CITY RESOLUTION NO. 2013-003

A RESOLUTION AUTHORIZING ATTY. ALAN M. ASIO IN HIS
CAPACITY AS THE CITY ADMINISTRATOR TO SIGN CHECKS,
VOUCHERS AND OTHER SIMILAR DOCUMENTS WITH A
VALUE OF NOT MORE THAN ONE HUNDRED THOUSAND
PESOS (P 100,000.00) WITH THE EXCEPTION OF PAYROLLS
AND OTHER PAYROLL RELATED DOCUMENTS OF WHICH HE
CAN SIGN EVEN WITH A VALUE OF MORE THAN ONE
HUNDRED THOUSAND PESOS ( P 100,000.00)

WHEREAS, the May 2013 national and local elections paved the way to newly
elected set of officials to render another term of quality public service;

WHEREAS, the present administration under the leadership of Mayor Dale B.

Corvera has foreseen voluminous transactions to crop up in his last term which are very
vital in the development of the City;

WHEREAS, in order to unload the Local Chief Executive from a tedious work
activities, it is imperative for him to delegate certain functions of ministerial in character
to Atty. Alan M. Asio in his capacity as City Administrator;

WHEREAS, among the functions delegated to the City Administrator is

the signing of checks, vouchers and other similar documents with a value not
exceeding One Hundred Thousand Pesos (P100,000.00);

WHEREAS, it is clarified by the City Administrator that the term “and

other similar documents” denotes the following documents as included, to wit:
vouchers, obligation request, debit advice checks, payroll and other financial
documents;

WHEREAS, there’s a need to update the authority of the City Administrator to

act legally on the aforementioned delegated functions for a smooth LGU operations;

WHEREAS, the delegation of authority to the City Administrator to sign

checks and vouchers of regularly recurring disbursement of the City Government
is within the authority granted by the Local Government Code (Section 344);

WHEREAS, the authorization is clearly intended to expedite transactions

involving disbursement of moneys of the City and the same is aptly protected
by the requisites of certification by the City Budget Officer, the City Treasurer
and the City Accountant, hence, this Body finds the authorization proper and
recommends to pass a Resolution to this effect.

NOW THEREFORE

BE IT RESOLVED, by the 3rd Sangguniang Panlungsod, in its 1st Regular

Session assembled, to authorize Atty. Alan M. Asio in his capacity as the City
Administrator to sign checks, vouchers and other similar documents with a
value of not more than One Hundred Thousand Pesos (P 100,000.00) with the
exception of payrolls and other payroll related documents of which he
can sign even with a value of more than One Hundred Thousand Pesos
(P 100,000.00).

RESOLVED FURTHER, to forward a copy of this Resolution to Hon. Dale

B. Corvera, City Mayor and to provide also copies of the same to Atty. Alan M.
Asio, City Administrator; the City Accountant; the City Budget Officer; the City
Treasurer, all of this City and to the depository banks concerned for information
and guidance.
