I believe there is probable cause to charge the defendant with these charges because:
-Attempted to complete a traffic stop on a vehicle operated by, Thomas Rudolph, for have a shattered
windshield that obstructed the driver’s view.
-Mr. Rudolph fled from my activated lights and audible signals by reaching speed of 90mph in a 35mph zone,
driving into oncoming traffic, and running red lights.
-Spikes were deployed and Mr. Rudolph’s vehicle was struck by several police vehicles before coming to a stop
and being taken into custody.
-Mr. Rudolph was found to have a stolen shotgun out of Weber County in his possession, no valid driver’s
license, and is a convicted felon (category 1 restricted person).

I believe these to be additional condition(s) for continued detention:

Felony committed while on probation or parole, or while free on bail awaiting trial on a previous felony charge
(they were out on probation or parole).
Mr. Rudolph is currently on parole for a previous weapons violation.
