Order takes part in the consideration of the Public Works and Engineering Council coordinator MOPHRH

The Order of Mozambique Engineers (order) participated in the Coordinating Council of the Ministry of
Public Works, Housing and Water Resources (MOPHRH) which took place on 25 and 26 October last in
the administrative post of Chidenguele, District Manjacaze, Gaza Province having made a presentation
on the quality of public and engineering works in Mozambique.

. In the presentation by its Bastonário, Eng IbraimoRemane, the order defended the importance of
observing strictly the cycle for the implementation of a project, including the planning phase that
includes preliminary draft, design and specifications; the implementation phase involving the launch of
the competition, evaluation and procurement and implementation and supervision; and the operation
phase should comprise inspection and maintenance after completion.
However, each of these steps, as became clear in the presentation, contains its own problems.

Still in his presentation, Bastonário referred to the fact that the problems of the works result from the
general weakness of the institutions that promote the competitions - terms of reference weak, lack of
qualified personnel in various areas; Award at the lowest price criterion - ill-conceived projects, poor
quality of technical specifications higher risk of not implementing the project; performance of
Management Execution Units Procurement (UGEA's) in tenders for Public Works; Quality management
of Public Works contracts; Poor quantification of projects and successive amendments; financial
difficulties of the project implementing institutions; and poor technical staff.

As an interested party in the solution of problems, the Order believes that the solution to these
problems is by an integrated approach where all intervientes assume their responsibilities. In this sense,
the order is proposed to assist the Government in areas such as: preparation of tender specifications,
promoting the standardization of buildings and building materials; education and training of team
members work from various state institutions; standardization of tender specifications, the technical
specifications of building materials and construction models; training programs and updating of
technicians at various levels; eleboração of tender type notebooks, base amounts of maps, general
technical specifications; and training and retraining of technicians at various levels.

In the wake of the diagnosed problems, are identified as priority actions to eliminate the award at the
lowest price criterion, then it is considered the criterion of better technical quality criteria or
conjugated; provide the Engineering Laboratory, the INNQ and other institutions with the means
necessary for the certification of materials and monitoring of works; Creation of the Superior Council of
Public Works that should include experts from various specialties of the public and private sector; Do
not allow any implementing agency tender bid without the financial resources available to meet the
project within implementation; The order would have access to reports of incidents of state works to
analyze and propose solutions.

With regard to engineering, problems were identified such as knowledge gap to entry in Engineering
Colleges; limited availability of teachers and / or outdated teachers; scarcity of resources (space for
teaching, laboratories, workshops, library, etc); proliferation of IES, public and private, without technical
and academic ability to teach engineering courses; weak development opportunities; and exercise of the
Engineer profession by persons not qualified for that purpose. On these issues, the order is proposed to
promote the engineering courses in schools to increase competition to courses; encourage students and
engineers to present their work at national and international events; only engineering degree will be
awarded to graduates of courses recognized by the Order; advising the Government on the approval and
monitoring of engineering courses; organize congresses, seminars and training courses; . Disclose on a
regular basis or whenever requested the list of engineers qualified to practice engineering in the country
and proposes as priority actions, reducing the number of tickets in Engineering Colleges, carefully
selecting the best students; reintroduction of at least one year of pre-university level to the level of
knowledge; establishment of a legal provision (Decree) with the purpose of prioritizing the participation
of Mozambican engineers in construction Engineering Works in Mozambique; refrain from hiring those
without the title of Engineer to perform tasks that it is up to the engineers; and increase Inspection in
State Institutions and Public Works in relation to Enrollment in the Engineers (X)
