Redwood City gathers input on retail

Redwood City officials continue to gather
input from the community on how to
strengthen the downtown retail base, and
feedback will help shape a “retail action
plan” that will be presented to the City
Council by June.     Beth Mostovoy, chair of Arts RWC and

Trump, death penalty, immigration mark Newsom’s first 100 days

SACRAMENTO — California Gov. Gavin
Newsom has kept up a frenetic pace in his
first 100 days, jousting with President
Donald Trump, traveling to Central
America, placing a moratorium on execu-
tions and pledging bold action on housing
and clean water.
It’s in contrast to Jerry Brown, his prede-
cessor and fellow Democrat who favored a
more measured approach to governing the
nation’s most populous state. While
Newsom publicly reveres Brown, he’s said
it’s time for a greater emphasize on poverty
and affordability issues. He’s substantially
altered two of Brown’s signature projects,
the high-speed rail and twin water tunnels,
but says it’s with an eye toward improve-
ment.
In a Monday interview with the
Associated Press, Newsom summed up his
approach: “I could wait for things to take
shape and hope things come around. Or I

Gavin Newsom California has added
several lawsuits to its 40

Newsom, including one to block an emer-
gency declaration to pay for a border wall.

speed rail project marked a challenge to

complete the train from Los Angeles to San

threaten pulling back $3.5 billion for the

shut and the insertion of a feeding tube
helped Toa to recover over the following
few weeks and he was eventually able to eat
on his own and had treatment on his injured
eye, according to the humane society.
No one came forward to claim the cat,
which was placed in foster care and has now
been brought to the PHS/SPCA adoption
center at 1450 Rollins Road in Burlingame
to be made available for adoption.
“Although Toa looks like a battle scarred
cat, he is very sweet and friendly,” Tarbox
said. “He’s been through a lot and we want
to find him a new home where he will be safe
and loved.”
Toa is estimated to be about 2 years old
and has a long-haired white coat. He is

WASHINGTON — Twenty years after the

Affairs Research.
And while most Americans consider
schools less safe than they were 20 years ago,
the poll finds a majority say schools aren’t at
fault for shootings. Bullying, the availabili-
ty of guns, the internet and video games share
more of the blame.

By and large, schools themselves are less
likely to be blamed: 59% put not much or no
blame on schools for the shootings. While
roughly 4 in 10 say schools have at least
some responsibility, just 9% attribute a great
deal of blame.
In the years since two Colorado teenagers
gunned down 12 classmates and a teacher in
the Denver suburb of Littleton, schools
across the country have fixated on planning
for threats that before had been unimagin-
able.

But shootings haven’t stopped, and a little
over a year after police say an armed ex-stu-
dent killed 17 people at Florida’s Marjory

finds a large majority, 67%, say schools have
become less safe. Only 13% say schools have
become safer during the last 20 years. The rest
say they are about the same.

college admissions scandal

proposing a new law — or several —
in response to a major story that has
grabbed the public’s attention. A
recently proposed package of legisla-
tion inspired by the college admis-
sions scandal is unfortunately another
example of how that process can go
wrong.
Two of the six bills respond to the
fraud itself, in which dozens of par-
ents allegedly rigged college entrance
exams or paid bribes to secure spots
for their children at exclusive col-
leges. But because the scandal also
brought attention to troubling but
legal aspects of college admissions
that favor the wealthy and connected,
much of the legislation is not aimed
at criminal behavior but simply at
making the admissions process more
equitable.
Unfortunately, some of the bills are
unnecessary, others are poorly
thought out and one would require the
state to interfere in the practices of
private organizations in potentially
harmful ways.
One would require three college
administrators at the University of
California and California State
University to check each “admission
by exception” before the student is
accepted, apparently to root out fraud
and dishonesty. These generally are
students who might not be accepted
for their academic achievements alone
but who are considered highly desir-
able by, say, an athletic coach or a
musical director.
But UC already is examining how to
tighten its procedures to prevent fraud
among these so-called side-door

would be wiser to let the state’s col-
leges take a careful look at the situa-
tion and come up with their own solu-
tions — because the colleges know
their own processes and needs better
than legislators do. If their solutions
are too weak, it will then be time to
talk about state intervention.
Another bill calls on UC and Cal
State to review whether and how heav-
ily the SAT and ACT college entrance
exams should be weighed in admis-
sions decisions. Nothing wrong with
that, but both state college systems
already are doing so.
The most problematic of the bills
in the package would prohibit all col-
leges and universities in the state,
public or private, from giving prefer-
ence to applications from the children
of alumni — so-called legacy appli-
cants — or the children of donors. Cal
Grants, which provide financial aid
for students from lower- to middle-
income families, would not be given
to students who attend schools that
refuse to change those policies.
There are several things wrong with
this bill. First, the state schools say
they don’t give preference to legacy
candidates as it is.
As for the private colleges, many
have a long history of legacy admis-
sions and, frankly, it’s hard to see a
good reason for such policies other
than to keep admissions within a
privileged club. The colleges don’t
appear to gain financially from the
preference; the applicants have done
nothing to deserve it and it keeps
spots from going to more qualified
candidates.

But even though the system is ripe
for extinction, that’s a policy change
that private colleges should be mak-
ing on their own and in ways that
work best both for their institutions
and for students.
While it certainly strikes us as odi-
ous to see families buy their way into
an institution of higher learning, if a
donor is willing to spend millions of
dollars so that the college can accept
and enroll more scholarship students,
there’s at least a reasonable argument
to be made that the policy occasional-
ly might do more good than harm.
Plus, this bill could have negative
consequences for the very students
that legislators are trying to help. If
private colleges decide to keep their
existing admissions policies, lower-
income students might be unable to
attend because they can’t get Cal
Grants to help them financially. The
Legislature shouldn’t use the financial
welfare of needy students as a cudgel
for social engineering.
One more bill would require private
college consultants, who coach stu-
dents through the admissions process
for what are usually hefty fees, to reg-
ister with the California secretary of
state, who later would propose regula-
tions for the industry. It’s unclear how
this would prevent scandals like the
current one in which a Newport Beach
consultant pleaded guilty to funneling
parents’ money into bribes for athlet-
ic coaches. It’s already illegal to com-
mit fraud.
College admission is a complicated
and nuanced procedure, as well as one
that too often favors connected, well-
heeled applicants. Legislators appear
to be looking for a role to play in a
big and shameful story, but if they
haven’t thought through what kind of
reforms are needed, they’re better off
sitting this one out.

Mendelbaum wrote about the state of our nation in
their book, “That Used To Be Us”: “In the last
decade especially, we have spent so much of our time and
energy — and the next generation’s money — fighting ter-
rorism and indulging ourselves with tax cuts and cheap
credit that we now have no reserves. ... Should the market
or Mother Nature make a sudden disruptive move in the
wrong direction, we would not have the resources to shield
ourselves from the worst effects, as we had in the past.”

improvement? Why have so many gotten away with fleec-
ing investors, etc.? Why is the United States in the state
of disarray it is today? What happened to the “e pluribus
unum” attitude that contributed to keeping the United
States on top of things for
so many years?
No doubt you could come
up with many answers, but
what underlies much of
what is bedeviling us is
one that maybe you
haven’t thought of — nar-
cissism: individual, politi-
cal and national. We in this
country have traditionally
considered ourselves the
greatest, above all others,
the most powerful and the
most influential, whether
deserved or not. For many,
many years that sustained us, but we have sunk more
deeply into the abyss of arrogance and complacency that
have not only corroded our political process, but have also
caused many other nations to be cynical about our inten-
tions. As Jeanne M. Twenge, Ph.D., et al, wrote in “The
Narcissism Epidemic,” “Due to global media coverage and
the internet, when the world’s citizens see America, they
see narcissism. This clearly isn’t all that there is to
America, but how would the rest of the world know?”
Basically, the narcissistic believe that the world
revolves around them. They think that they deserve the
“best” because they are so special. They must to run the
show and, if things don’t go their way, they can be very
dishonest and manipulative. They are very judgmental and
dogmatic and completely lack empathy. They use others to
enhance themselves and indulge their desires, using
“charm” and calculated self-assurance to influence others
and are the last to recognize that they have a problem. In
fact, many people who appear to be seriously concerned
about others — like some clergy and those politicians who
pretend they have the best interests of the country at heart
— are very disingenuous. What they are really seeking is
the feeling of being the most important and having others
worshipping at their feet and hanging on to their every
word. It actually all revolves around them.
What is especially disturbing is how so many people are
naïve and gullible enough to be impressed and proselytized
by the narcissist — whatever his/her scheme may be.
Narcissism has an unprecedented grip on our culture
because it’s so beneficial to so many vested interests and it
will continue to cling like Saran Wrap to our psyches as
long as so many are hoodwinked by it. It doesn’t help that
our media thrives on those types — giving them the noto-
riety that they crave — no matter how shallow and/or
unethical.
Is anyone counteracting all of this? Many parents are
too preoccupied and/or caught up in our cultural norm of
self-indulgence and “Dancing with the Stars.” Too many
use their children as status symbols. One of the latest indi-
cators — those parents who spend big bucks and pull
whatever strings necessary to get their teenagers into a
prestigious university. It is reported that two-thirds of
today’s college students now have above-average scores
for narcissism — a 30% increase since 1982.
“The narcissism epidemic has already had some serious
consequences. First, there has been a giant transfer of
time, attention and resources from reality to fantasy.
Rather than pursuing the American Dream, people are sim-
ply dreaming. … As long as narcissism thrives, we can
expect a culture that is more and more built on the faulty
ground of inflated self-perception, shallow relationships,
shameless self-promotion and excessive attention seek-
ing.” — Twenge.
I’m sure Friedman and Mendelbaum, in their zeal to
“reconnect with the values and ideals that made the
American Dream so compelling for so many generations of
Americans” realize that until more voters can tell the dif-
ference between a politician who is totally obsessed with
him/herself and one who truly has the best interests of our
nation at heart, “That Used To Be Us” is destined to
become “What Will Never Be Again.”

Banks lead US stocks to slight gains

Stocks closed slightly higher on Wall
Street Tuesday, erasing the market’s modest
losses from a day earlier.
The gains, which followed a rally in over-
seas stock indexes, came as investors sized
up the latest batch of company earnings
reports.
Financial stocks led the way higher as
bond yields rose, which drives interest rates
higher, enabling banks to make more
money on loans. BlackRock and
Progressive led the sector after each compa-
ny reported solid quarterly results.
Qualcomm powered technology sector
stocks higher, notching its best day in 20
years, on news the chipmaker and Apple set-
tled their bitter legal dispute.
Investors are looking to the latest wave
of corporate earnings reports over the next
few weeks for clues about the health of the
global economy and the prospects for com-
pany profits this year.
Analysts expect the first-quarter results
for S&P 500 companies overall to be the
weakest in nearly three years.
“The markets are prepared for this year-
over-year decline that everyone is expect-
ing in earnings,” said Erik Davidson, chief
investment officer at Wells Fargo Private
Bank. “Unless we have some significant
misses, we should be doing OK.”
The S&P 500 rose 1.48 points, or 0.1%,
to 2, 907. 06. The Dow Jones Industrial
Average gained 67.89 points, or 0.3%, to
26,452.66. The Nasdaq composite added
24.21 points, or 0.3%, to 8,000.23. The
index had not closed above 8,000 points
since October.
The Russell 2000 index of small-cap
stocks picked up 3.62 points, or 0.2%, to
1,582.79.
Overseas stock indexes rallied on upbeat
economic data from China and Germany.
Markets in Asia and Europe finished higher.
Netflix reported 1Q profit of $344.1M
LOS GATOS — Netflix Inc. on Tuesday
reported first-quarter profit of $344.1 mil-
lion.
On a per-share basis, the Los Gatos-based
company said it had profit of 76 cents.
The results surpassed Wall Street expecta-
tions. The average estimate of 12 analysts
surveyed by Zacks Investment Research was
for earnings of 57 cents per share.
The internet video service posted revenue
of $4.52 billion in the period, which also
topped Street forecasts. Eleven analysts sur-
veyed by Zacks expected $4.49 billion.
For the current quarter ending in July,
Netflix said it expects revenue in the range of
$4.93 billion. Analysts surveyed by Zacks
had expected revenue of $4.49 billion.
Netflix shares have increased 35 percent
since the beginning of the year, while the
Standard & Poor’s 500 index has climbed 16
percent. In the final minutes of trading on
Tuesday, shares hit $360.48, a rise of 17 per-
cent in the last 12 months.

the Half Moon Bay boys’ golf team finished
up an undefeated season, going 12-0 and
capturing the Peninsula Athletic League’s
Ocean Division title.
“This is the best team I’ve ever had,” said
HMB head coach Greg Guio, in his fourth
season with the Cougars. “I guess we
haven’t won (a division title) in 19 years, at
least that’s what I was told.”

a handful of seasons. Guio became coach

of shutting down because the previous
coach had quit just before the start of the
season. Guio’s son wanted to play so he
took over the job.
This season, everything came together.
“We had a bad day today (249) and it was
better than our best last year,” Guio said.
The Cougars were so much better this
year, that Guio had to make adjustments.

OAKLAND — DeMarcus Cousins has a
torn left quadriceps muscle that will sideline
the Golden State center indefinitely, a dev-
astating injury that the Warriors feared was
serious when he went down in the first quar-
ter of their first-round playoff loss to the
Clippers.
An MRI exam Tuesday morning on
Cousins’ left leg revealed the tear. The two-
time defending NBA champion Warriors said
Cousins will begin rehabilitation immedi-
ately and updates will be “provided as appro-
priate.”
Coach Steve Kerr said after the Warriors’
135-131 Game 2 loss on Monday night that
Cousins would be out for a significant peri-
od.

Carlmont (5-1 PAL Bay, 8-8 overall) took a 2-0 lead in the bot-
tom of the third, but Aragon (4-2, 9-4) took a 3-2 lead with three
in the top of the fifth. The Scots tied it in the bottom of the
inning before both teams scored three in the sixth.
Megan Grant hit her eighth homer of the season for the Dons
as she and Olivia DiNardo, both freshmen, both drove in three

The Bearcats were involved in yet another extra-inning game,

ing eight hits while tossing a complete game.

Aragon 5, San Mateo 1
The Dons extended their league in the Ocean Division to two
games with the win over the crosstown Bearcats.
Aragon (6-1 PAL Ocean, 13-3 overall) won its ninth straight
game. The Dons took a quick 1-0 lead with a run in the bottom of
the first and took complete control with a three-run fourth.
San Mateo (4-3, 10-6) managed only two hits for the game,
with Jorge Chavarin driving in the Bearcats’ only run.
Sequoia 13, Mills 2
The Cherokees won their second PAL Ocean Division game in
their last three games by blasting the Vikings.
Sequoia (2-4 PAL Ocean, 5-10 overall) scored two in the top of
the first, added six in the fifth and capped the game with five more
in the top of the seventh.
Ben Singler and JP Boyle each drove in a pair of runs for
Sequoia, which finished the game with 12 hits.
That was more than enough offense for Cherokees’ starting
pitcher Kai Holm, who worked the first four innings, allowing
two runs on three hits.
Mills (0-7, 1-14) are still in search of its first division win.

San Mateo 266, Terra Nova 281
Sean Lin shot a 48 to lead the Bearcats to a second-place finish
in the PAL Ocean Division standings.

San Mateo 10, Foothill 1
Emily McAdams had another strong outing as the Bulldogs’
offense bludgeoned the Owls in a game that was called after five
innings because of the eight-run mercy rule in a Coast North
Conference game.
McAdams improved to 25-1 in the pitcher’s circle, allowing
one run on five hits, striking out four and walking two. She even
helped herself out at the plate by driving in two runs and scoring
twice while going 2 for 2.
Offensively, Aubrie Businger, Kait Grech and Amanda Ubois-
Weitenhagen, her 11th of the season, which is tied for third in the
state. Ally Sarabia, Businger and Grech all drove in two runs.
The Bulldogs knocked Foothill starting pitcher Mailey
McLemore out in the second inning as she allowed seven runs
(six earned) on five hits.
Offensively, McLemore, who is second in the state in batting
average at .565 and first in RBIs with 60, had a quiet day, going
1 for 3.
CSM (12-0 conference, 35-2 overall) won its 35th game in row
and it was the 19th win by mercy rule for the Bulldogs. They have
two games left in the regular season: at Chabot-Hayward
Thursday and at Ohlone-Fremont April 23. First pitch for both
games in 3 p.m.

San Mateo 9, Chabot 5
The Bulldogs used a four-run third to spur them on to a Coast
Golden Gate Conference win over the Gladiators.
The win keeps CSM (12-4, 23-11) in a first-place tie with
Mission atop the conference standings.
Justin Torres had a big day at the plate for San Mateo, going 2
for 5, with a home run, triple, four RBIs and two runs scored.
Anthony Flores and Cole Gabrielson each drove in a pair of runs
for CSM.
Brett Karalius, making his first start since last week’s no-hit-
ter, had another strong outing in just his second start on the
mound. The sophomore worked seven innings, allowing one run
on four hits.

It took two weeks and nine innings for the Scots to complete
the season sweep of the Knight in the completion of a game halt-
ed by darkness March 29th, following a near-hour rain delay.
With the score tied at 3-all and two outs in the top of the ninth,
Adam Cross singled for Carlmont (5-3 PAL Bay, 10-8 overall),
followed by a Ben Fong walk. David Bedrosian came up and
smacked a single to center to drive in Cross with the go-ahead
run.
Bedrosian then took the mound to finish 7 1/3 innings of relief
work in earning the win.

10th straight victory

OAKLAND — Alex Bregman hit a grand slam, Josh
Reddick connected for a two-run homer against his former
team, and the Houston Astros beat the Oakland Athletics 9-
1 on Tuesday night for their majors-best 10th straight win.
Bregman’s second career grand slam gave Collin McHugh
(3-1) all the run support he needed on the way to winning
his third straight start. Bregman’s other slam came May 14,
2017, at the Yankees.
McHugh allowed two hits over six scoreless innings,
struck out five and walked two. The A’s avoided the shutout
getting a sacrifice fly from Kendrys Morales in the ninth
against Reymin Guduan.
George Springer opened the game with a full-count drive.
Reddick connected in the second inning following Yuli
Gurriel’s single for his first home run of the season.
“It’s always fun to come back, and to see how much I get
booed,” Reddick, with the A’s from 2012-16, said before the
game.
Springer also had a leadoff homer April 1 at Texas. He
drew a bases-loaded walk in the fourth that made it 4-0
before Bregman doubled that score.
A’s starter Marco Estrada (0-2) saw his career-high losing
streak reach seven after losing his final five decisions of
2018 with Toronto.

RENTON, Wash. — Russell Wilson is stick-
ing around with the Seattle Seahawks as the
highest paid player in the NFL.
Wilson posted a video on social media early
Tuesday saying, “Seattle, we got a deal,” short-
ly after agreeing to a $140 million, four-year
extension with the Seahawks, his agent Mark
Rodgers told the Associated Press. Wilson’s
new deal runs through the 2023 season and
includes a $65 million signing bonus, a no-
trade clause and $107 million in guaranteed
money.
Wilson’s per year average of $35 million
tops Aaron Rodgers’ average annual salary of
$33.5 million as part of the $134 million
extension he signed last year with the Green
Bay Packers.
Wilson’s current $87.6 million, four-year
deal was signed at the beginning of training
camp in 2015 and was set to expire after next
season.
“Russell’s goal and his hope was that he
would continue his career with the Seahawks and
continue to bring championships to this
town,” Rodgers said. “He believes there is still
unfinished business and he is looking forward
to pursuing that without having to worry about
contracts and his future.”
The 30-year-old Wilson had set a midnight
deadline for a new deal with Seattle. He wanted

certainty about his contract before the start of
the team’s offseason workout program, which
began on Monday. Wilson showed up for the
first day and by the end of the night was posting
a video with wife Ciara announcing the agree-
ment.
The deal ends the debate about Wilson’s future
with the Seahawks, although there seemed to be
little doubt he would remain in Seattle for a
while. The team held leverage knowing it likely
had at least three more seasons with Wilson
under center. Even if he played out 2019 under
his current deal, Seattle could have used the fran-
chise tag if needed to keep him under contract
through 2020 and 2021 at a reasonable price by
quarterback standards.
But the extension allows Seattle to budget for
the future knowing how to work with Wilson’s
hefty paycheck in the years ahead and build a
contender around the former third-round pick
that has developed into a franchise QB.
Wilson’s new deal was going to have to top
the extension signed by Rodgers before the
start of last season. Wilson was the second-
highest paid player in football behind Rodgers
when his deal was signed in 2015, but had fall-
en to the 12th highest-paid QB in the league,
according to Overthecap.com.
The five-time Pro Bowl selection is coming
off arguably his best season as Seattle went a
surprising 10-6 and earned an NFC wild card,
losing to Dallas in the playoffs.

NCAA wants to slow the flow of grad transfers

Football and basketball coaches may be
less likely to add graduate transfers to their
teams under a change being considered by the
NCAA.
The NCAA Division I Council is expected
to vote by Friday on an amendment that
would require a grad transfer to count against a
team’s scholarship total for two years, no
matter how much eligibility the player has
left when they arrive. An exception would be
made for athletes who complete graduate
degree requirements before the start of the
second year.
The proposal targets what critics say is vir-
tual free agency in big-time college athletics.

Grad transfers can be a quick fix for coaches
trying to plug holes on a roster and the free-
dom has been a boon to athletes looking for
more playing time. But some administrators
say the rule has drifted away from its original
intent and graduate transfers are rarely com-
pleting those advanced degrees.
“The so-called graduate degree is really not
the aspiration,” Big 12 Commissioner Bob
Bowlsby said. “The aspiration is to be fea-
tured, and usually featured at a higher level.”
Changing the rule could slow the flow of
grad transfers by making coaches more reluc-
tant to take on players with only with one
year of eligibility remaining.
“Roster management is such a critical com-

Giants manager Bruce Bochy, who turned 65 Tuesday,
reminisced about growing up in nearby Falls Church,
Virginia, attending Senators games at RFK Stadium, and
trying to sign up new customers for his paper route to earn
baseball tickets. He is retiring after the season and this
three-game series in the nation’s capital is Bochy’s initial
“final trip” to an opposing city. “It’s a special place for me.
A lot of memories here,” Bochy said, noting that he planned
to hang out with former Little League teammates after the
game. “Driving to the ballpark today, I did think about it.
Going back a lot of years. ... It’s all kind of gone full circle
for me.”

Cousins had just returned in January from a nearly year-
long absence following surgery for a torn left Achilles ten-
don suffered while with the Pelicans last season.
He had two points, two rebounds and an assist in less than
4 minutes Monday. He fouled out of Saturday’s 121-104
Game 1 win with nine points, nine rebounds and four assists
in 21 minutes.
“I know it’s frustrating for him. I’ve been through some-
thing like that, getting hurt, getting all the way back and
then getting hurt again, so I know how frustrating it is,”
Warriors center Kevon Looney said. “He is a resilient guy.
He’s been through adversity before and I know he’s going to
bounce back. His spirit is probably low right now, but he’s
a tough guy and he’ll be back better than ever.”
Looney picked up more minutes with Cousins’ injury and
scored a career-high 19 points while making all six of his
shots in 19 minutes. Kerr is likely to use a combination of
shot-blocking presence Andrew Bogut and Looney going
forward this postseason.
Bogut’s signing last month for a second stint with the
franchise means so much more now. Kerr called him an
“insurance policy” and Bogut — who had been playing back
home in Australia — has made the most of his chances. He
had nine rebounds, three points and a blocked shot in 16
minutes Monday.
He played on the Warriors’ 2015 championship team and
the 73-win team the following season that lost in Game 7 of
the NBA Finals to LeBron James and the Cavaliers.
The No. 1 overall draft pick in 2005 out of Utah, Bogut
has been open to any role Kerr chooses for him, which now
could be starting.
“Obviously, there will be more minutes,” he said after the
game. “It’ll still be matchup dependent, but I anticipate
probably starting games, playing the first three or four
minutes and then coming out.”
Stephen Curry expects the backups to fill the void as the
Warriors’ depth has done all season, with Jordan Bell also
likely to be in the mix.
“Exactly what they’ve been doing. They’ve been playing
amazing the last part of the regular season and these first
two games,” Curry said. “... It may look a little different
considering the skill and talent and level that Boogie can
bring when he’s healthy.”

“It’s been an issue for so long that it really
didn’t need debating.”
The board’s vote to end firearms sales at
the 68-acre event space also comes more
than two months after state Sen. Scott
Wiener, D-San Francisco, proposed Senate
Bill 281, legislation aimed at banning gun
and ammunition sales at the Daly City
venue and putting in place a locally-con-
trolled governing body. The proposal
marks the second time Wiener has authored
legislation banning gun shows at the Cow
Palace, which long has hosted the Grand
National Rodeo, the Great Dickens Fair and
the Crossroads of the West gun show,
among other large-scale events.
Though SB 281 has been largely viewed
by local officials as a chance for the com-
munity surrounding the Cow Palace to
weigh in on its future, the bill has also
sparked concerns among members of the
LOCAL
Cow Palace’s board and event coordinators
who believe the bill signals the demolition
of the venue to make way for housing.
Currently governed by the 1-A District
Agricultural Association within the
California Department of Food and
Agriculture, the site would be transferred to
a district represented by three Daly City
officials, two officials from the city and
county of San Francisco and two San Mateo
County supervisors, according to the most
recent version of the bill.
‘Need for fundamental change’
In a statement he released Tuesday, Wiener
said he is happy the Cow Palace’s Board of
Directors voted to end gun shows at the
facility, but felt it shouldn’t have taken
them decades to make the decision.
Acknowledging the local community has
been asking for the venue to stop hosting
gun shows for years, Wiener said he is the
third state senator over the past 15 years to
author a bill banning gun shows at the Cow
Palace, noting SB 281’s proposed transfer
of the Cow Palace’s land to local control has
finally caught the board’s attention.
“It shouldn’t have taken our legislation to
get the Cow Palace to pay attention,” he
said. “Today’s decision to end the gun
shows, while welcome, does not change the
need for fundamental change at the Cow
Palace.”
Having served on the Cow Palace board
for some 12 years, Wanvig has seen the
venue capable of holding some 16,000 peo-
ple host annual events such as the Grand
National Rodeo and more recently hold
events for tech companies like Facebook
and Salesforce as well as family-friendly
activities like the Garden Bros Circus.
Though Cow Palace board members and
staff have previously worried about the
financial impact of ending gun shows at the
venue, Wanvig said they have overcome
that concern given the financial strength of
the facility in recent years. She said Cow
Palace staff have fielded a growing number
of requests from corporations, organiza-
tions and concession companies to lease
space at the venue for parking, and noted
previously the facility has had assets in
excess of current liability growing substan-
tially in less than three years. It also has
reserves allowing the venue to make repairs
and do deferred maintenance.

shows and support that decision by amend-
ing SB 281 to focus only on banning
firearms sales at the facility. Having coordi-
nated the five-weekend Great Dickens Fair at
the venue for the last 19 years, Patterson
said the coalition’s position was always
that they would support the bill if it was
solely focused on banning gun shows.
“We believe that the state fairground sys-
tem is the best way to serve the community
… and hope that this is supported by the
Legislature should any further decisions
come before them,” he said.
Patterson previously voiced concerns
about the loss of the Cow Palace as an
events venue under SB 281 and noted its
unique configuration is capable of hosting
agricultural shows and provide emergency
services in the event of a major disaster. He
was also encouraged by the board’s vote to
enter into a long-term development ground
lease for the Cow Palace’s upper parking
lot, which, combined with adjacent proper-
ties owned by Daly City and a local devel-
oper, could become the site of a 25-acre,
mixed-use development offering commer-
cial space and residential units.
‘Huge win’
Though San Mateo County Supervisor
David Canepa commended the Cow Palace
board members for their decision, he felt
their vote was long overdue given the num-
ber of officials who have called for similar
bans. Though Canepa indicated he would
wait and see the path SB 281 takes after the
board’s decision Tuesday, he said he largely
supported local representation on the Cow
Palace board, noting none of the current
board members lives in Daly City.
Canepa applauded Wiener and other elect-
ed officials for voicing their concerns about
the gun shows at the Cow Palace, noting
their vote was particularly meaningful to
communities surrounding the Cow Palace
and that have suffered from gun violence.
“It’s a huge win for our communities,” he
said. “I’m just sorry that it took so long to
get here.”

Splitting the school’s mascot and
team name was a compromise reached
nearly 18 years ago when officials
attempted to satisfy those with con-
cerns around racial stereotyping and
alumni who advocated for preserving
the school’s history.
But after Sequoia High School stu-
dents resurrected the issue late last year
and requested the raven be embraced as
the universal mascot, officials again
examined whether a tribal name was a
suitable representation for the school.
Following a recommendation from
the California School Board
Association, district officials adopted a
new policy observing a preference that
schools no longer use Native American
tribes for sports teams.
Now a decision must be made whether
it is up to school board members or dis-
trict administrators to bring the
school’s sport name in alignment with
the previously adopted regulations.
“What we are trying to make a deter-
mination on is ultimately what body
has the authority on this question of the
team name to make it align with what is
now current recommended policy,” said
board President Georgia Jack.
While uncertainty lingers over who
ultimately will make a decision on
the proposed name change, Jack said
the district’s direction on the matter

Though several residents stepped forward
in support of the bill allowing greater
housing density and building heights with-
in quarter-mile and half-mile distances of
transit stops and job centers, the bill’s one-
size-fits-all approach was disheartening for
Mayor Diane Papan, who drafted the letter
in opposition of the bill.
Outlining San Mateo’s progress with
building affordable housing and residential
units near major transit hubs, the letter up
for review by councilmembers at their
Monday meeting emphasized the impor-
tance of the local decision-making as the
city strives to boost its housing stock.
Because locally-elected officials have to
weigh land use constraints such as bodies
of water and topographical elements, Papan
wondered how state officials could best
assess where job centers are located and the
fiscal constraints associated with develop-
ing in specific parts of the city, among
other factors that are balanced at the local
level. Papan noted her letter does not come
in opposition to the production of hous-
ing, but instead took issue with the bill’s
proposal to take away local officials’
and how housing is built in the city.
“I want to see it done right for the resi-
dents of this community,” she said. “I think
this body … is in the best position to
assess and to balance out the competing
interests.”
Though Councilman Rick Bonilla agreed
San Mateo has made strides in building
housing, he also acknowledged the severity
of the regional jobs/housing imbalance and
wondered whether city officials should wait
until the bill is amended and heard in
upcoming state Senate committee meetings
before they take a position on it.
Concerned the city could lose an opportuni-
ty to suggest amendments to the bill,
Bonilla, who voted against submitting the
letter, advocated for officials to offer to
work with Wiener, D-San Francisco, and
other state officials instead of opposing SB
50.
“This is something that will continue to
be worked on,” he said. “It’s not finished,
it’s not ready for an oppose or support.”
Councilman Eric Rodriguez — who with
Papan and Deputy Mayor Maureen Freschet
voted to submit the letter of opposition —
said he agreed with the goals of SB 50 and
acknowledged the region needs to do all it
can to build more housing.
But Rodriguez noted many residents are
already feeling the pressure of increased
traffic congestion and a lack of parking
throughout the city, and noted SB 50 would
have to manage those types of issues. He
also acknowledged the city is in the midst
of updating its General Plan, a yearslong
process initiated in 2017 and aimed at set-
ting land use policies that will shape the
city’s future housing, traffic congestion,
open space, noise, safety and conserva-
tion.
Worried SB 50’s one-size-fits-all
approach could prevent San Mateo resi-
dents from having the wide-ranging discus-
sions and community input included in the
General Plan update process, Rodriguez
wasn’t in favor of waiting to weigh in on
the proposed bill.
“To just take that away right now …
that’s going to completely alter the com-
munity discussion,” he said. “It’s really
hard for me to say ‘let’s wait’ when at the
core of it, it’s bad for San Mateo.”
Councilman Joe Goethals, who abstained
from voting on the letter, said he agreed
with the principles of SB 50 but also took
issue with the loss of local control pro-
posed in the bill. Goethals supported
amending the letter to limit councilmem-
bers’ opposition to the current version of
the bill in case it is amended in a way that
addresses their concerns.
“Our job is land use, our job is to make
our community what our residents want it to
be,” he said. “That’s something that SB 50
violates and we want to make sure we main-
tain that local control.”

“The underlying premise, for me, cannot
be cured by amendment,” she said. “I think
land use has been under local control for a

In other business, the council approved
modifications to the design and landscap-
ing of a project to upgrade the wastewater
treatment plant bordered by Detroit Drive,
Joinville Road and Leslie Creeks. Due to
the increasing cost of construction, offi-
cials proposed reductions in the size of an
administrative building and the treatment
structure that do not reduce the treatment
capacity of the new facility. The adminis-
tration building was moved to north of
Detroit Drive in the plans so an existing
compressed natural gas fueling facility
would not have to be moved on the site, and
the proposed pedestrian route around the
facility is expected to remain the same.
They also approved a $108,124 agree-
ment with Neology, Inc. to purchase six
automated license plate readers for the San
Mateo Police Department. Nearly $73,000
of the funds for the six devices expected to
assist in solving crimes and providing evi-
dence to prosecutors came from funds
derived from Measure S, the city’s quarter-
cent sales tax.

Macron: France to rebuild Notre Dame ‘even more beautifully’

PARIS — French President Emmanuel
Macron pledged Tuesday to rebuild Paris’
beloved Notre Dame Cathedral “even more
beautifully” after a raging fire destroyed its
spire and its roof but spared most of the
structure, including the church’s twin
medieval bell towers.
Macron said he wanted to see the renova-
tion of the beloved Roman Catholic architec-
tural landmark completed within five years.
“We have so much to rebuild,” Macron said
in a televised address to the nation. “We will
rebuild Notre Dame Cathedral even more
beautifully. We can do it, and once again, we
will mobilize (to do so).”
Authorities consider the fire an accident,
possibly as a result of restoration work at
the global architectural treasure that sur-
vived almost 900 years of tumultuous French
history but was devastated in the blaze on
the second day of Holy Week.
Paris prosecutor Remy Heitz said the
inquiry into the fire would be “long and com-
plex.” Fifty investigators were working on
it and would interview workers from five
companies hired for the renovations to the
cathedral’s roof, where the flames first broke
out.

splendid cathedral that has watched over the

The Crown of Thorns, regarded as Notre
Dame’s most sacred relic, was among the
treasures quickly transported after the fire
broke out, said Deputy Mayor Emmanuel
Gregoire. Brought to Paris by King Louis IX
in the 13th century, it is purported to have
been pressed onto Christ’s head during the
crucifixion. Also saved was the tunic of St.
Louis, a long, shirt-like garment from the
13th century, said Culture Minister Franck
Riester.
The cathedral’s famous 18th century organ
that boasts more than 8,000 pipes also sur-
vived.
“The works of art, the most precious treas-
ures were secured last night,” Riester told
reporters, thanking teams from city hall, the
culture ministry, firefighters and the bish-
opric who worked to save the items.
