1.0 SCOPE
This method statement is made to enumerate the general activities to be performed in Cochrane Category-1 Fence &
Gate And Anti-Vehicle Barrier (AVB) Installation at Port Area for Jizan Economy City Project.
All works will be done according to approved ITP’s and the latest Construction (IFC) drawings.

2.0 OBJECTIVES
 To understand the geometry of the sleeve and position in pre-cast concrete foundation.
 To understand the importance of the position of the groove relative to the overall foundation in plan view, this
is to ensure the fence line position is maintained after installation.
 To understand groove preparation prior to casting foundation, each foundation will differ to maintain an
overall straight line.
 To understand proposed shuttering procedure to be followed when casting concrete to set pre-cast concrete
foundation.
 To understand proposed method to secure groove template during concrete pouring.
 To understand setting & curing times to allow concrete to cure before removal of shuttering and initiating for
transporting of foundation.
 Guidance on preparation and checking prior to installation and positioning of tapered post on site.
 To understand the final erection and setting procedure of the post prior to grouting.
 To understand the procedure for mixing grout and placement into groove area.
3.0 PURPOSE
The purpose of this installation work procedure is to assist and guide the installer correctly for mesh panel / post
system installation including the accurate position of the foundation, sealing of groove and the front of post cavity line
up.

6.0 GENERAL
Location and Positioning of the Cochrane Category-1 Fence and AVB is generally considered the most crucial step in
a Cochrane Category-1 Fence Installation Work.
Each location of Cochrane Category-1 Fence and AVB shall be checked in accordance with the issued construction
drawing (IFC) and approved shop drawing. Required equipment , tools & materials necessary for the Cochrane
Category-1 Fence Installation Work shall be prepared prior to commencement of work.

7.0 DUTIES AND RESPONSIBILITIES

 Site Manager
The Site Manager shall be responsible for the overall direction, coordination and control of all the activities. To
ensure compliance by all personnel involved to this procedure. Arrange for all required resources (manpower,
equipment & materials) and ensure that any and all contractual obligations are satisfactorily complied with and
delivered on time.

 Site Engineer
The Site Engineer shall be responsible for the overall implementation and monitoring of all the activities involve in
concrete, rebar and form works. He shall be responsible to encourage the workforce for safe and productive
working culture. He shall be dealing with Site Supervisors Team for implementing work in correct procedure at site.

 QA/QC Engineer
The QA/QC Engineer shall be responsible to ensure, that all form, rebar and concrete works are in accordance with
the approved drawings and specification requirements as well as implementation of quality control procedure. He is
responsible to review ITP and Method Statements.

 QA/QC Inspector
The QA/QC Inspector shall be responsible for the necessary inspections and tests to be carried out for all the
activities involved in the rebar works, form works and concrete works. To verify, check and monitor the work with
compliance to this procedure, Client’s Specifications, IFC Drawings and Industry Codes by implementation of Saudi
Aramco Inspection Checklist (SAIC) and accordingly prepare/submit RFI’s.

 Site Supervisor
The Site Supervisor shall be directly involved in the planning and executions of the activities involve in the fence,
rebar works, form works and concrete works. He shall likewise ensure the implementation of quality plans. He shall
prepare prior to the start of work, Safety Action Plan that must be implemented and observed during the concrete
work.

 PTW Coordinator
The PTW coordinator shall be the authorized personnel for all work permit related activities concern and he shall be
the responsible channel for Al Kifah. The issuer and receiver both are the key personnel for complete execution of
the work. As well as the PTW internal coordinator of Al Kifah shall be the responsible senior person for guiding and
granting PTW for all activities through the company.

 Foreman
The Foreman shall be responsible for the direct execution of works involve in fence, forms, rebar and concreting
according to the plan and shall directly control and give instruction to the working personnel. He is also responsible
for the usage of proper tools / equipment, PPE and housekeeping.

 Safety Supervisor
The Safety Supervisor prior to the start of work reviews the Safe Work Plan that must be implemented and abided
during the fence, form, rebar and concrete works. To check, review procedure, personnel and equipment and
ensures compliance to all safety requirements. Identify & check work areas for any unsafe conditions. Coordinate
with Site Engineer and Supervisors to ensure work is carried out in accordance with this procedure and the Project
Safety Plan.

9.0 WORK PROCEDURE


9.1 PREPARATION

9.1.1 Make sure the work are carried out as per the latest approved for construction drawing and approved
shop drawing.
9.1.2 Check & verify the exact location of the Cochrane category-1 fence & gate.
9.1.3 Install proper access for Cochrane Category-1 Fence, Gate & Accessories and AVB installation location
in higher level.
9.1.4 All areas for Cochrane Category-1 Fence & Gate and AVB Installation shall be adequately prepared.
9.1.5 All Cochrane Category-1 Fence & Gate and AVB Installation inspection and tests shall be completed

prior to start.

9.2 COCHRANE CATEGORY-1 FENCE, GATE AND ANTI-VEHICLE BARRIER INSTALLATION WORK
PROCEDURE
9.2.1 Lay-out and mark the fence & gate posts location & elevation
9.2.2 Set-up the Auger Machine properly. Ensure the exact location, size of the auger in accordance with the
approved design drawing. Site Engineer / Site Supervisor shall be checked prior to start of work.
Note: Only Approved Auger Machine Operator shall operate the equipment.

 For Post:
o 85 x 85 mm Taper Post shall be spaced at intervals as per the approved design drawing. Post
holes shall be cleared of loose soil materials. Excess soil shall be transferred form designated
stock pile area or removed out from the site area. The ground surface irregularities along the
fence line area shall be cleared and removed to the extent necessary.
o Posts shall be set plumb and follow the indicated alignment. All posts be install as per the design
elevation in accordance with the approved design drawing. Reinforced concrete shall be
thoroughly consolidated around each post as per SATIP-Q-001-01, SAIC-Q-060.
o Concrete footings and continuous sill shall be carried down to at least the depth indicated on the
approved design drawing and shall not less than the dimension design. Posts shall be placed at
the center of its footing. Concrete pouring shall be as per the SATIP-Q-001-01, SAIC-Q-060.
Concrete curing shall be 7 days in accordance with the SAES-Q-001. Concrete debris shall be
removed immediately from the site and disposed to the designated area.

o Line Fence Post Foundation – Foundation is 1000 mm in diameter with 1100 mm deep.
o Fence Corner Post Foundation with AVB (Anti-Vehicle Barrier) Main Bollard– 1500 mm in
diameter with 3000 mm deep
o Line Fence Post Foundation with AVB Support Post – Foundation is 1000 mm in diameter with
1800 mm deep.
o Line Fence Post Foundation with AVB Intermediate Bollard – Foundation is 1000 mm in diameter
with 1650 mm deep.

 For Topping
o Extend ripper-coil coils to maximum length of 9.00 meter and attach successive rolls of barbed
tape to each other to form one continuous obstacle.
o End of each roll should be connected to the beginning of the next roll so that attachment of the
second (2nd) roll match shall be at the end of the first (1st roll).
o The rolls should be connected together with a heavy duty Hog Rings Clips at interval of 600 ~
900 mm.
o Base of top coil should be mounted to fence panel apex with spike.
Note: Fence line materials shall be MS, Galvanized and MFB coated.

 Groove preparation prior to casting foundation – each foundation will differ to maintain an
overall straight line

 Shuttering procedure to be followed when casting concrete to set pre-cast foundation.


o Correct industry shuttering method shall be used when casting pre-cast foundation. Foundation
dimension in accordance with the approved shop drawing as shown below.

 Setting and Curing to Allow Concrete and Shuttering Removal and Transporting of Foundation.
o Concrete curing, shuttering and transporting in accordance with SAE-Q-001.

 Guidance on preparation and checking prior to installation and positioning of tapered post on
site.
o Level the post in all planes and check with bar level. Please refer to figure 5 drawing for
accurate position of post sleeves.
o Also check that the post is in correct depth, elevation, location and orientation.
o Keep groove of all foundation aligned and straight. Please see Figure 3 drawing.

 Guidance on preparation and checking prior to installation and positioning of tapered post on
site.
o Level the post in all planes and check with bar level. Please refer to foundation plan drawing for
accurate position of post.

o Also check that the post is in correct depth, elevation, location and orientation.
o Keep groove of all foundation aligned and straight.

 Procedure of grout in mesh panel to the 50 x 50 mm groove.


o Secure mesh panel on its posts with the groove, Pour the grout into the groove and allow it to
settle.
NOTE:
Foundation positions to be as per approved shop drawings showing groove aligned between foundation
and beam. This procedure is to achieve an accurate and straight fence line. Post shall be grouted in
correct position inside the sleeve as per the approved shop drawing, post shall not be cast on center of
the sleeve.

9.3 RAZOR MESH COIL ASSEMBLY Lay-out and mark the fence & gate posts location & elevation
9.3.1 To complete the fence assembly, 3-coils of Razor Mesh are employed to secure the top of the fence
and the base. These coils are extremely sharp and aggressive, so thorough careful must observe
when these components, wearing a heavy gloves and clothing is strictly required.
9.3.2 One coil should be place at the base of the fence and fixed to the fence panel by using hog-rings,
also one to the other. Alternatively baling wire can be employed by threading the wire through the
coils and the wire strands on the mesh panel.
9.3.3 The remaining 2 Razor Mesh coil shall be fixed to the top of the fence assembly (see Isometric View
as shown in Figure 6) and it is also assemble using the same procedure as at the base.
9.3.4 The Sharktooth spike should enclose / encase the coil “wedge” in between of it. Please detail drawing
below.

10.0 INSPECTION
ALFA and Al Kifah QC Inspector shall carry out the necessary pre-inspection for Cochrane Category-1 Fence
Installation prior to final inspection. Inspections shall be based on approved ITP, latest issued for construction
drawings and Project Specifications listed in under References of this Method Statement.

11.0 SAFETY ACTION PLAN


ALFA Safety Supervisor shall carry out the safety site inspections to ensure that safety requirements laid out in safety
work plan are followed during the forms, rebar and concrete work. Safety Manager shall review Safe Work Plan and
Safety Action Plan and secure Work Permit if necessary prior to start of the work. Personal protection shall be
provided to all personnel involved in the job. Barricades shall be set up around the sites. Warning signs shall be
posted to caution other personnel on site of the ongoing work. Wear full harness on 1.8 meters or above.

11.1 Equipment, Tools and Materials Inspection


The core auger machine shall have to pass the inspection of ALFA Manager / Supervisor prior to their
use in site to ensure their safe-worthiness at work. Safety clearances to operate. Power and hand tools
shall be checked of any loose and exposed wiring. It shall be marked with color-coding tape signifying
compliance to safety inspection requirement. Equipment shall be inspected daily and reports of
inspection shall be kept for record. Read pre-caution of the equipment prior to start.

11.2 Material Safety Data Sheet


Material Safety Data Sheet shall be provided on site where material classified as hazardous is being
used. It shall be submitted to the Al Kifah along with the Material Approval Request for review and
approval to use in the project.
