There is a presence of an unconfined aquifer in
the area but is not sufficient enough during
drought season
Those practicing backyard poultry could damage
the aquifers due to lack of proper irrigation

The area is dubbed as the little Baguio of the


municipality

It is located in the upland area which means that


it is not as developed as those near the town
proper

Rainy season could degrade the quality of the


“dakal-dakal” road and could be dangerous for
travel

During dry season the roads are dusty and could


cause Cardio-respiratory problems among the
people of the community.

There is a presence of a Material Recovery


Facility

The above table shows some of the capabilities and weaknesses of Brgy. Mauingit,
Badiangan. Politically, the uneven distribution of funds causes the lack of budget of the
community in implementing its PPAs. As a Barangay with a small number of households,
politicians might not take into notice the agricultural capability of the above mentioned
barangay. Political opposition and a change of administration could further tie them down to
their current economic status. Economically they are agriculturally dependent with some
practicing backyard poultry to gain more income. If we take into consideration the rapid
industrialization of flatlands, upland agriculture poses an alternative for the production of
major crops such as rice. The income from this would not only help the community but the
Municipality itself. Socially the majority of the population are economically able which means
there are a number of individuals that could be utilized for work or labor. They are a tight
knitted community and one that works together for the welfare of the barangay which means
that peace and order is not a problem. In terms of their technological capability, they lack
irrigation systems that could help in the agricultural productivity. There are no concrete roads
present to better the time of travel and ease the delivery of goods to the town proper. Only
single type motorcycles traverse the roads which can only carry a small amount of goods. There
is a lack of a proper water system that could help in their irrigation and water shortages.
Legally, they are capable of entering into agreements or contracts with private businesses i.e.
bulk water suppliers for their lack or shortage of water during drought season. Environmentally,
they are located in one of the highest points in the area and thus is less developed than those
of their counterparts near the town proper. It means that they are less polluted with the
majority of the pollution affecting air due to their undeveloped roads. For solid waste, a
presence of an MRF is very commendable. For Water, since their source of water is unconfined
it means that it is susceptible to defecation from animals or from those that practice backyard
poultry.
From the above statement the barangay suffers low agricultural productivity due to water
shortages during drought season and the slow delivery of goods from the barangay to the town
proper. A water system or a gravity flow water system could be proposed to solve this since there
is an aquifer present in the community. Unfortunately, it is an unconfined aquifer which means
that it is prone to contamination from its surrounding trees or animals. A water system could also
only solve one problem for the community which is their agricultural produce. Albeit if the
delivery of goods itself is not done within a specific time period, delivered goods might get spoiled
and are inadequate for sale. Thus, we propose the concreting of the roads present in the area. It
solves the water problems of the barangay in the sense that it could enter into MOAs with bulk
water suppliers to deliver water during dry season since the community only suffers water
shortages during this period. The community could pay off these bulk water suppliers thru their
income from their agricultural produce. The delivery of goods and services via the Municipal
government can be further improved since travel to these upland area is much easier. In
connection to this the delivery of products by the Barangay are now much efficient and they are
not in any risk of getting spoiled or bombarded by dust. These also reduces the risk of erosion
within the roads of the community and could pose no threat during the rainy season. It also opens
up new opportunities for the town in terms of tourism and income. Since it is an excursionist spot
and dubbed as the Little Baguio of the area it opens up new investments for the barangay. We
not only solved their problems in terms of their agricultural productivity but also provided them
new oppurtunities.
