‫ﻓﻲ ﺍﻟﻠﺠﺎﻥ ﺍﻹﺩﺍﺭﻳﺔ ﺍﻟﻤﺘﺴﺎﻭﻳﺔ ﺍﻷﻋﻀﺎﺀ‬
‫ﺑﺎﻹﺩﺍﺭﺍﺕ ﺍﻟﻌﻤﻮﻣﻴﺔ‬

‫ﺍﻗﺘﺮﺍﻉ ‪ 3‬ﻳﻮﻧﻴﻮ ‪2015‬‬


‫ﺗﻘﺪﻳﻢ‬ ‫ﻭﻳﺄﺗﻲ ﻫﺬﺍ ﺍﻟﺪﻟﻴﻞ ﺍﻟﺬﻱ ﺃﻋﺪﺗﻪ ﻭﺯﺍﺭﺓ ﺍﻟﻮﻇﻴﻔﺔ ﺍﻟﻌﻤﻮﻣﻴﺔ ﻭﺗﺤﺪﻳﺚ‬

‫ﺍﻹﺩﺍﺭﺓ ﻓﻲ ﺇﻃﺎﺭ ﻣﻮﺍﻛﺒﺘﻬﺎ ﺍﻟﻤﺴﺘﻤﺮﺓ ﻟﻺﺩﺍﺭﺍﺕ ﺍﻟﻌﻤﻮﻣﻴﺔ ﻓﻲ ﻋﻤﻠﻴﺎﺕ‬

‫ﺗﻌﺘﺒﺮ ﺍﻟﻠﺠﺎﻥ ﺍﻹﺩﺍﺭﻳﺔ ﺍﻟﻤﺘﺴﺎﻭﻳﺔ ﺍﻷﻋﻀﺎﺀ ﻣﻦ ﺑﻴﻦ ﺍﻟﻬﻴﺌﺎﺕ‬ ‫ﺍﻧﺘﺨﺎﺏ ﻣﻤﺜﻠﻲ ﺍﻟﻤﻮﻇﻔﻴﻦ ﻓﻲ ﺍﻟﻠﺠﺎﻥ ﺍﻹﺩﺍﺭﻳﺔ ﺍﻟﻤﺘﺴﺎﻭﻳﺔ ﺍﻷﻋﻀﺎﺀ‪ ،‬ﻣﻦ‬

‫ﺍﻻﺳﺘﺸﺎﺭﻳﺔ ﺍﻷﺳﺎﺳﻴﺔ ﺑﺎﻟﻮﻇﻴﻔﺔ ﺍﻟﻌﻤﻮﻣﻴﺔ‪ ،‬ﺍﻟﺘﻲ ﺗﺴﺎﻫﻢ ﻓﻲ ﺗﺮﺳﻴﺦ‬ ‫ﺃﺟﻞ ﺗﻮﺿﻴﺢ ﻣﺨﺘﻠﻒ ﻣﺮﺍﺣﻞ ﻫﺬﻩ ﺍﻟﻌﻤﻠﻴﺎﺕ ﻭﺍﻟﺘﺪﺍﺑﻴﺮ ﺍﻟﻤﺮﺗﺒﻄﺔ ﺑﻬﺎ‬

‫ﺃﺳﺲ ﺍﻟﺘﺸﺎﻭﺭ ﻭﺍﻟﻤﺸﺎﺭﻛﺔ ﻓﻲ ﻣﺠﺎﻝ ﺗﺪﺑﻴﺮ ﺍﻟﻤﻮﺍﺭﺩ ﺍﻟﺒﺸﺮﻳﺔ‪.‬‬ ‫ﺑﺸﻜﻞ ﻣﻨﻬﺠﻲ ﻭﻣﺒﺴﻂ‪ ،‬ﻭﺫﻟﻚ ﺑﻤﺎ ﻳﻀﻤﻦ ﺗﻨﻈﻴﻢ ﻫﺬﺍ ﺍﻻﺳﺘﺤﻘﺎﻕ ﻓﻲ‬

‫ﺃﺣﺴﻦ ﺍﻟﻈﺮﻭﻑ‪.‬‬
‫ﻭﻋﻼﻭﺓ ﻋﻠﻰ ﻛﻮﻥ ﺍﻟﻠﺠﺎﻥ ﺍﻹﺩﺍﺭﻳﺔ ﺍﻟﻤﺘﺴﺎﻭﻳﺔ ﺍﻷﻋﻀﺎﺀ‪ ،‬ﺿﻤﺎﻧﺔ‬

‫ﺃﺳﺎﺳﻴﺔ ﻣﻦ ﺑﻴﻦ ﺍﻟﻀﻤﺎﻧﺎﺕ ﺍﻟﻤﺨﻮﻟﺔ ﻟﻠﻤﻮﻇﻒ ﺑﻤﻘﺘﻀﻰ ﺍﻟﻈﻬﻴﺮ ﺍﻟﺸﺮﻳﻒ‬

‫ﺗﺪﺑﻴﺮ ﻣﺴﺎﺭﻩ ﺍﻟﻤﻬﻨﻲ‪.‬‬

‫ﻟﺘﻨﻈﻴﻢ ﺃﻭﻝ ﺍﻧﺘﺨﺎﺑﺎﺕ ﻣﻬﻨﻴﺔ ﻓﻲ ﻇﻞ ﺩﺳﺘﻮﺭ ‪ ،2011‬ﺍﻟﺬﻱ ﺃﻭﻟﻰ ﺃﻫﻤﻴﺔ‬

‫ﻧﻈﺎﻡ ﺍﻟﻤﻌﺎﺷﺎﺕ ﺍﻟﻤﺪﻧﻴﺔﹼ‪ ،‬ﺿﻤﻦ ﻣﺠﻠﺲ ﺇﺩﺍﺭﺓ ﺍﻟﺼﻨﺪﻭﻕ ﺍﻟﻤﻐﺮﺑﻲ‬

‫ﺍﻟﺮﺍﺟﻌﺔ ﻟﺴﻠﻄﺘﻪ ﻋﻠﻰ ﺻﻌﻴﺪ ﻛﻞ‪:‬‬

‫ﺭﺋﻴﺲ ﺍﻹﺩﺍﺭﺓ ﺍﻟﻤﻌﻨﻲ‬
‫ﻳﻤﻜﻦ ﺇﺣﺪﺍﺙ ﻟﺠﺎﻥ ﺇﺩﺍﺭﻳﺔ ﻣﺘﺴﺎﻭﻳﺔ ﺍﻷﻋﻀﺎﺀ ﻋﻠﻰ ﻣﺴﺘﻮﻯ‬
‫ﻋﻤﺎﻟﺘﻴﻦ ﺃﻭ ﺇﻗﻠﻴﻤﻴﻦ ﺃﻭ ﺃﻛﺜﺮ‪ ،‬ﺇﺫﺍ ﻛﺎﻥ ﺍﻻﺧﺘﺼﺎﺹ ﺍﻟﺘﺮﺍﺑﻲ ﻟﻠﻤﺼﺎﻟﺢ‬
‫ﺍﻟﺨﺎﺭﺟﻴﺔ ﺍﻟﺘﺎﺑﻌﺔ ﻟﻠﻮﺯﺍﺭﺓ ﻳﻐﻄﻲ ﻋﻤﺎﻟﺘﻴﻦ ﺃﻭ ﺇﻗﻠﻴﻤﻴﻦ ﺃﻭ ﺃﻛﺜﺮ‪.‬‬
