To consider and decide the approval of Financial Bids for the work of
Consultancy Services for Upgradation of Malikpur – Sunderchack – Kathlour road
(PODR- Length 18.65km) on BOT mode – Appointment of Technical Consultant.
The bids for the subject cited work were called and were uploaded on the
website www.eproc.punjab.gov.in. The last date of receipt of bids was 14.09.2018,
which was postponed to 24.09.2018. The bids were received online on 24.09.2018 and
were opened on same day i.e. 24.09.2018. The following two bidders submitted their
bids:
a. Consulting Engineers Associates, Panchkula.
b. Technical Consultancy Services, Dehradun
The technical evaluation of the bids submitted by the agencies was done
by the Executive Engineer, Construction Division, Pathankot and forwarded by
Superintending Engineer, Construction Circle, Pb. PWD B&R Branch, Pathankot. As per
the evaluation done, both the agencies were found responsive. The technical evaluation
of the bidders was considered and approved in the SSC meeting held on 09.10.2018
and the Committee decided that the financial bids of the qualified bidders be opened
(Minutes of meeting enclosed at Annexure A).
Subsequently, the financial bids of both the agencies were opened on line
by Executive Engineer, Construction Division, Pathankot on 16.10.2018. The
Superintending Engineer, Construction Circle, Pb. PWD B&R Branch, Pathankot vide
his office letter No. 1144 dated 17.10.2018 (copies enclosed) has submitted the case
for approval of financial bids and the price quoted by them inclusive of all applicable
taxes is as under:

The Superintending Engineer, Construction Circle, Pb. PWD B&R

Branch, Pathankot has recommended for the award of work in favour of M/s Technical
Consultancy Services, Dehradun at his quoted price of Rs. 14,68,789/- (Rupees:
Fourteen Lacs Sixty Eight Thousand Seven Hundred Eighty Nine Only) inclusive of all
applicable taxes with a time limit of three months. This office also agrees with the
recommendations of the Superintending Engineer.
So, the matter is placed before SSC (Road Sector) of PIDB for
consideration and approval for the award of work in favour of M/s Technical Consultancy
Services, Dehradun at his quoted price of Rs. 14,68,789/- (Rupees: Fourteen Lacs,
Sixty Eight Thousand, Seven Hundred Eighty Nine Only).
