AN ORDINANCE TO AMEND THE CAPITAL BUDGET FOR FISCAL YEAR

2010-2011 AND TO DIRECT THE PLACEMENT IN NEXT FISCAL YEAR#
BUDGET FOR 2011-2012 TO PROVIDE FUNDING FOR THE CITY
PORTION OF PERMANENT, PUBLICLY-OWNED INFRASTRUCTURE
ASSOCIATED WITH THE DOWNTOWN HOTELS INITIATIVE AND
S.P.A.RC.-CRA-1: R.I.V.E.R. AND TOWN SQUARE PROJECTS AND FOR
THE CONTINUATION OF SUCH CAPITAL FUNDING AND TO PROVIDE
WITH RESPECT THERETO ALL IN ACCORD WITH COOPERATIVE
AGREEMENTS AND PREVIOUS LEGISLATION INCLUDING BUT NOT
LIMITED TO ORDINANCE 144-2010 AND FOR ALL MATTERS RELATED
THERETO.

SECTION I. BE IT ORDAINED BY THE Council of the City of Alexandria,

Louisiana, in legal session convened, that the Council amends and re-adopts
the 2010/2011 Capital Budget for the City to make create a budget line
item for Capital Improvements- Downtown Hotels Initiative and to make
appropriations for capital expenditures for public work improvements,
including architectural and engineering services, to the Alexandria
Riverfront Center; Town Square Project or related capital improvements and
as needed in the opinion of the Mayor to provide funding for the City portion
of permanent, publicly owned infrastructure associated with the Downtown
Hotels Initiative and S.P.A.R.C- CRA-1: R.I.V.E.R and Town Square Projects
referred to in previously authorized cooperative endeavor agreements and
previous legislation, including but not limited to Ordinance 144-2010 by
transferring One Million and no/100 Dollars ($1,000,000.00) from
unencumbered unappropriated funds budget line item 302-999999-696000
to budget line item Public Enterprise: Capital Improvements- Downtown
Hotels Initiative project line item 302-051103-707200 and provided the
appropriation shall continue in force and until the purpose for which it was
made has been accomplished which appropriation shall otherwise not lapse.

SECTION II: BE IT FURTHER ORDAINED, etc., that this ordinance shall become
effective upon signature by the Mayor, or if not signed or vetoed by the Mayor, upon expiration
of the time for ordinances to become law without a signature by the Mayor.

SECTION III BE IT FURTHER ORDAINED, etc., that if any provision or item of this
ordinance or the application thereof is held invalid, such invalidity shall not affect other
provisions, items, or applications of this ordinance which can be given effect without the invalid
provisions, items or applications, and to this end the provisions of this ordinance are hereby
declared severable.

SECTION IV: BE IT FURTHER ORDAINED, etc., that all ordinances or parts of

ordinances in conflict herewith are hereby repealed.

THIS ORDINANCE was introduced on the 19th day of October, 2010.

THIS ORDINANCE having been submitted in writing, introduced and published, was
then submitted to a final vote as a whole, the vote thereon being as follows:
