Re: Vote of No Confidence - State's Attorney Kim Foxx

Dear Mr. Graham,

As the President of the West Suburban Chiefs of Police Association, I am writing to you on
behalf of the Association and our unanimous stance concerning Cook County State's Attorney
Kim Foxx. Since S/A Foxx took office, we see a major concern with the State's Attorney Office
and with most of the policies that 5/A Foxx has put into practice.

Some examples are that many cases are continually being dropped without any consideration
or communication with the arresting officer(s) / agencies. S/A Foxx has specifically gone against
State Statute in her felony retail theft policy of not prosecuting cases unless there is a $1,000.00
value or more and the offender has been convicted 10 times for previous thefts. The States
Attorney Office has refused to prosecute most DUI /DW15 / DWLR cases. More recently with
the Improper/ illegal handling of the Jussie Smollett case, therefore the West Suburban Chiefs
of Police Association have unanimously voted "No Confidence" against Cook County State's
Attorney Kim Foxx. This decision in no way is against the hard working Individuals that are
associated with the Assistant State's Attorney's Office and are even in the courtrooms every
day. This is strictly against S/A Foxx.

We support the other Chief Associations in Cook County and other law enforcement
representatives whom have done the same and look forward to working with you in making our
stances public.
