F. Barangay Nutrition Committee (BNC)

Q. What is the Barangay Nutrition Committee (BNC)?

A. The Barangay Nutrition Committee is an organized body of responsible members of the community
that is responsible for the management of barangay nutrition programs. It is a mechanism for planning,
implementing, monitoring, evaluating, and coordinating the Barangay Nutrition Action Plan (BNAP).

Q. Why organize BNC?

A. To ensure the effective and efficient management of barangay nutrition programs for the improved
nutritional status and the promotion of health and well being of the members of the community

Q. What are the legal bases for the organization of BNC?

A. Presidential Decree No. 491 – Nutrition Act of the Philippines, LOI No. 441 of 1976, and PD 1569 –
Strengthening of the Barangay Nutrition Program by Providing for a Barangay Nutrition Scholar in Every
Barangay

Q. Who shall spearhead the organization of the BNC?

A. The Punong Barangay shall spearhead the organization of the BNC with the assistance of the
municipal/city nutrition action officer.

Q. Who shall compose the BNC?

A. The BNC may have the following composition:

• The Punong Barangay, who shall act as Chairperson;

• The President of the Rural Improvement Clubs (RIC)

• The President of the Parent Teacher Child Association

• The Head/President of local organizations

• The Kagawad on Health

• The Chairperson of Sangguniang Kabataan (SK)

• The Barangay Nutrition Scholar (BNS)

• The Day Care Worker

• The Barangay Nutrition Action Officer (BNAO)

• The School Principal

• The Agriculture Technician/s

• The Rural Health Midwife (RHM)


• Others, as may be identified by the BNC

Q. What are the functions of BNC?

A. The BNC shall have the following functions:

 Assesses the barangay nutrition situation


 Formulates a Barangay Nutrition Action Plan (BNAP) and secures resources for its
implementation
 Coordinates the nutrition activities of the barangay
 Organizes groups to implement key nutrition interventions around the First 1000 Days that
would secure at least 90% prenatal coverage, provision of iron and folic acid supplements to
pregnant women, exclusive breastfeeding among infants 0 – 6 months, and continued
breastfeeding with complementary feeding from 6 – 24 months.
 Conducts Operation Timbang (OPT) under the supervision of the Rural Health Unit
 Assesses progress of nutrition interventions
 Holds quarterly meetings to monitor program performance.
