ATLANTIC YARDS aka Pacific Park Brooklyn Construction Update

Weeks April 1st and April 8th, 2019

LIRR Yard Activities - Block 1120 & 1121

During this reporting period:

● The Contractor will continue excavation and hauling of soil from Blocks 1120 and 1121. Soil that has been classified
as clean, contaminated or hazardous will be removed from the site as part of the excavation activities and brought
to appropriate disposal locations. Protocols for the trucks entering and exiting the site have been put in place.
These protocols provide instruction on roadway routing to and from the project site, queuing of trucks while on site
and vehicle idling restrictions.

● Site restoration, asphalt installations, light installations, and cable pulling operations will continue in Blocks 1120 and
1121 during this reporting period.

● Contractor will continue grading ballast and installing ties and rails for permanent Drill Track and Storage Track 3
during this reporting period.

● Contractor will continue installing elevator and pedestrian bridge access adjacent to the Carlton Avenue and Pacific
Street intersection in this reporting period.

● Contractor to continue backfilling between Pacific Street Retaining Wall and Pacific Street SOE in Block 1121.

● LIRR will continue installing Third Rail for Storage Tracks 6 and 7 during this reporting period.

● Vehicular access into and out of the site will continue to be through the new 6th Avenue Access Ramp during this
reporting period. Trucks entering and exiting the site will follow approved truck protocol routes.

● Contractor to maintain MPT on Atlantic Ave in accordance with approved MPT plans during this reporting period.
This MPT creates a safe work zone that encompasses the south parking lane on Atlantic Ave between the East End of
the Barclays Arena and 6th Ave. This MPT does not close any crossings or pedestrian sidewalks, a walkway along the
South Sidewalk of Atlantic Ave is provided.

● Excavation, formwork, rebar, concrete installations, and backfilling for Drill Track Enclosure Foundation will continue
in this reporting period.

● Contractor will continue to remove a portion of the Atlantic Ave Retaining Wall for the construction of the Drill Track
Enclosure foundation. Contractor will haul debris to appropriate disposal locations and will continue to adhere to
Jobsite Truck Protocols.

LIRR Yard Activities - East Portal (Atlantic and Vanderbilt Avenue)

● The East Portal MPT has been amended into the approved Stage 3 MPT plans. This MPT creates a safe work zone
that encompasses the southernmost travel lane and the south parking lane on Atlantic Ave between Clermont
Avenue and Vanderbilt Avenue and the westernmost travel lane on Vanderbilt Avenue between Atlantic Avenue and

Pacific Street. This MPT also closes the south pedestrian sidewalk on Atlantic Avenue between Clermont Avenue and
Vanderbilt Avenue and the west most sidewalk of Vanderbilt Avenue between Atlantic Avenue and Pacific Street.
The west and south pedestrian crossings at the intersection of Atlantic Avenue and Vanderbilt Avenue will continue
to be inaccessible.

● Foundation construction in the East Portal footprint will continue during this reporting period.

● Support of Excavation installation and general excavation to Yard Grade elevation in the East Portal area will
continue during this reporting period.

● East Portal Structural Steel bolting and reinforced concrete deck installations will continue during this reporting
period. Standard noise mitigation practices will be implemented as needed.

● Contractor will continue installing deck support, formwork and concrete for East Portal/Atlantic Avenue deck during
this reporting period.

LIRR Yard Activities – Foundations (Atlantic and Carlton Avenues)

● Formwork, rebar, concrete installations, and backfilling for building foundations will continue in the northeastern
portion of Block 1120 (just west of CAB) during this reporting period.

LIRR Yard Activities – Night/Weekend Work

● Weekend (daytime) electrical utility installations are expected to continue in the yard and in the tunnel during this
reporting period.

● East Portal construction acceleration will continue during this reporting period during weekend (Saturday daytime)
hours only. Work activities to follow typical Railyard mitigation practices.

● Drill Track Enclosure will begin during this reporting period during weekend (Saturday daytime) hours only. Work
activities to follow typical Railyard mitigation practices.

● LIRR may be utilizing portions of the yard lighting near the Atlantic Avenue LIRR Access Ramp and Block 1121 for
security reasons. This is expected to continue through March.

● Excavation and foundation construction work are underway on the site. Appropriate dust and noise mitigation
measures are in place.

B14 (535 Carlton Avenue)

● A scaffold will be used for minor repairs during this reporting period.

B11 (550 Vanderbilt Avenue)

● Tenant fit out work in ground floor retail space will be ongoing during this reporting period.

Block 1120 Demolition

● The 728 Atlantic Avenue Building demolition is completed. The abatement work of the 700 Atlantic Avenue Building
is completed, and the hand demolition is scheduled to start during this reporting period. Appropriate noise and dust
mitigation measures are in place and will be in-use during the demolition work.

Noise Receptor Control Program

You may be eligible to receive and have installed double paned or storm windows and an in-window air conditioning
unit for certain residential units where such air conditioning and/or double paned windows/storm windows do not exist
today. The cost of any windows and any air conditioning units, and the cost of their installation, would be borne by the
Developer.

The locations that may be eligible at this time are the residential sites in proximity to site construction and identified in
the 2006 Final Environmental Impact Statement (FEIS) or the 2014 Final Supplemental Environmental Impact Statement
(FSEIS) as having the potential to experience significant adverse noise impacts during the construction of the Pacific Park
Brooklyn project.
