As being one of the leading and most experienced engineering and consultancy companies

various financing institutions such as World Bank (WB), International Bank for
Reconstruction and Development (IBRD), European Union (EU), European Investment Bank
(EIB), African Development Bank (AFDB), Asian Development Bank (ADB), Islamic
Development Bank (ISDB), United Nations Development Programme (UNDP), Agence
Française de Développement (AFD) and Kreditanstalt für Wiederaufbau (KfW) in Turkey and
abroad either working alone or by cooperating with worldwide known engineering and
consultancy companies. DOLSAR is a member of International Federation of Consulting
Engineers (FIDIC), European Federation of Consulting Associations (EFCA), Association of
Turkish Consulting Engineers and Architects (TMMMB) and has substantial experience in
the application of FIDIC conditions of contracts and international standards. Being a well-

Water and Land Resources Development: dams, weirs, reservoirs, water supply and
distribution, sewerage and storm water drainage, irrigation and drainage, pump stations,
pipelines, tunnels, basin planning and rural development, small dams.
3 SERVICES
The services provided cover all engineering services that may be required at any stage of a
project from planning to commissioning. These may be summarized as follows:
Design Stage: conceptual design, final / detailed design, design reports, technical
specifications, tender documents, loan application reports, bill of quantities, cost
estimates, preliminary design.
Other Services: general engineering and consultancy services, due diligence studies,
environmental impact assessment, environmental and social action plans, environmental
and social management plans, environmental impact monitoring, health and safety,
socio-economic studies, consultancy for institutional and financial strengthening.

Since its establishment 45 years ago, DOLSAR has devoted itself to providing services of
the highest quality using the latest and most advanced technological facilities and methods
in order to achieve its goal. The head office is equipped with a high performance computer
system consisting of some high capacity computers where both commercial and special
software packages together with the programs developed by DOLSAR engineers are used
for various engineering services such as computer aided design, 3 dimensional terrain
modelling, Geographic Information System (GIS), hydrology, structural and hydraulic
analysis.

İSTANBUL Water Supply and Sewerage Master Plan: Engineering and consultancy
services for preparation of a Water Supply and Sewerage Master Plan for the entire İstanbul
City, including engineering studies, drawings, reports, documents; data collection and
handling; population estimation, determination of water requirements and wastewater loads;
analyzing existing and potential water resources, existing and potential groundwater
conditions; planning of water resources, water treatment plants, water distribution systems;
analyzing water quality and water losses; planning of wastewater collection systems,
wastewater treatment plants; sludge management, odour control, recovery water; planning
of stormwater and drainage, flood management; studies on environmental impact
assessment (EIA), climate change and draught conditions, geographical information systems
(GIS), energy management systems, operation model, earthquake, subscriber/customer
services, asset management, investment and financing plan, organizational structure,
renewable energy. The project consists of five (5) separate sections: A-Water Supply, B-

ERZINCAN Drinking Water Main Transmission Line and Drinking Water Treatment
Plant Project: Engineering and consultancy services for preparation of detailed design and
construction supervision services in order to provide for year 2065 potable, usage and
industrial water for Erzincan City, from Turnaçayırı Dam; including transmission of the water,

diverted by a floating water intake structure, from Turnaçayırı Dam through a transmission
line to transmission tunnel, detailed design of water transmission tunnel of 13.035 m long
and a diameter of 4,5 m, detailed design of 2215 m long steel penstock, water treatment
plant with a capacity of 80.000 m³/day, drinking water tank having a capacity of 10.000 m³,
f) main transmission line of 6 km length and Ø800 mm diameter. Client: General Directorate

SERİK District Capacity Increase and Rehabilitation Project for Waste Water
Treatment Plant: Engineering and consultancy services for review of existing
facilities and preparation of the topographical and geotechnical surveys, engineering
studies, drawings, reports, cost estimate and bidding documents. The project
comprises of pumping stations, transmission lines and biological wastewater
treatment plant with capacity of 130 000 m3/day. Client: Antalya Greater
Municipality, Water and Sewerage Directorate
EDIRNE-ERGENE River Flood Control Works Revised Feasibility Report: Flood Control
For Ergene Basin Feasibility Study; The project includes feasibility studies of basin flood
modelling and design of flood control structures. On the Ergene River stream sections; two-
dimensional hydraulic modeling and the water depth and water width corresponding to the
different recurrences are calculated. Hydraulic parameters that affect hydrodynamic model
results (especially speed and depth) will be determined and sensitivity analysis and model
calibration studies performed. Client: DSİ, 11. Regional Directorate, Edirne
GAZİANTEP City GÖKSU (DÜZBAĞ) Drinking Water Supply Project: Feasibility and final
design for the project consisting of 5.00 m3/s of water will be supplied to Gaziantep City with
population of 3.35 million by gravity. Water is diverted by Düzbağ weir from Göksu River,
and it is pumped by a pump station located next to weir through force main to a loading
chamber which is 120 m higher than weir elevation. Water is conveyed with Ø2600 mm steel
pipeline with the length of 85 km to the Treatment plant which is located at the north of City.
From treatment plant, treated water is conveyed to 5 main distribution water tanks of the City
network. Client: GASKİ, Gaziantep Water & Sewerage Administration, Gaziantep.
İZMİT Domestic and Industrial Water Supply Project: Inspection services for all the
structures, facilities and equipment of İzmit Domestic and Industrial Water Supply Project
including dam, reservoir, intake, penstocks, treatment plant, main transmission line, pump
stations and control room. The capacity of the treatment plant is 480.000 m3/day and the
length of the transmission line is 147 km. Client: İZMİT SU Inc.
İZMİR Potable Water Supply Project Çağlayan Dam Project: Topographical surveys,
geological investigations for the preparation of the feasibility report, Client: General
Directorate of State Hydraulic Works (DSİ), 2. Regional Directorate (DSİ).
ANTALYA KARACAÖREN 2 Dam Water Treatment Plant Project: The detailed design of
treatment of raw water taken from Karacaören 2 Dam, that will serve 1 970 000 civilians
planned in two stages on the years of 2020 and 2040 with a capacity of 700 000 m3/day for
the city of Antalya, complying with the Regulation Concerning Water Intended for Human
Consumption. Client: General Directorate of State Hydraulic Works (DSİ).
MANİSA City Domestic Water Supply and ÇIKRIKÇI Dam Project: Engineering and
consultancy services for preparation of Çıkrıkçı Dam Feasibility Report for Manisa Province
Domestic Water Supply. Client: General Directorate of State Hydraulic Works (DSİ), 2.
Regional Directorate, İzmir.
3rd Phase Wastewater Treatment Plant Project: Engineering and conusltancy services
including the population forecast, wastewater estimate, final design, technical specifications
and tender documents for Eskişehir City. The project has a capacity of 85 000 m3/day for a
population of 480 000, design of treatment units as extended aeration (designed according
to ATV-131 standards) and auxiliary structures. Client: Eskişehir Greater Municipality,
General Directorate of Water and Sewerage Works.
ESPIYE (GİRESUN) Sea Outfall Project: Capacity= 5 900 m3/d; Population=30 000,
Topographical surveys, geological investigations, final design, preparation of tender
documents. Client: General Directorate of Bank of Provinces.

ILISU Dam and Hydroelectric Power Plant: Engineering and consultancy services, revised

DASU Dam and Hydroelectric Power Plant Project: Engineering and consultancy
services for the review of feasibility, detailed design, tender documents, technical
specifications, assistance during tendering, construction supervision, acceptances. It is a
242 m high RCC dam and a power plant with installed capacity of 4320 MW. Client: Pakistan
Water and Power Development Authority (WAPDA) Islamic Republic of Pakistan. Financing:
World Bank.
ATATÜRK Dam and Hydroelectric Power Plant: Final design, technical specifications,
tender documents, loan application report, evaluation of tenders, construction supervision,
preliminary and final acceptances, as built drawings, commissioning, engineering and
consultancy services (rockfill dam, height: 169 m, installed capacity: 2400 MW), Client:
General Directorate of State Hydraulic Works (DSİ).
AMBOULI Friendship Dam Project: Engineering and consultancy services for the review of
existing final design preparation of revised final design, detailed design, construction
supervision for sand gravel rock fill dam with a height of 71 m from foundation. The aim of
the project is flood control and water supply. Client: Republic of Djibouti, Ministry of
Agriculture, Water, Fisheries, Livestock and Marine Resources.
MELEN Hydroelectric Power Plant Project: Engineering and consultancy services for the
preparation of preliminary and final design, tender documents, electromechanical-
hydromechanical equipment selection, detailed design, as built drawings, construction
supervision services. Total installed capacity is 45.223 MW (two vertical francis main and
one horizontal francis eco turbines). Client: İstanbul Energy Industry and Trade Incorporated
Company.
KHELEDULA-3 HEPP Project: Engineering and consultancy services for review and
approval of the engineering studies, drawings, reports, documents and design changes;
review of bidding documents, giving recommendations and assistance throughout bidding,
consultancy during manufactory, testing, construction and commissioning. The project is a
nun of river type, 3 horizontal Francis turbine, installed capacity of 50.77 MW (3x16.92 MW),
232.41 m gross head, 26 m3/s project discharge. Client: Anadolu Endüstri Holding Kheledula
Energy LLC, Georgia.
ÇETIN AND LOWER ÇETIN Dam and Hydroelectric Power Plant Project: Engineering
and consultancy services for the final design and application drawings. Çetin Dam is a
asphaltic core rockfill dam with a height of 143 m and an installed capacity of 401 MW and
Lower Çetin is concrete fill dam with a height of 46 m and an installed capacity of 116 MW.

ERMENEK Dam and Hydroelectric Power Plant: Final design, preparation of technical
specifications, loan application report and Environmental Impact Assessment Report,
engineering and consultancy services (concrete arch dam, height: 218 m, installed capacity:

KAVŞAK Dam and Hydroelectric Power Plant Project: Engineering and consultancy
services for the preparation of final design, technical specification, support during tendering,
technical specifications, application drawings and construction supervision (CFRD, height:
94.5 m, installed capacity 185.85+5.43=191.28 MW). Client: ENERJİSA + SER Energy.
ARKUN Dam and Hydroelectric Power Plant Project: Engineering services for the
preparation of final design, technical specifications, application drawings, Environmental
Impact Assessment Report, (CFRD, height: 140 m, installed capacity: 3x75= 225 MW) (2.6 +
10.4 = 13 MW). Client: EnerjiSA + Verbund.
ALARA Dam and Hydroelectric Power Plant Project: Preparation of final design and
tender documents of a 114 m high concrete faced rockfill dam and hydroelectric power plant
having installed capacity of 72 MW (to produce 195 GWh/year energy) which is located on
Alara River of Alara basin within the boundaries of Antalya province in the mid-
Mediterranean region. Client: Esentepe Enerji Yatırımları Üretim ve Ticaret A.Ş. (Borusan –
EnBW).
SÖYLEMEZ Dam Project Design Work: Engineering services for the final design is
performed. The project is located in Erzurum province Köprüköy district on Aras river.
Approximately 40 000 ha area will be irrigated and 220 GWh/year energy generation will be
provided by the RCC arch+gravity dam which has a height of 113 m from the talweg. Client:
General Directorate of State Hydraulic Works (DSİ).
GAZİANTEP ÇATBOĞAZI Dam Project: Concrete faced rockfill dam for irrigation with
height of 88 m and irrigation area of 13 728 ha, engineering and consultancy services for
final design and technical specifications. Client: General Directorate of State Hydraulic
Works (DSİ).
MENZELET and KILAVUZLU HEPP’s Project: Engineering and consultancy services for
the Due Diligence Study, before privatization technical due dilligence study, determination of
existing condition, energy production study for existing and upstream development
conditions, identifying potential risks, proposals for rehabilitation, total installed capacity 178
(124+54) MWe, total annual energy production 510,88 (397,48+113,40) GWh, vertical axis

GAZİANTEP BALLIKAYA Dam Project: Engineering services for the final design is
performed for the purpose of irrigating 917 ha agricultural land belonging to Hisarköyü and
Sakçagöz towns located within the borders of Nurdağı district of Gaziantep city, project
design work of proposed 61- meters-high (from thalweg) irrigation dam on İçersu river.

GÜNDOĞMUŞ Dam and Hydroelectric Power Plant Project: Preparation of final design
and tender documents of a 82 m high concrete gravity dam and hydroelectric power plant
having installed capacity of 58 MW (to produce 185 GWh/year energy) which is located on
Alara River of Alara basin within the boundaries of Antalya province in the mid-
Mediterranean region. Client: Esentepe Enerji Yatırımları Üretim ve Ticaret A.Ş. (Borusan –
EnBW).
ALARAHAN Dam and Hydroelectric Power Plant Project: Preparation of final design and
tender documents of the 57 m high concrete gravity dam and hydroelectric power plant
having installed capacity of 37,6 MW (to produce 96 GWh/year energy) which is located on
Alara River of Alara basin within the boundaries of Antalya province in the mid-
Mediterranean region. Client: Esentepe Enerji Yatırımları Üretim ve Ticaret A.Ş. (Borusan –
EnBW).
SHADALA Dam and Irrigation Project: Engineering and consultancy services for a dam
and irrigation scheme of 8000 hectares. Client: Ministry of Water Resources, Center of
Studies and Engineering Designs.
AFYONKARAHISAR ÇAY Dam Project: Engineering and consultancy services for the
detailed design of a dam and its relevant structures. Client: General Directorate of State
Hydraulic Works (DSİ), 18. Regional Directorate, Isparta.
KEMAH Dam and Hydroelectric Power Plant Project: Providing all the services as the
Owner’s Engineer including preparation of feasibility report, preparation and follow up all the
tenders for railway and highway relocations, NATO gas pipeline relocations as well as
construction supervision (double curvature thin arch, 95 m, 198 MW). Feasibility Report for

YAMANLI II Hydroelectric Power Plant Project: Engineering and consultancy services for

and UPGRADING: Case study for Turkey Client: Electricite de France (EDF) + World Bank
Monitoring Consultancy Services for TURSEFF Project: TURSEFF is a credit line provided
by EBRD for industrial companies, commercial enterprises and private households that wish
to invest in energy efficiency or renewable energy projects. Monitoring Consultancy Services
for the projects to which the credit is provided. Client: EBRD
AKKUYU Nuclear Power Plant: A nuclear power plant consisting of four power units of
NPP-2006 project VVER-1200 reactors of a total capacity of 4800 MW. Engineering and
consultancy services related to design review, cost estimates, unit prices, application of
standards applicable in Turkey of various structures of the power plant. Client: Akkuyu
Nuclear Joint Stock Company.
Irrigation:
ŞANLIURFA – HALFETİ Irrigation Project: The project has an irrigation area of 25 000
hectares which is located on the east side of Birecik reservoir. Land classification, studies for
drainage, agricultural economy, land appropriation, engineering geology and EIA study is
performed. Client: DSI 15th Regional Directorate, Şanlıurfa.
DICLE - KRALKIZI Gravity Irrigation Project; Planning Revision & Final Project
Preparation of 3. Section: Following reports were prepared for the irrigation area of
16 355 ha. Feasibility Report; Irrigation Final Report; Loan Application Report; Bill of

2nd Group Dams Planning Reports Engineering Services: Engineering and consultancy
services for planning and designing works of 3 dams and 6 irrigation areas. In the scope of
the work, engineering studies, drawings, design reports, documents, irrigation system final
designs and bill of quantities is performed. The purpose is to irrigate totally ~1630 ha areas
in the vicinity of Kahramanmaraş Province. The height of the dams are changing between
30.0 and 40.0 meters. Three of the irrigation areas are irrigated by the source of natural

YAGCILAR DAM Feasibility Report and Final Design Project: Engineering services both
for planning and final design stages, including the preparation of hydrology, geology, natural
construction materials, agricultural economy, land classification-soil drainage and
environmental impact assessment reports together with the feasibility report and drawings.
Thereafter preparation of final design reports and drawings for the related subjects such as
hydraulics, geotechnics, structural analysis, mechanical equipment, construction planning,
quantity-cost estimation and technical specifications. Final and implementation design of the
dam body, spillway, diversion conduit, intake, bottom outlet, valve chamber and access
roads. The purpose of the dam is irrigation of gross 1.062 hectares. Dam body is
homogenous earthfill type and the height is 22 m from thalweg. Since permeable and weak
limestones outcrop, ~1.000.000 m2 sealing will be carried out within the reservoir area by

KIZILIRMAK River Basin Master Plan: Consultancy services to establish master plan that
includes technically, economically and environmentally feasible methods to preserve and
envisage sustainable use of natural resources of Kızılırmak River Basin, which is one of 25
river basins of Turkey. For this purpose, water budget of the basin was established
considering water potential and water quality, land use, soil resources, water consumption
and water demand; priorities were set for estimated water potential; prospective water

Drought Management
Drought Management Plan Preparation Project for ANTALYA and BURDUR River
Basins: Preparation of Drought Management Plans for two neighbour basins that lay on
Turkey’s most important karstic region and while Antalya is the second most water richest
river basin and Burdur is the water-poorest river basin of Turkey. In scope of the project:
water resources capacity, crop water requirements, existing agricultural practices in irrigated
and dry land, susceptibility of Antalya and Burdur River Basins to drought hazards are
determined; water budgets of two basins are calculated, potential impacts of climate change

9. MAJOR PROJECTS
Dasu Dam & Hydroelectric Power Plant Project : The
project, comprising a RCC dam of 242 m high and a
power plant of 4320 MW, is the key project of Pakistan
and one of the largest hydropower developments of the
world. The Project is located at 7 km North of Dasu
village in the Kohistan District of the Khyber
Atatürk Dam & Hydroelectric Power Plant Project : The project, comprising a rock fill dam of
169 m high and a power plant of 2400 MW, is the key
project of the Southeastern Anatolia Project (GAP)
which is the most ambitious regional development
project in the world. With the realization of the project
8.9 billion kWh of energy is produced annually and in
addition to this, an area of 900,000 hectares will be
irrigated. The power plant is the biggest hydropower
plant in Turkey and ranked 23rd in the world. With
respect to its volume (84.5 mio m3, height (169 m)

and reservoir capacity (48.7 bio m ), the dam is ranked 6th, 13th and 20th respectively in the
world. DOLSAR has been involved in the services covering the planning and preparation of
final design, contract documents, technical specifications. DOLSAR also performed
construction supervision, engineering, consultancy and commissioning services. The dam
and HEPP is in operation since 1992.
Hakkari Dam & Hydroelectric Power Plant Project: Hakkari project is the first of the three
consecutive dam and hydroelectric power plant projects planned to be constructed on the Zap River
in the south eastern Anatolia. Hakkari project comprises a rock fill
dam of 220 m from the foundation and an underground power plant
with an installed capacity of 190 MW. The power plant will produce
648 million kWh per year. DOLSAR performed the services covering
the revision and update of feasibility study, final design,
preparation of contract documents, technical specifications, loan
application report and environmental impact assessment report.

HEPP is under construction since 2008 and the completion is more than 80%.
Ermenek Dam & Hydroelectric Power Plant Project: Ermenek project is located on the Göksu
river and comprises a concrete thin arc dam 230 m high above the foundation and an
hydroelectric power plant with an installed capacity of 320 MW which will produce an energy of
1.04 billion kWh/year. DOLSAR had performed the services covering the revision of feasibility
study, preparation of the final design, contract documents, technical specifications, loan
application report and environmental impact assessment report and currently prepares the
detailed drawings for the project including the roads. The dam and HEPP is under in operation
since 2012.
Borçka Dam & Hydroelectric Power Plant Project: The project is located on Çoruh river and
comprises a rockfill dam of 93 m high the foundation and a
hydroelectric power plant of 300 MW installed capacity with 2
units which will produce an annual energy of 1.04 billion kWh.
DOLSAR has revised the feasibility study and prepared the
final design, contract documents, technical specifications,
and loan application report. The dam and HEPP is under
construction since 1998 and will start operation in 2006.
Şanlıurfa Hydroelectric Power Plant Project: The project is located at the outlet of the
Şanlıurfa Tunnels, for which the engineering services were also
performed by DOLSAR. Power plant has an installed capacity
of 50 MW and produces 124 million kWh of energy per year.
DOLSAR had prepared the final design, contract documents,
technical specifications, and also performed construction
supervision, engineering, consultancy and commissioning
services. The HEPP will start operation in 2006.
Buğra Weir and Kızılırmak-Hamzalı Hydroelectric Power Plant Project: Buğra Weir and
Kızılırmak-Hamzalı Hydroelectric Power Plant Project is located on Kızılırmak river one of the
biggest and longest rivers of Turkey. Buğra Weir is located at 609 m thalweg elevation, equipped
with 10 radial gates and has a maximum water level of 615.50 m. The water is conveyed to the
power plant by first 17850 m conveyance channel, then through forebay of 62 x 70 m in size and
finally by 2 penstocks each 80 m in length and 3.30 m in diameter. The power plant with an
installed capacity of 17 MW has two Kaplan units each with 8.5 MW capacity producing 127
million kWh of energy per year.
This project is implemented by a private investor under the Turkish Energy Market Law and has
started operation in 2008. In relation with this project DOLSAR has prepared the feasibility
report, final design (civil, architectural, mechanical, electrical, geological), technical
specifications and detailed drawings. DOLSAR also performed the consultancy services
during the construction and erection of the permanent equipment.
Tohma Hydroelectric Power Plant Project: Tohma HEPP is located on Tohma river, 6km
downstream of Medik dam and has two units with an installed capacity of 12.5 MW. This project
is implemented by a private investor under the BOT regulation and it is in operation since 1999.
In relation with this project DOLSAR has prepared the feasibility report, final design (civil,
architectural, mechanical, electrical, geological), technical specifications and detailed
drawings. DOLSAR also performed the construction supervision services during the
construction and erection of the permanent equipment.
Berdan Hydroelectric Power Plant Project: Berdan HEPP is located on Berdan river, next to
the Berdan dam and has two units with an installed capacity of 10 MW. This project is
implemented by a private investor under the BOT regulation and it is in operation since 1996. In
relation with this project DOLSAR has prepared the feasibility report, final design (civil,
architectural, mechanical, electrical, geological), technical specifications and detailed
drawings. DOLSAR also performed the construction supervision services during the
construction and erection of the permanent equipment.
Gönen Hydroelectric Power Plant Project: Gönen HEPP is located on Gönen river, next to the
Gönen dam and has two units with an installed capacity of 10.6 MW. This project is implemented
by a private investor under the BOT regulation and it is in operation since 1998. In relation with
this project DOLSAR has prepared the feasibility report, final design (civil, architectural,
mechanical, electrical, geological), technical specifications, loan application report and
contract documents. DOLSAR also performed the construction supervision services during
the construction and erection of the permanent equipment.
Pamukova Hydroelectric Power Plant Project: Pamukova HEPP is located on Sakarya river, 7
km southwest of Pamukova province situated on the right bank of Pamukova weir and has three
units with an installed capacity of 9.3 MW. This project is implemented by a private investor under
the auto producer regulation and it is in operation since 2000. In relation with this project
DOLSAR has prepared the feasibility report, final design (civil, architectural, mechanical,
electrical, geological), technical specifications, loan application report and contract
documents. DOLSAR also performed the construction supervision services during the
construction and erection of the permanent equipment.
Konya-Çumra Stage III Irrigation Project: Services performed cover the engineering services
for the flood control, irrigation of 251,000 ha land in Konya closed basin, discharge facility of
Konya main drainage channel and energy production. Project also included the preparation of
Environmental Impact Assessment Report.

The project has been executed in two stages. During the first stage of the project various

During the second stage of the project services such as; water management techniques, on-
farm water management, training of technical staff, training of farmers, demonstrators,
and monitoring & evaluation are provided.
The Owner of the project was Prime Ministry, Southeastern Anatolia Project Regional
Development Administrative.
Euphrates-Karasu Master Plan Study: During the Fırat (Euphrates) - Karasu Basin Master Plan
Studies various alternatives were considered and eventually a formulation consisting of 7 dams
and hydroelectric power plants has been proposed. According to this formulation 2.3 billion kWh
of energy will be produced annually versus 576 MW of installed total capacity. Furthermore, the
Sivas-Erzurum railway has been relocated within the scope of the studies.
Adana Water Supply Project: With this project it is planned to meet the water demand of about
4 million inhabitants in 2040 by the water which will be diverted from Çatalan Dam. The project
consists of intake structure and tunnel, 20 km long water transmission line, treatment plant,
water tanks, pumping station and a mains distribution network approximately 500 km
long. Furthermore, the Loan Application Report and Preliminary Environmental Impact
Assessment Report have also been prepared within the scope of the project.
Ankara Water Supply Project: This project aims to meet the drinking, domestic and industrial
water demand of 7 million inhabitants in the target year of 2050. The project is divided into two
phases. The first phase, which will be commissioned in 2004 and called the Gerede system,
consists of the Işıklı and Körler Dams about 65 km of water transmission lines, 44 and 41 MW
pumping stations, Çamlıdere hydroelectric power plant, and expansion of Ivedik Treatment Plan.
The second phase which will be commissioned at a later date and called the Kızılırmak system,
consists of a water transmission lines some 63 km long, two pumping stations of 73 and 88 MW
respectively, intermediate storage facilities, hydroelectric power plant and a new treatment plant.
Within the scope of this project the Master Plan and Feasibility studies have been conducted.
DOLSAR performed the following services: Engineering and consultancy, preparation of the
map by photogrammetric surveying, longitudinal section from numerical terrain model, cross
section from numerical terrain model, layout preparation, project geometry, hydraulic and
hydrological surveys, geological and geotechnical investigations, engineering geology, drillings,
soil investigations and laboratory works, design and preparation of application drawings of
bridges, road, tunnels, retaining structures, viaducts, electrification, communication, signalization,
lighting, CCTV, ,ventilation, fire fighting and security systems in tunnels, mechanical works, bill of
quantities, cost estimates.

Yesilırmak Basin Development Project aims the preparation of a most favourable and economical
planning without disturbing the ecological balance, up to day monitoring and management of
natural resources in order to reduce the difference with respect to socio-economic development
existing with the region under planning and other regions and improve the existing productivity
and welfare as well as its participation in the economic conditions in Turkey
The services provided by DOLSAR are as follows: preparation of existing situation and
analysis report, in the following main sectors and sub sectors; (i) Social Structure
(demographics, migration, education, health, culture, women and strengthening of family, income
distribution, employment, labour life and social security services, poverty, non-governmental
organizations and institutionalization), (ii) Economical Structure (agricultural production,
stockbreeding, forestry, fishery, water and land resources, water supply, industry, mining, energy,
transportation, communication, construction, services, tourism, financial structure and banking,
trade, public investments), (iii) Urban and Rural Infrastructure (water resources, their usage
and sewerage, storm water, energy, communication, transport, corridor development, inter model
transport, traffic forecasting, settlement pattern and urbanization, housing, disaster risks and
proneness to earthquake, GIS modelling), (iv) Environment (environmental pollution and
pollutant sources, water contamination, air pollution, noise pollution, soil contamination, erosion,
flora, fauna, hydrophilic /aquatic organisms and watery fields).
Development of simulation model for water supply and demand balance in Yeşilırmak river basin,
evaluation of the best use of the water potential is achieved, preparation of strategy and
restructuring scenarios, preparation of Regional Development Main Plan, preparation of pre
feasibility studies for selected investments for each city are also performed under the scope of
the study. The Owner was State Planning Organization (SPO) of Turkey.
Drought analyses performed by utilizing the indices that are appropriate for basin
conditions; and drought vulnerability of the basin are determined.
Regional climate models ran for 2015-2050 period and meteorological parameters such as
temperature, precipitation, evaporation are estimated.
The basin is simulated by hydrological and hydrogeological modelling approach and water
budget is computed for projected periods.
Drought vulnerability on four main sectors (municipal water, agriculture, industry and
ecosystem) is analyzed.
Suggestions are presented for sustainable use of available water resources under existing
conditions and different drought severity conditions, considering sectoral vulnerability
assessment.
An action plan which includes measures to be taken before-, during- and after-drought
conditions for drought mitigation and measures for optimum use and savings of water
resources is established.
A Drought Database which enables monitoring of indicators and their threshold values is
established for drought mitigation and prevention of water scarcity.
The services provided by DOLSAR are: (i) forecast of traffic flows: reviewof the traffic
forecasts and port requirements, carrying out an appropriate market study for Marmara Sea and
IZMIT BAY region for different types of cargo using Porter’s 5 forces analysis, evaluating present
flow of traffics to existing ports in the region, developing mid-term (5- 10 years) and long-term (15
– 20 years) scenarios, (ii) Port location - best option, environmental impacts: critically assessing
the potential of Derince Port location compared to other potential port locations, assessing
external port conditions, e.g. transport to and from (sea, road, rail), power supply, employment
and etc., identifying and justifying best port location, with the help of SWOT analysis, review
existing designs for port, prepare options for port layouts in line with needs identified for mid-term
and long-term port development, incl. connection to different transport modes, quay types and
depths, crane rail locations and all other features, assessing environmental impacts and identify
appropriate mitigating measures, preparing a first environmental impact assessment in line with
national and EU EIA Directive requirements, estimating cost of construction, extension and
rehabilitation, preparing an economic and financial analysis, basing on full cost recovery, cash
flow, profit and loss and balance sheet projection, (iii) Investment programme, implementation
schedule and finance plan: developing investment programme, spliting into mid-term and long –
term development, determining national and international works and equipment supplies,
developing implementation schedule, developing finance plan, propose a procurement plan,
(iv) Proposing most appropriate port management concept and justifying proposal, (v) Terms of
References for further studies, developing Terms of References for further studies,
environmental impact assessment, feasibility studies, final designs, economic, financial and tariff
studies, etc.

The engineering services for the project is given to ALSİM ALARKO by a Council Minister’s
Degree no:98/11202 dated May 1998.
During the I. Stage of the project, the Feasibility Report for the project is prepared by DOLSAR.
During the II Stage of the project, DOLSAR prepared the technical design criteria, final design
and application drawings (including all civil, mechanical, electrical, hydromechanical, geological
drawings), design reports, technical specifications, bill of quantities, cost estimates and
tender documents of the onshore structures including roads of the project. Environmental
Impact Assessment Report (EIAR) for the project is also prepared by DOLSAR.
Turkmenistan Water Supply and Sanitation Project: The overall objectives of the study for the
Turkmenistan Water Supply and Sanitation Project were to (1) provide baseline information on
socio-economic conditions, water supply, hygiene and sanitation practices in the area, (2) to help
identify suitable locations for planned pilot projects on sanitation methods in schools and for
standpipe repair, and (3) to help identify the most critical interventions to be undertaken
immediately to improve the water supply and sanitation situation in the project area. The Owner
of the project is Ministry of Land Reclamation and Water Management of Turkmenistan.

The main objectives of this study is to identify the current situation and examine the technical
issues in the two provincial cities of Khachmaz and Gusar, to collect basic information necessary
for detailed design and to realize prompt and smooth implementation of the project.

The study is carried out by a team composed of Tokyo Engineering of Japan and DOLSAR
Engineering of Turkey. DOLSAR’s scope of services include review of existing reports, data
collection, preparation of design criteria, pipeline design, guiding topographical
surveyors, hydraulic analysis, pipeline drawings, technical specifications, material
procument plan, detailed design of mechanical and electrical facilities and technical
specifications.
DOLSAR together with an international company from UK performed the engineering services.
The characteristics of tunnels included in the project scope are 700 m long tunnel, double tube
and 180 m long tunnel, single tube.
The project comprises of various specialized components like development of spines (multilevel
structures), design of tunnels, geological and hydrological studies as well as road, bridges and
infrastructure utilities. The services provided by DOLSAR include design of tunnels including
structure, finishers, lighting, ventilation, emergency equipment, CCTV, asphalt road, sidewalks,
directional signs etc. This included layout plans, profiles and cross sections, structural portal
details, details of structural support system, details of ventilation, lighting, fire fighting, monitoring
and control systems. Also a comprehensive scope of works for geotechnical field investigations
desired for tunnel design is prepared. DOLSAR carried out an evaluation of general geological
and geotechnical conditions of redevelopment project area. Structural design and proposal for
coring systems for the required tunnel profile interface with existing tunnel structure and effect of
structures above on the tunnel in the design is evaluated.
