BOARD OF INQUIRY TO PROBE THE REASONS OF COLLAPSE OF PASSENGER BOARDING

BRIDGE AT IIAP DATED 09-10-2018

3. Reference is made to HQCAA letter No. HQCAA/2388/511/HR(Inq)/574 dated 09th October,

2018.

4. The board assembled at Islamabad International Airport on 11th October 2018 and started
proceedings. A bulk of record was collected and examined from various offices of Project Director IIAP
Islamabad, PMC, HR and P&D offices of HQCAA and on the basis of the record statements of 26
witnesses were recorded. Cross examinations on these witnesses as per law were also done
accordingly to come up to the final conclusion.

5. The first phase of the board of inquiry has been completed. After going through the record,
circumstantial evidence and statements of witnesses this Board finds that certain stakeholders are
likely to be blamed on first stage.

6. According to the laid down procedure as per CAAO-5-5 keeping in view the sensitivity of BOI
and in the best interest of justice, the Board has to provide them all the privileges / opportunity to
defend themselves and in case of their failure to satisfy the board, BOI will proceed to second stage
blame. It will tentatively take another 4 weeks to complete the proceedings and compile bulky record.

7. DGCAA has desired to know the current progress of the BOI, therefore, Interim / preliminary
BOI report is submitted for perusal of DGCAA which may not be taken as final BOI report.

8. The final signed BOI report will be submitted after the completion of stage one and stage two of
BOI proceedings.
