[subject] wa [people] ni [something] o kookai suru
[something] wa [people] ni kookai sareru
sareru is the passive form of suru "be done".
Verb Kookai sareru means "be open", "be released", "be disclosed".
The object people such as "the public" or "journalists" is indicated
by the particle ni "to".
"to the public" is ippan ni. This literally means "to ordinary people".
ippan ni "to the public" is often omitted.
