o This is a highly deferential standard
 US v. Salerno- challenged the Bail Reform Act of 1984
o Act at issue allowed judges to deny bail if it was determined that the safety of

 The Bail Trap- individuals are sent to jail because they can’t afford to post bail and often
lose jobs, homes, or custody of children
