SECURITY PLAN 08/2019 (MIDTERM ELECTION 2019)

References:

a) Memorandum from OIC, BPPO dated April 11, 2019 with subject
submission of Security Plan, Contingency Plan and Deployment; and

b) PNP Master Plan Sang-Ingat.

I. PURPOSE:

This Security Plan prescribes the administrative and operational guidelines


and procedures to be undertaken by Taysan MPS in conducting Crime Prevention,
Law Enforcement and Community Engagement before, during and after the
nationwide Midterm National and Local Election in order to achieve a peaceful and
orderly Election process.

II. SITUATION:

A. General

The Midterm National and Local Election will be held on May 13, 2019.
Commission on Elections (COMELEC) will deputize the PNP, AFP and other law
enforcement agencies in pursuing a peaceful and orderly election.

In line with the forthcoming Midterm National and Local Election, data from
the COMELEC Office of Taysan showed that there were 26, 530 registered voters.
In 20 barangays in the municipality, 198 precincts were established in different
schools, clustered into 36 precincts with 20 polling center scattered in different
barangay to be manned by personnel of this station.

Last Election Related Incident that transpired in AOR was on May 2007
National and Local Election wherein 7 classrooms of Pinagbayanan Elementary
School were burned that causes loss of lives and injuries but after that incident no
other ERIs were reported during election. However, to maintain a No ERIs, there is a
need for the PNP to intensify law enforcement, security and public safety operation
before, during and after election.

B. Assumption

1. Insufficiency of PNP personnel in securing the twenty (20) polling


places in this municipality with a ratio of 2 personnel per polling center.

2. Individuals or groups with criminal minds may disrupt the holdings of
the Elections.

II. MISSION:

Taysan Municipal Police Station concurrent with its mission and functions
shall intensify law enforcement, security and public safety operation to ensure the
successful conduct of Midterm National and Local Election on May 13, 2019, and to
achieve an orderly, peaceful and credible election process.

III. EXECUTION:

A. Concept of Operation:

This plan is conceptualized through optimizing available resources


including maximum deployment of PNP personnel to be posted in the different
clustered voting precincts. It also involve sustained and close coordination
with COMELEC Taysan and other deputized agencies such as Provincial
Mobile Force, AFP counterpart, NGOs, CVOs and other law enforcement unit
in AOR to ensure the conduct of a Safe, Orderly and Fair election. This plan
primarily provides the administrative and operational guidelines and activities
which will be undertaken by all concerned agencies and PNP personnel
before, during and after the actual conduct of the election as follows:

1. Coordinating meeting and conferences with all concern agencies;

2. Crafting of a comprehensive Security preparation plan and


deployment of security forces including augmentations from other
unit and force multiplier;

3. Identification of hotspot barangays;

4. Conduct of workshops re Categorization of Barangays based on


potential threats and political condition;

5. Intensified implementation of Omnibus Election Code and other


related laws including gun ban and liquor ban;

6. Formulation of contingency plan in-case of eventualities and any


other untoward incident;

7. Conduct of inspection to all polling precinct prior to the actual


conduct of the election;

8. Ensure provision of food packs to all security forces during the


deployment in their respective AORs and polling precincts;

9. Security forces will be deployed at about 5:00 AM of May 13, 2019


together with the Board of Election Inspectors (BEIs) and served as

their escort going to the l polling centers;

10. Deployed PNP personnel and augmentation from other security


forces shall ensure security coverage of all polling center during the
duration of the election;

11. All deployed PNP personnel augmentation from other security


forces shall send SITREP to the MTOC or MEMAC upon
deployment and every two (2) hours thereafter until the end of the
election;

12. Two (2) teams of combined personnel from this station, PMFC will
be on standby at this station to serve as Quick Reaction Team in
case of untoward incident and police response;

13. Mobile patrol team of this station will conduct continuous patrolling
at all polling precincts;

14. All deployed security forces shall also served as security escorts of
the BEIs from polling to the Office of COMELEC after the election
for consolidation of election materials and other paraphernalia;

15. Debriefing and exit briefing shall be conducted to all security forces
involved in the conduct of election; and

16. Other activities as deemed necessary.

4. Operation Section

a) Direct/ Monitor the smooth implementation of this Security Plan:

b) Coordinate with Local COMELEC officials for the updates of


activities:
c) Render appropriate reports to higher authorities as needed and
prepare after Activity Report: and

d) Perform other tasks as directed.

5. PCR Section

a) Conduct community engagement and distribute leaflets to inform


the public with regards to Gun Ban, Liquor Ban, safety precaution, crime prevention
tips and any other election related information.

b) Perform other tasks as directed.

6. Patrol Section

a) Intensify foot and Mobile patrol in all polling places in the


Municipality.

b) Perform other tasks as directed.

C. Coordinating Instructions:

1. Significant incidents must be reported immediately to Batangas PPO


Operation Section.

2. Maximum coordination with other concerned government agencies,


CVOs and other PNP units is highly encouraged and authorize.

3. Operational procedures and other applicable SOPs in the conduct of


operation must be strictly observed at all times.

4. Conduct random checkpoints within AOR to thwart enemy plans or


unscrupulous individual or groups.

5. Provisions in the Omnibus Election Code and other related


issuances must be strictly observed at all times.

6. Wearing of proper uniform.
