SOCIAL WELFARE DEPARTMENT

The department of social welfare has ensured the welfare of the poor, the downtrodden, women, children, senior
citizens and third gender by providing innumerable opportunities for them through various schemes.

CHILD WELFARE
The Government of Tamil Nadu has responded to the issues related to girl children at large and declining child sex
ratio in the state by introducing innovative schemes as follows.

1. Cradle Baby Scheme

2. Chief Minister’s GIrl Child Protection Scheme

3. Child Adoption Regulations

4. Child Marriage Act 2006

Cradle Baby Scheme

To eradicate female infanticide and to save the girl Children from the clutches of death, “Cradle Baby Scheme” was
introduced in Madurai District during 2001. “The Cradle Baby Scheme” was inititated to protect the babies by placing
cradles in Reception Centers in Rajaji Hospital. These babies are handed over to the recognized Adoption Agencies for
Adoption.

Chief Minister’s Girl Child Protection Scheme

The Girl Child Protection Scheme is an innovative scheme which has ensured improve girl’s education, exterminate
female infanticide and limit male child preference in the society. The scheme also aims to prevent gender
discrimination by empowering and protecting the rights of girl children through this agship scheme.
In the Form of xed deposit with the Tamil Nadu Power Finance and Infrastruture Development Corporation Limited,
for a family with one girl child an amount of Rs.50,000/- is deposited in the name of the girl child. An amount of
Rs.25,000/- is deposited in the names of two girl children each for a family with two girl children only.

Child Adoption Regulations

Adoption came to be viewed as the best way of rehabilitation for orphan, ababdoned and surrendered children. It is
considered as the best alternative for children without parental care.
The Salient features of Adoption Regulations (2017) and Changes therein vis – a – vis Adoption Guidelines (2015). The
Adoption Regulations, 2017 framed by ‘ Central Adoption Resource Authority’ (CARA) as mandated under section 68(c)
of Juvenile Justice (Care and Protection of Children) Act, 2015, were discussed.

Child Marriage Act 2006

The Government of India has adopted the Prohibition of Child Marriage Act“ 2006. This Legislation is armed with
enabling provisions to prohibit child marriages.
The District Social Welfare O cers of each district are appointed as child Marriage Prohibion O cer.

WOMEN WELFARE
Marriage Assistance Schemes:
In order to help poor parents and to encourage them to educate their daughters till the right age, Marriage Assistance
Schemes were introduced by the Government. Marriage Assistance Schemes are implemented to address the
associated problems in bringing up the girl child and her marriage expenses. This scheme also provides for the
marriage of orphan girls, inter-caste marriage, widow’s daughters marriage and widow-remarriage through the
Marriage Assistance Schemes.

The Government provides 8 grams 22 carat Gold coin for making Thirumangalyam with cash assistance of Rs.25,000/-
for non graduate girls and Rs.50,000/- for gradutes girls.

1. Moovalur Ramamirtham Ammaiyar Ninaivu Marriage Assistance Scheme.

2. Dr. Dharmambal Ammaiyar Ninaivu Widow Remarriage Assistance Scheme.

3. E.V.R. Maniammaiyar Ninaivu Marriage Assistance Scheme for daughters of poor widows.

4. Annai Therasa Ninaivu Marriage Assistance Scheme for orphan girls.

5. Dr.Muthulakshmi Reddy Ninaivu Inter-Caste Marriage Assistance Scheme.

Annai Sathyavanimuthu Free supply of Sewing Mechines.

Under this scheme Free Sewing Machine is given to Destitute Women, Widows and Women who are economically,
socially backward and Physically Handicapped and who are in the age group of 20 to 40 years and annual income of
Rs.72,000-

Government Working Women Hostels.

Opening up of new avenues of employment in urban areas has motivated many young women to take up employment
away from their homes to cities. Due to the rise in prices and high rentals, the cost of living has gone up. Girls from
poor and middle class families nd it di cult to manage nancially in their new places of employment with the meagre
income they get. In order to help such working women, the Government run Working Women Hostels.

THIRD GENDERS WELFARE

The Third Genders face familial rejection, social discrimination and marginalization from the mainstream society. They
go through various harassments, deprivations and other forms of discriminations. They are even forced out from the
schools on transformation as third gender. There is no job security and employment opportunity due to age old
discrimination against them. Prevailing situations compel them to leave their families, discontinue their education and
lead an almost nomadic life. The Third Genders who leave their families mostly do not possess with them any
documents like birth certi cate, educational certi cate, community certi cate and other essential identity cards like
ration cards, Voter Identity Card etc.
Various economic activities like provision stores, rearing of milk animals, canteens, production units of soap, napkin,
milk products, plying passenger autos, load autos and business activities related to cloth, coir, rice etc.,

Integrated Child Development Services Scheme (ICDS)

Objectives
1. To improve the Holistic development of the children like Physical, Mental, Language and Social Development.

National Nutrition Mission (NNM)

The Government of India has approved the implementation of National Nutrition Mission in Ariyalur, Dindigul, Nilgiris,
Villupuram and Chennai districts in Tamilnadu for the year 2017-2018. The remaining districts will be covered in
phased manner during 2018-2019 and 2019-2020.
The goals of NNM are to achieve improvement in nutritional status of children from 0-6 years, pregnant women and
lactating mothers in a time bound manner during the next three years from 2017-2018 with xed targets as under:

Objective and Target

Prevent and reduce stunting in children (0-6 yrs) Reduced as 6% by reducing 2% for every year

Prevent & reduce under –nutrition (underweight ) in children (0-6 years) Reduced as 6% by reducing 2% for every year

Reduce the prevalence of anaemia among young children (6-59 months) Reduced as 9% by reducing 3% for every year

Reduce the prevalence of anaemia among Women and Adolescent Girls in the age group of 15-49 yrs years Reduced as
9% by reducing 3% for every year

Reduce Low Birth Weight (LBW) Reduced as 6% by reducing 2% for every year
The districts Collectors to monitor the preparatory activities under National Nutrition Mission (NNM) and ensure that
various components of the scheme are implemented within the time frame.

Construction of Anganwadi Centres and provision of

Drinking water and other facilities

Tamilnadu Government has taken up construction of new anganwadi centres/Baby friendly toilets and provision of
drinking water facilities. During 2016-2017 and 2017-2018 Construction of 2001 Anganwadi Centres have been taken
up.
