INSERVICE TRAINING
MP plan does not attempt to establish a statewide university for school administrators, but seeks to
develop a comprehensive structure to provide workshops, seminars, management team projects,
and other activities for upgrading knowledge, skills and professionalism in school leaders. KASE will
develop programs for training administrators in individual districts and statewide seminars. The
Academy will be a separate entity, but will operate under KASA. Funds will come from grants,
contracts, and fees. School districts can join the Academy for a fee which will allow administrators in
that district to participate in all Academy activities at reduced rates." In California, state
administrators have packaged 27 pro-grams on topics of interest to members of the Association of
California School Administrators. In most cases, these programs are delivered by administrators to
administrators and therefore represent a clearing-house of competencies among the association's
members. Some of the program topics are: 1. Participative management and decentralized deci-sion
making 2. Shared decision making 3. Needs assessment 4. Time management 5. Personal or program
planning 6. Grievance procedures 7. Improving school climate 8. Problem solving: Force field 9.
Problem solving: Delphi 10. Advisory committees I. School public relations 12. Problem-solving
techniques 13. Organizational development 14. Contract management 15. Positive discipline
alternatives 16. Communication skills 17. Strike communications
