: [POL4103] GOVT & Economy

The intersection of economic activity, political environment and government regulations raises
fundamental questions regarding politics, freedom, governance, sovereignty, equity, development
and democracy. This course is designed to examine how the struggle for dominance and wealth
within the society in the emerging global environment would impact the above given fundamental
issues. The course would also compare and contrast the political and market solutions to the
collective problems and their impact on all stake holders.

After studying this course the students should be able to:

Understand the distinguishing characteristics of government and the key issues of governance. 2.
Explain different socio-economic models and their development. 3. Analyze historical trends in the
development of economic and political policies in Pakistan. 4. Explain the structural aspects of
government in Pakistan and how have they evolved to their present form. 5. Explain the basis of
formation of government regulations and how they impact business entities in the economy. 6.
Elucidate on fiscal and monetary policies and other related economic concepts. 7. Understand key
concepts in public sector fiscal management and their impact on social trends in Pakistan. 8.
Display an understanding of the emerging global trends and how they are impacting Pakistan in the
socio-economic and political arenas. 9. Analyze major issues confronting Pakistan within the
framework of Government-Economy-Society interaction.

Introduction to field of Government & Economy and


developing the concept of purpose of government in
society and its different roles and responsibilities. Also
1 developing a framework for studying Government-
Economy-Society interaction. In addition, an overview of
the historical development of the Government of Pakistan
from the pre-partition to post-partition era.
An overview of the different forms and types of
Government and their comparative analysis. The
2 international context would also be examined. The quiz 1
experiences of Pakistan from Federalism to Theocracy to
Controlled Liberal Democracy would be examined.
The concept of Law, its underpinning in society and
formation of Constitution as the basis of law in the country

would be studied. The Constitutional Developments in
Pakistan would also be studied.
A detailed look at the different branches of national
government; legislative, executive and judiciary would be
undertaken. Their interplay within the context of Pakistan

would be examined. Also the structure of Government of
Pakistan would be studied and its implications for
governance examined
Basic economic questions confronting the society would be
examined. Initial economic problems of Pakistan would be

studied and a comparative anyalysis to the present dsy
would be undertaken.
Sectoral Analysis of Economy of Pakistan would be
6 undertaken by analyzing the Agricultural and Industrial
sectors in the country.
Types of Economies would be studied- Traditional, Market,
Command, Mixed. International experiences and need for
Government Intervention in the economic processes would

be studied. The “trickle economy” of the Ayub Era (1958-
69) would be examined and how, if at all, it led to the
break-up of Pakistan in 1971.
8 Developing an understanding of one of the key midterm
instruments of economic policy intervention of the
Government; fiscal policy, taxation & budget deficit. Then
an overview of the economic-political processes of the
Bhutto Era (1972-77) would be undertaken with particular
reference to “Policy of Nationalization”.
Debate would be undertaken on the role of State bank in
the economy and monetary policy; its instruments and its
use accelerating economic development.Developement of
9 the banking sector especially sine 1988 would also be
discussed. Disc ussion would also be undertaken on the
role military in governance during 1977-85 in Pakistan and
acceleration of economic development in Pakistan.
International Trade environment, World Trade
Organization and role of Government in trade would be
discussed. Structural changes happening in the economy

of Pakistan would be identified and policy initiatives of the
Government to accelerate economic growth would be
analyzed.
The role of Public Sector Development Programme;
particularly in the area of physical infrastructure, social
11 development-health and education would be discussed. assignment 2
Comparison of Pakistan with countries in South Asia and
others would be undertaken.
The issue of Poverty Alleviation in the context of Pakistan
would be discussed and framework would be developed to
try and understand the class system, distribution of wealth

The Socio-Economic Global trands and foreign policy of
Pakistan. Relationship with the United States, India,
13 Afghanistan, China and other countriesa has an ever
growing influence on the society-governance in Pakistan.
Detailed analysis would be undertaken in this regard.

as plagiarism. The actual author has a right to bring a lawsuit for unauthorized use of his/her work against
the plagiarist. University of Central Punjab discourages plagiarism and warns students to be careful while
using someone else's work in their written work to meet requirements of a course or a degree. It may be
