Garbage management (or the absence of it) has been widely talked about as
one of the key issues of concern in Goa.
However, despite a great amount of attention, investment and initiatives (both
private and governmental) there has been little progress in solving the
problems in a meaningful and effective manner.
    

1.? amproper laws and policies with regard to management of waste by
individuals, panchayats, municipalities and businesses.
2.? No enforcement of laws related to waste management, low penalties
and inability to monitor compliance.
3.? Apathy amongst the public about this issue and difficulty in changing
their views and attitudes.
4.? Lack of infrastructure and land to deal with the waste management as
the scale of the problems is too large.
5.? Legal challenges to operation of waste management by local
communities which want the problem exported.

1.? Gollow the path of least resistance Ȃ by avoiding the more difficult
localities (tourism driven and municipalities)
2.? Make village communities responsible for monitoring and initiating
garbage management in their localities.
3.? Provide the blueprints for setting up the different capacities that are
required for dwellings of different sizes
4.? Provide low interest credit or subsidies that make this easier for the
villages to set up the infrastructure
5.? Subsidies should be paid out annually over five years instead of at the
time of project initiation.
6.? Start with the young children in creating awareness, as they are more
open to change in their habits.
7.? Have stiff penalties for non-compliance or dumping and publicise these.
8.? Set up a hotline for community monitoring of the waste
mismanagement.

and work with those villages first

incentive to compete for being the cleanest.

at a later point.

when they want to know where to take their waste
