A Proposed Sports Complex with Paralympics Training Center

a. Technical definition of the proposed working title


 Sports Complex - a development that composes of a number of different facilities for
sports
 Paralympics - a series of international contests for athletes with disabilities that are
associated with and held following the summer and winter Olympic Games
 Training Center - the place where athletes undergo training for different
Olympic/Paralympic games; the place to improve skills

b. Statement of the Problem


According to Wikipedia, sports is vital in the culture of the Philippines. The Philippines
started participating in the Summer Olympics since 1924 and the Winter Olympics since 1972,
while for the Paralympics, the Philippines only joined the Summer Paralympics since 1988, and
never competed in the Winter Paralympics. Competing all these years, one of the major problems
of athletes is the lack of sports facilities, which was raised by the Filipino athletes before the
Senate during the finance committee hearing on the proposed P245.3 million budget for the
Philippine Sports Commission (PSC). Although there are several training facilities that can cater
some Olympic sports, there are more sports that they can’t cater, specially sports played during
the Winter.
 How can the proposed project respond to the needs of the Filipino athletes?
 How can the proposed project improve the overall training experience of Filipino athletes?
 How can the proposed project contribute to the promotion of sports & sports tourism in the
Philippines?

c. Research Goals
Research Objectives
 To develop a sports complex that is dedicated to Olympic sports so that Filipino athletes will
have a permanent place for training
 To create the perfect environment for Filipino athletes that can help them succeed in their
chosen fields, but also provide them their basic needs and their need for relaxation, that is
inclusive to persons with disabilities who aspire to compete internationally
 To provide facilities that will help Filipino athletes in adapting different climates, so that they
can compete even in the Winter Olympics/Paralympics
 To contribute to the sports tourism of the Philippines and the popularization of sports in the
country

Research Assumptions
 To develop a conceptual model that will help in the thriving sports culture of the Philippines
 To provide massive employment opportunities to different professions
d. Significance of the Study
The proposed project will address the needs of Filipino (aspiring) athletes to further
entice Filipinos in engaging to sports and eventually compete for the country’s pride. The
proposed project will be significant to the Filipino athletes as it will provide them the perfect
environment for training. It will contribute to the community by improving the health and skills
of individuals which can contribute to their empowerment, and promote the development of
inclusive communities, where in persons with disabilities can improve alongside other athletes. It
will also play an important role to the economy of the country as it can be a place for sports
tourism and it can provide employment opportunities to different professions.

e. Target Users of the Proposal


The preferred proponent of the project is the Philippine Sports Commission, or any non-
government organization who will be willing to invest in aspiring athletes.
The following are the targeted users of the proposed project:
 Resident athletes
The resident athletes pertains to those who are starting in competitive sports, and
those who are willing to spend their lives in Olympic/Paralympic sports training. It can
be the children, teenagers, or adults. It may also be persons with physical disabilities or
mental impairments.
 Aspiring athletes
The aspiring athletes pertains to those who wants to train to be future athletes.
They are mostly children and teenagers, that will attend summer camps that can be held
in the proposed project.
 Tourists
The tourists pertains to sports enthusiasts who would watch games held in the
sports complex, or who would visit the exhibit/gallery of Filipino athletes.
As for the community, the proposed project aim for the different professions that can help
the athletes and will help in the operation of the proposed project like medical professionals,
coaches, sports dietitians or nutritionists, maintenance workers, housekeepers, etc.

f. Project Description
The proposed project is a sports complex dedicated to (aspiring) athletes, who may or
may not have physical disabilities or intellectual impairments, that will hone them to compete in
the Olympics or Paralympics someday. It will include a training center for persons with physical
disabilities or intellectual impairments. It can also be a place for sports tourism as it will also have
an arena to host Olympics/Paralympics events and halls for exhibits.

g. Preliminary concepts
The proposed project will aim to be a simulation of Olympic/Paralympic games situations to contribute to
the overall experience of the athletes in training, thus the proposed project will have adaptive facilities to
the macroclimate of other countries where the Olympic/Paralympic games were held. It will also aim to
be vernacular through the materials that will be used, to reflect the country’s identity (for sports tourism).
