SSP Arrests 670 Undocumented Persons during October of 2009 – 02 November 2009
The SSP reported that it had arrested 670
undocumented persons in October 2009. Of
these, 601 were Central Americans, 12 were
from South America, seven were from
Europe, four were from Africa, 39 were
from Asia, two were from the U.S., and five
were from the Caribbean. According to the
National Commission on Human Rights,
some 500,000 foreigners enter Mexico
illegally ever year.
In both places the following narco message was left: “La empresa: Ricardo Gonzalez Serrano, alias El
Guason, Miguel Angel Hernandez Chamiz, I have you well identified you are the one who has robbed
banks in Morelos, semi-trucks, buses, and houses; I’ll follow you to wherever you go, it’s a just a matter
of time…Sincerely, El jefe de jefes. Up with Sinaloa”.
Gunmen Attack Three Police Stations with Grenades in Acapulco and Costa Grande, Guerrero –

A group of gunmen travelling in multiple vehicles threw fragmentation grenades and fired at three police
stations in Acapulco and Costa Grande, Guerrero. The incidents were as follows:

Event one: gunmen travelling in two vehicles threw two fragmentation grenades at the Federal
Police Station located near the La Venta toll booth on the Autopista del Sol highway in Acapulco
[16.8500 -99.9167], Guerrero.
Event two: gunmen threw grenades and fired at the Federal Police Station of Tecpan de Galeana
[17.2500 -100.6833], Guerrero.
Event three: gunmen travelling in two vehicles threw two fragmentation grenades and fired at the
Preventive State Police Barracks located in Cayaquitos in Tecpan de Galeana [17.2500
-100.6833], Guerrero.
No injured persons were reported in any of these incidents.
Missing Federal Intelligence Police Officers Found Dead near San Buenaventura, Chihuahua – 02
November 2009
The three federal intelligence police officers that were kidnapped on 21 October 2009 were found dead on
31 October 2009 near the San Buenaventura village [27.0167 -105.0333], of Chihuahua. The bodies were
found by an agricultural worker inside a clandestine grave. All the victims had been shot and appear to
have been tortured before their death.
Comment: The federal intelligence police officers were conducting undercover operations at the time of
their kidnapping on 21 October 2009.

Soldiers Repel Attack in Tijuana, Baja California – 02 November 2009
On 01 November 2009, members of the 5th Special Forces Battalion and the 2nd Motorized Calvary
Regiment repelled an attack in the Valle Bonito neighborhood of Tijuana, [32.5333 -117.0167] Baja
California. Arrested in this incident were the following individuals:

Soldiers Seize 500 kilograms of Marijuana at Checkpoint in Cucapa, Sonora – 31 October 2009
Soldiers from the 22nd Motorized Calvary Regiment, while conducting a routine search of a tractor trailer
at a checkpoint in Cucapa, Sonora, seized 500 kilograms of marijuana. Arrested as a result of this seizure

Mexican Soldiers Arrest La Familia Michoacana Leader in Zamora, Michoacan – 30 October 2009
Mexican soldiers arrested Jorge GARCIA Gamica, aka El Bofo, a La Familia Michoacana leader
operating in Zamora, Michoacan. The arrest took place in the Residencial Jerico neighborhood of
Zamora [19.9833 -102.2667], Michoacan. Seized from him were one rifle and one pistol. No additional
details were reported.

Mexican soldiers arrested alleged hitman Daniel Ismael FLORES
Garcia for possession of weapons and drugs at a check point near the
entrance of the Guadalupe Distrito Bravos village [31.3833 -
106.1167], in Chihuahua. At the time of his arrest, FLORES Garcia
was driving a blue 1992 Mazda MXE with Texas plates 41ZXZ8,
VIN JM1EC4326N0121995. Seized from him were the following
items:
18 packages of marijuana weighting 8.4 kilograms
(1) .22 caliber Intratec submachine gun, model TEC-22,
serial number 087805

Mexican Soldiers Capture Leader of Los Valencia Cartel in Guadalajara, Jalisco – 02 November
2009
On 28 October 2009, soldiers arrested the leader of Los Valencia Cartel, Oscar Orlando NAVA Valencia,
aka El Lobo, along with eight members of this group after a confrontation in Guadalajara [20.6667 -
103.3333], Jalisco. Oscar Orlando NAVA Valencia became the leader of Los Valencia Cartel after the
arrest of his uncle, Armando VALENCIA Cornelio, on 15 August 2003. The eight members that were
also arrested were identified as follows:
Angel BEJAR Chavez, aka El Chino. He operates in Chapala, La Barca, and Mazamitla, Jalisco.
He has had a warrant out for his arrest since 06 September 2006 and is to be extradited to Illinois.
He was previously incarcerated for 5 years on drug charges in a U.S. prison.

follows:
Los Valencia (Cartel del Milenio) emerged in the 90’s and were known for producing drugs in
Jalisco and Michoacan and distributing them in the U.S.

Following the breakup of the Sinaloa Cartel and the BELTRAN Leyva Brothers, Los Valencia
sided with El Chapo
NAVA Valencia, along with his brother Juan, aka El Tigre, were in charge of planning and
transporting cocaine shipments from Central and South American countries to the Port of
Manzanillo in Colima, and then to the U.S.
Comment: The article states that nine members of Los Valencia Cartel were arrested in addition to
NAVA Valencia, but the article only reports eight.
Tomas Lagunes Munoz, Director of the SSP in Mexico State, explained that officers have to pay for their
own uniforms, and any embroidery done on the uniforms is also at their own expense. There is no rule
against them having the embroidery done. Lagunes stated that these logos allude to events that can
happen to public servants, but the police officer is not afraid, and he/she will die doing their duty.

Federal police officers arrested Francisco PEREZ Virelas, 56, aka El Lobo, an alleged member of La
Familia Michoacana. He was arrested after he was seen holding a rifle in front of a house located on
Arcos del Triunfo Street in the Arquitos neighborhood of Apatzingan [19.0833 -102.3500], Michoacan.

PEREZ Virelas tried to escape but he was arrested. At this time, he told authorities that his job was to
guard the home and that two weeks earlier, he was hired by Ramon MORENO Madrigal, aka El Llavero,
to patrol around a storage area across the street from the house he was detained at. Seized from the home

drugs
