1.0 INTRODUCTION

Tamilnadu Generation and Distribution Corporation owns the proposed


Greenfield 1600 MW (2 units of 800 MW each) Coal Based Thermal Power
Station. The Project Site is located in Uppur, Valamavoor and Thiruppalaikudi
villages of Thiruvadanai Taluk, Ramanathapuram District.

1.1 Site Location:

The proposed site for main power plant is located at Uppur in


Ramanathpuram District of Tamil Nadu. The nearest Railway station is
Thiruppalaikudi Railway Station, 3Kms from Site ECR Connecting
Ramanathapuram and Pattukottai is the nearest road access. The nearest
airport is at Madurai at a distance of 140 km. The nearest port is Tuticorin
located at a distance of 130 km. exact plot coordinates shall be furnished
along with the NTP.

1.2 ABOUT PROJECT:


The proposed 2 x 800 MW Super-Critical Power Project consists of coal fired
steam generator connected to a reheat type steam turbine generator along
with all the required auxiliaries. Circulating cooling water system is envisaged
for condenser cooling. The proposed BOP of the plant will be supplied,
erected and commissioned on EPC basis by M/s Reliance Infrastructure
Limited.
The Project information is attached in Annexure-I

1.2.1 ACCESS TO SITE

Site is well connected and located along ECR Connecting Ramanathapuram


and Pattukottai. Site is well connected by rail also.

1.2.2 PLANT RATING, CAPACITY, AVAILABILITY & PLF

Each of the two units shall have a Turbine maximum continuous rating
(TMCR) of 800 MW at generator terminals based on the following site
conditions.
 Ambient air temperature
 Condenser cooling water inlet temperature of 33°C and 9°C
 Temperature rise across the condenser.
 Generator power factor of 0.85.
 Fuel specification as given elsewhere.
 Design temperature for electrical equipment is 50°C.
The VWO capacity of the steam turbine shall not be less than 105% of
TMCR flow at rated parameters. Boiler maximum Continuous Rating
(BMCR) will be established to match the steam flow at VWO conditions, but
BMCR flow shall not less than 108% of TMCR flow. The capacity of the unit
is selected so as to deliver the rated output even after ageing that will occur
between overhauls, as a result of deposition of salts in turbine blades, wear
and tear etc. The plant load factor (PLF) being considered is 85%.

1.2.3 SOURCE
The raw water for the proposed project shall be from Bay of Bengal.

1.2.4 CHEMICAL ANALYSIS OF SEA WATER


The detailed chemical analysis of sea water is attached in Annexure-II

2.0 INTENT OF TOR


The UPPUR project BOP Package is proposed to be supplied, erected and
commissioned on EPC basis by M/s Reliance Infrastructure Limited. R-Infra
intends to entrust a reputed contractor with the responsibility to supply the
construction water uninterruptedly from reliable source/s of water during
construction period of the plant. The objective of this TOR is as follows.

 Explore & identify the reliable source/s of water suitable for the
construction. The following are the options of source of water may be
considered for quotation of the work.
a) Intake from sea & disposal of the reject in to the sea after treatment in
Sea Water Reverse Osmosis (SWRO) plant to meet the water quality
as per clause 4.0 Acceptance criteria of this TOR.
b) Bore wells & disposal of reject in to the sea after treatment in SWRO
plant to meet the water quality as per clause 4.0 Acceptance criteria of
this TOR.
c) Supply from nearest sweet water source through pump & piping
system by establishing the pipe carrier system from source to plant.
 Supply of good for construction water uninterruptedly throught the
construction period of 36 months from either of the above identified
resources with further treatment as mentioned above. The installed system
shall be 100% reliable & system arrangement shall be approved by M/s
Reliance before signing of the contract with minimal technical requirement
mentioned elsewhere in this specifications.

2.1 REQUIREMENT

During the construction period of appox 36 months, the water requirement


for the construction purpose i.e. Concrete preparation in batching plant,
curing, etc will be as per the following.

3.0 SCOPE OF WORKS & SERVICES

a. Supply of good for construction water for period of 36 months at plant


boundary at min pressure of 2.5 Kg/sq.cm. Further distribution will be in
the scope of owner.
b. The availability of water shall be ensured around the clock 24X7 &
throught the construction period. The non-availability of water without any

prior permission for planned shut-down from the plant in-charge shall be
levied with liquidated damages as per the contract.
c. During any unplanned shutdowns due to any of the reasons of the
breakdown of the system, bidder may compensate the same by supplying
the water through road tankers else any other sources as per the tender
quality & quantity of water till the time of restoration of the system.
However prices for supply of the same remain as per the contract.
d. The land requirement for making of construction water from sea/bore well
water by putting up a SWRO based Desalination Plant is also in the scope
of the contractor. The lease basis land arrangement shall be by bidder.
e. The establishment of intake & reject piping in to sea shall be by bidder in
case of sea water as source of water with all necessary approvals from
concerned statutory authorities.
f. Similarly the development of bore wells on leased land & supply of treated
construction water with all necessary approvals from concerned statutory
authorities.
g. The installation of intake pump house & pipe carrier system incase
sourcing the sweet water from nearby places to the plant & is good for
construction. All necessary approvals from concerned statutory authorities.
h. The bidder has to study various alternative as listed above for feasibility &
most techno economic option shall proposed with all back up data like
availability of water, approvals etc
i. Based on the above options, bidder has to quote the price of supply of
water for said period in Rs/Cum basis. All the Chemicals, O&M Manpower,
O&M, Power requirement for the supply of construction water to be
included in the above price and in bidders scope.
j. Bidder to submit the construction water analysis to obtain the approval
from RINFRA / Tangedco/ Tangedco Consultants.
k. The total requirement of water & Duration of project may vary, however
there will not be price variation on this account.

3.1 Technical requirements

Bidder to note the following

 The proposed system shall be 100% reliable.


 The selected scheme of construction water & equipment specifications
shall be submitted along with the offer for review & approval by M/s R-
Infra
 Bidder need to identify & approach to statutory approvals for either of the
selected option from the following.

A. Intake from sea


 The onshore pumping system is preferred than the offshore.
 The intake pumping system may be barge mounted with minimal or no
silt carryover to downstream.
 2X100% Horizontal centrifugal pumps suitable for outdoor application.
 1X100% pipe carrier system of GRP or suitable MOC for sea water and
laid underground.
 Associated electrical and control system at the intake pumping system.
 Sea Water Reverse Osmosis (SWRO) system consisting of Pre-
treatment plant followed by SWRO Skids & associated chemical
unloading, storage & dosing system with redundant standby
arrangements.
 Min 1X100% stream arrangement for RO is proposed, however bidder
may propose 2X50% scheme also based on the reliability assessment
of production of desalinated water.
 All the make of the membranes of RO shall be reputed & widely used.
 Min 1X100% Horizontal centrifugal pumps with suitable MOC for
discharge of reject from Water treatment plant (and 1 no of 100% store
standby) with 1X100% piping system of suitable MOC till to the
discharge point approved by the statutory agencies for the consent of
discharge into the sea.

B. Intake from Bore well


 The yield of the bore well water & nos of bore wells shall be enough to
serve the uninterrupted supply of water for said period of construction.
 In case of reduced yield from bore wells during said period of supply of
water, bidder to undertake additional bore wells without any price
implications.

 The bore wells shall be strategically located in the leased land so that
yield shall not be affected & piping shall be optimised based on the
treatment plant location.
 Associated electrical and control system for bore well pumping system.
 Treatment system consisting of SWRO Skids & associated chemical
unloading, storage & dosing system with redundant standby
arrangements.
 Min 1X100% stream arrangement for RO is proposed, however bidder
may propose 2X50% scheme also based on the reliability assessment
of production of desalinated water.
 All the make of the membranes of RO shall be reputed & widely used.
 Min 1X100% Horizontal centrifugal pumps with suitable MOC for
discharge of reject from Water treatment plant (and 1 no of 100% store
standby) with 1X100% piping system of suitable MOC till to the
discharge point approved by the statutory agencies for the consent of
discharge into the sea.
C. Supply from nearest sweet water source
 The quality of water from the identified source for proposed supply
shall be submitted along with the offer.
 If any necessary treatment is required to meet the tender shall be in the
scope of bidder.
 The lease agreement for use of water for construction during the said
period with the owner/agency shall be in scope of bidder.
 The reliability of the identified water source shall be justified.
 Min 2X100% Horizontal centrifugal pumps of suitable MOC and
outdoor application shall be required for conveyance of the water to the
plant.
 Min 1X100% pipe carrier system of DI/MS MOC and mostly
underground laying application.
 Associated electrical and control system at the intake pumping system.
 ROW/ROU and Statutory approval if any for laying of the pipeline with
necessary surge mitigation devices as per the transient analysis shall
be by bidder.

4.0 Acceptance Criteria for Water

Water shall be clean and free from injurious amounts of oils, acids, alkalis,
salts, sugar, organic materials or other substances that may be deleterious
to concrete or steel. As a guide the following concentrations represent the
maximum permissible values:

a) To neutralize 100 ml sample of water, using phenolphthalein as an


indicator, it should not require more than 5 ml of 0.02 normal NaOH.
The details of test shall be as per the clause no 8.1 of IS 3025 (Part
22).
b) To neutralize 100 ml sample of water, using mixed indicator, it
should not require more than 25 ml of 0.02 normal H2SO4. The
details of test shall be as per the clause no 8.1 of IS 3025 (Part 22).
c) Permissible limits for solids shall be as per Table 1 of IS: 456.

5.0 DELIVERABLES
a. Bidder to submit methodology to supply of construction water from
selected option of source of water.
b. Bidder to submit the land requirement with location & plans to lease out
the land for said purpose.
c. Bidder to bring out the necessary approvals required for successful
execution of the job.
d. Bidder technical offer for establishment of treatment plant in case of
source water is sea/bore well with all the technical details & layout
arrangement.
6.0 ZERO DATE
The zero date of the contract shall be reckoned from the date of issuance of
NTP.

c. Approach & Methodology.

d. Activity and man power allocation schedule for completion of the

assignment.
