C. Decision 1400 by PM
Decision 1400/Q -TTg dated 30 September, 2008 of the Prime Minister on the
Approval of the Project entitled “Teaching and Learning Foreign Languages in the
National Education System, Period 2008-2020”

Goal:
... by 2020 most Vietnamese students graduating
from secondary, vocational schools, colleges
and universities will be able to use a foreign
language confidently in their daily
communication, their study and work in an
integrated, multi-cultural and multi-lingual
environment, making foreign languages a
comparative advantage of development for
Vietnamese people in the cause of
industrialization and modernization for the
country”.
2. Tasks
1. Establish Vietnam’s language proficiency
framework consisting of 6 levels to be
compatible with the Common European
Framework of Reference
2. Implement new compulsory English
programs for schools: Primary school
(A1), lower secondary (A2); high school,
college and university (B1).
3. Teach Math and science subjects in
English at high schools: Need to train
Math teachers

4. Teach university courses at senior year in


English: ICT, Engineering, Tourism,
Business, Nursing etc. ESP for lecturers,
curriculum development
5. Train the trainers at foreign universities:
Mater and PhD
6. Renovate tests, exams to cover all 4
language skills. Train item writers, oral
and written graders
7. ICT in English language teaching and
learning: software and application
AREAS FOR COOPERATION
Partner with Regional Teacher
Development Centers (RTDC) in Vietnam
Proficiency and methodology for teacher
training for local DOETs
Operate language centers, schools
Run TESOL certificate programs, train
testers (graders), test item writers
Train lectures to teach their courses in
English at college and universities
