Subject: Violation of Section 30(b) of Indian Veterinary Council Act, 1984

Respected Sir,

As above cited subject it has learnt that Government of Maharashtra vide its order
2013/Q38(Part I/padm-I dated March 08, 2019 has promoted Assistant Livestock
Development Officers (who are diploma holders) to Livestock Development Officers (Class-
B). These promoted personal will now be confused as doctors by farmers and it entitles them
to do treatment and surgeries. This is violation of the Section 30(b) of IVC Act, 1984 wherein
it is clearly stated that no person other than a registered veterinary practitioners shall hold
office as Veterinary Physician or Surgeon or any other like office (by whatever name called)
in Government or in any institution maintained by a local or other authority. Any violation to
the same is a cognizable offence and necessary strict action should be taken against erring
officer and orders for their promotion should be withdrawn.

Also, the law by which they are promoted is three decade old when registered
veterinary professionals were not available as it was ordered by honourable High court bench
at Aurangabad on 06.06.2018. This promotion order is against the order of High Court and it
shows disobedience by the competent authority towards the same.

Again we would like to bring it to your attention that nowadays graduate (B.V.Sc&
AH) and postgraduate (M.V.Sc) personals from different streams of veterinary are providing
quality veterinary services viz treatment and extension to the farmers’. The step of promoting
non qualified personnel to higher post is mockery of the animal husbandry sector of the
Maharashtra State and putting the state Govt. in an awkward position.

The ICAR- Indian Veterinary Research Institute Students Council strongly condemns
this decision of promotion of ALDO’s to LDO (Class B). We Support the demands of
Maharashtra Veterinary Students Association (Action Committee). We request your honour
immediately to intervene and withdraw the said orders so that sanctity of the IVC Act, 1984
is maintained.
