an F3 tornado ripped apart its
gymnasium and athletics program in
November 2002.
The W has been accepted as a provi-
sional member into NCAA Division III,
beginning with the 2019-20 school year.
“It truly is humbling and honoring,”
Trufant said, proudly delivering the
news at a podium strategically situated
between two blue NCAA D-III logos
placed on easels. “We feel we are per-
fectly aligned.”
A provisional status means that a
school enters a four-year period in which
it transitions to full membership in the
NCAA.
“We’ll do it in three,” Trufant said.
The school is adding indoor and out-
door track and field for both men and
women, and also women’s golf. Once
that is completed, The W will have 17
varsity sports, all added to the school’s
athletic program in 30 months.
In addition, women’s and men’s la-
crosse is already being talked about.
Already this year, the school’s wom-
en’s basketball program won a national
championship in the U.S. Collegiate Ath-
letic Association. The men’s golf team
finished third nationally.
While The W is a provisional member
of NCAA D-III, it will maintain its ties to
the USCAA, Trufant said. The Owls will
continue to play teams on the Division I,
II and III levels, and NAIA schools.
However, NCAA D-III is where the
Owls hope to be in three years. Trufant
said the Owls would be eligible to com-
pete for NCAA D-III championships in
their third year as a provisional member.
That would be in the 2021-22 school year.
The conversations have long been go-
ing on. Trufant visited John Cohen, the
athletics director at Mississippi State
University, to talk about the growth
in The W’s athletic program and the
NCAA, and to get some advice. He has
been talking with athletic directors
at two other schools, located in New
York and Texas, that are also becoming
NCAA D-III provisional members.
Trufant says he expects The W to
have about 250 student-athletes in the
next school year.
The school currently is offering var-
sity programs in men’s and women’s
soccer, men’s and women’s basketball,
men’s and women’s cross country, men’s
and women’s tennis, men’s golf, base-
ball, softball and women’s volleyball.
Unlike a school like Mississippi State,
which offers full scholarships in all its
sports in NCAA D-I, Division III schools
do not offer scholarships but there is a
high level of recruiting that takes place.
The W is planning to build a baseball
field behind Pohl Gymnasium. Cur-
rently, The W’s baseball team plays at
Columbus High School and its soccer
teams play at the Columbus Soccer
Complex.
The gym was one of 26 buildings on
The W’s campus hit by the tornado in
2002, and it was the one that had the
most destruction. Without an athletic fa-
cility for its teams, the school shut down
all of its varsity sports programs.

education that he hopes will
make him a physical thera-
pist one day.
Bell, who flashed his
smile around campus on
Tuesday, played a huge role
in Heritage’s drive to the
school’s first Overall State
Championship in boys bas-
ketball this year. He played
at forward and center for the
Patriots.
“What a great kid,” said
Heritage boys basketball
coach Russ Whiteside.
“He’s a hard worker, he’s
a high-character kid. I
couldn’t be more proud.”
Winning a state cham-
pionship is something
that Bell, a transfer from
Starkville, really wanted.
“It was a dream come
true,” he said.
Bell plans to enter school
in the summer. After two
years at Coahoma, he hopes
to finish out a four-year de-
gree at Mississippi State
University.

State sophomore Anderson Peters
was named U.S. Track & Field and
Cross Country Coaches Associa-
tion National Athlete of the Week
Tuesday.
Anderson also shared SEC Field
Athlete of the Week with Florida’s
Grant Holloway.
“It’s an honor to be named the
National Athlete of the Week and
Co-Field Athlete of the Week in the
SEC,” Peters said in an MSU Ath-
letics release. “The home meet was
the best opener I’ve ever had. It just
shows that my offseason training
and my preseason training is pay-
ing off.”
This is the second time Ander-
son has earned national recogni-
tion, earning USTFCCCA National
Athlete of the Week honors at the
same meet in 2018.
SOFTBALL: The Mississippi
State softball team eked out a 4-3
win over Central Arkansas on the

Dazon Ingram says he is leaving Alabama’s program

TUSCALOOSA, Ala. — Ala-
bama guard Dazon Ingram says
he plans to play his final college
basketball season elsewhere.
Ingram announced his deci-
sion to leave as a graduate trans-
fer Monday on Instagram. He av-
eraged 7.1 points, 4.2 rebounds
and 2.6 assists last season, while
starting nine of his 19 games.
He made 83 starts over the
past three-plus seasons. Ingram
was an instant starter for the
Crimson Tide but sustained a
season-ending injury just seven
games into his freshman season.
Ingram, who received a medi-
cal redshirt, announced his deci-
sion a day after Alabama athletic
director Greg Byrne said coach
Avery Johnson wouldn’t return
for a fifth season.
Ingram, a former Alabama
high school Mr. Basketball,
graduated in December 2017.

Anderson after an eight-year
run during which he made
three NCAA Tournament ap-
pearances.
The school made the an-
nouncement in a news release
Tuesday.
Anderson went 169-102 with
the Razorbacks. The Razor-
backs made five postseason
tournaments on his watch —
three trips to the NCAAs and
two in the NIT. Arkansas went
18-16 this past season and
reached the second round of
the NIT.
Athletic director Hunter
Yurachek decided that wasn’t
good enough.
“In my evaluation, we have
not sustained a consistent lev-
el of success against the most
competitive teams in the na-
tion to enable us to compete for
SEC and NCAA championships
on an annual basis,” Yurachek
said in a statement. “That will
continue to be the benchmark
for our success throughout our
athletic program.
“During his tenure with
our program, Mike Anderson
has represented the Universi-
ty of Arkansas in a first-class
manner and with the highest
level of integrity on and off the
floor,” Yurachek said. “We are
grateful for Coach Anderson’s
many contributions to our pro-
gram and most of all for his
investment in the lives of the
many student-athletes he has
coached.”
Anderson has a career re-
cord of 369-200 record. Arkan-
sas hired him in 2011 after he
went 111-57 in five seasons at
Missouri, including NCAA ap-
pearances in each of his last
three years. He went 89-41 at
UAB from 2002-05 and has nev-
er posted a losing season in 17
years as a head coach.
Before beginning his head
coaching career, Anderson was
an assistant at Arkansas from
1985-2002. He was part of No-
lan Richardson’s staff when
Arkansas won the national title
in 1994 and was NCAA Tourna-
ment runner-up in 1995.
After last Saturday’s NIT
loss to Indiana, Anderson was
optimistic about the program’s
future.

omewhat to my pseudo-horror,
I overheard a group of teenage
girls in a local restaurant this
past week. (I wasn’t eavesdropping;
it was unavoidable.) Their topic
reminded me of all those impend-
ing “swimsuit seasons” when I was
a teen. The girls were talking about
suit styles and how many pounds
they wanted to lose before school’s
end and the annual bolt for the
beach. First of all, they each looked
perfectly lovely already. Second
of all, I allowed myself a chuckle
of gratitude that I’m past the age
of fretting over high school beach
bodies and bikinis. But they did
have a point: Spring compels us
to put away our layers and comfy
bulky sweaters. The season of
sleeveless and shorts will be upon
us. For many, it brings an added
awareness of what we’re eating. We
wouldn’t mind tuning ourselves up
for spring and summer.
As we turn the calendar to April
in just a few days, it’s a good time
to turn the corner from winter’s
comfort foods to lighter fare.
We still have some coolish
temps ahead, which is why a light-
ened-up recipe for “skinny” broc-
coli cheese soup is timely. At 200
calories a serving, it’s “perfect for
cool evenings or chilly rainy spring
days, or when a spring or summer
thunderstorm calls for cuddling
up,” says showmetheyummy.com.
An eggplant pizza — a “cheater’s
pizza” — is a low-carb, gluten-free

1 tablespoon butter

1/2 teaspoon nutmeg
1/4 teaspoon fresh pepper
3 1/2 cups vegetable broth (more, as
needed)
1 cup skim milk
1 16-ounce bag frozen cauliflower florets
1 medium carrot, shredded
1 16-ounce bag frozen broccoli florets
1 1/2 cups reduced fat shredded sharp
cheddar, about 6-8 ounces

n Meanwhile, combine kale,
shallots, garlic, and oil in
bowl and microwave, stir-
ring occasionally, until kale
squeeze out as much liquid as
possible.
n Whisk cream, milk, egg
yolks, and mustard together
in large bowl. Stir in toasted
bread and drained kale mix-
ture until well combined.
n Spray now-empty baking
dish with vegetable oil spray.
Pour half of bread mixture into
prepared dish. Crumble half of
sausage into 1/2 inch pieces
over top. Top with remaining
bread mixture and remain-
ing sausage. Sprinkle with
Parmesan.
n Cover tightly with greased
aluminum foil and bake for 45
minutes. Uncover and contin-
ue to bake until custard is just
set and top is browned, about
20 minutes.
n Remove dish from oven
and let cool for 10 minutes.
Sprinkle with chives before

4 cups vegetable broth
1 cup water

mint

n Bring leek greens, aspar-
agus trimmings, 1 cup peas,
broth, water, and half of garlic
to boil in large saucepan. Re-
duce heat to medium-low and
simmer gently for 10 minutes.
While broth simmers, combine
mint, chives, and lemon zest
in bowl; set aside.
n Strain broth through fine-
mesh strainer into 8 cup
liquid measuring cup, pressing
on solids to extract as much
liquid as possible (you should
have 5 cups broth; add water
as needed to equal 5 cups).
Discard solids and return
broth to saucepan. Cover and
keep warm.
n Heat 2 tablespoons oil in
Dutch oven over medium heat
until shimmering. Add leeks
and pinch salt and cook, cov-
ered, stirring occasionally, un-
til leeks begin to brown, about
5 minutes. Add asparagus
spears and cook until aspara-
gus is crisp-tender, 4 to 6 min-
utes. Add pepper flakes and
remaining garlic and cook until
fragrant, about 30 seconds.
Add remaining 1 cup peas and
continue to cook for 1 minute
longer. Transfer vegetables to
bowl and set aside. Wipe out
pot with paper towels.
n Heat remaining 1/4 cup
oil in now-empty pot over me-
dium heat until shimmering.
Add pasta and cook, stirring
often, until just beginning to
brown, about 5 minutes. Add
wine and cook, stirring con-
stantly, until absorbed, about
2 minutes.
n When wine is fully ab-
sorbed, add warm broth and
bring to boil. Cook, stirring
frequently, until most of liquid
is absorbed and pasta is al
dente, 8 to 10 minutes. Off
heat, stir in Parmesan, lemon
juice, vegetables, and half
of herb mixture. Season with
salt and pepper to taste, and
serve immediately, passing
extra Parmesan and remaining
herb mixture separately.

1/4 cup maple syrup
2 tablespoons balsamic vinegar
2 tablespoons soy sauce
1 tablespoon lime juice, squeezed from 1 lime
2 garlic cloves, peeled and minced
Salt and pepper
4 (6-ounce) skin-on salmon fillets
1 lime, cut into wedges
n In medium saucepan, combine maple syrup,
vinegar, soy sauce, lime juice, and garlic. Set
aside.
n In a 12-inch nonstick skillet, sprinkle 1/4
teaspoon salt and 1/4 teaspoon pepper in
even layer. Place salmon fillets, skin side
down, in skillet. Wash your hands. Sprinkle
tops of fillets with 1/4 teaspoon salt and 1/8
teaspoon pepper.
n Cook salmon over medium heat, without
moving salmon, until fat begins to puddle
around fillets and skin begins to brown, 6 to 8
minutes.
n Use tongs and spatula to carefully flip fillets.
Cook, without moving fillets, until center of
each fillet registers 125 F on the instant-read
thermometer, 6 to 8 minutes. Turn off heat.
Transfer fillets, skin side down, to serving plat-
ter. Cover platter with aluminum foil.
n Cook maple syrup mixture in saucepan over
medium heat, stirring occasionally with rubber
spatula, until thick and syrupy, 4 to 6 minutes
(sauce will be very bubbly when it thickens).
Turn off heat. Spoon glaze evenly over salmon.
Serve with lime wedges.
Chef’s Note: To flip fish, gently slide spatula
under fish to loosen skin from skillet, then use
tongs to flip fish.

1 quart fresh strawberries
1 8-ounce package cream
cheese or Neufchatel, room
temperature
1/2 teaspoon vanilla
1/4 cup light brown sugar
(or equivalent amount brown

1 cup heavy whipping cream
1/4 cup powdered sugar
1 9-inch graham cracker crust
n Beat cream cheese, brown
sugar and vanilla until light
and fluffy. In another bowl,
beat the whipping cream and
powdered sugar until medium
peaks form. (Medium peaks
are peaks that hold their
shape fairly well when you lift
the beater out of the bowl, but
the tip droops back onto it-
self.) I use my stand mixer for
this, so I actually just transfer
the cream cheese mixture to
another, larger bowl to allow
me to beat the whipping cream
with my mixer.
n Fold the whipping cream
into the cream cheese mixture
by hand; you run the risk
of turning all that beautiful
whipped cream into butter if
you keep whipping it. At this
point, you are done if you are
making this into a fruit dip. If
you are going for pie, however,
spread the mixture evenly over
the crust. Refrigerate. Just
before serving, wash, dry, and
cut the stems off your berries.
n The original recipe calls
for placing the whole berries,
cut side down, all over the
pie. I’ll be honest, though: I
have never once in the years
I’ve made this been able to
reserve the whole quart of ber-
ries. Someone always snacks
on them first. If this happens
to you, just slice each berry in
half and place the halves, cut
side down, on the pie. Cover
the entire top with the berries;
I like to arrange them into a
kind of flower pattern as I plot
ways to seek revenge on my
berry thieves. (Just kidding.
Mostly.) Enjoy!
