FOREWORD

Motorway Police was established in November, 1997


under the auspices of Ministry of Communications for
traffic regulation on Motorways.

No doubt, in today’s world, transportation is deemed


the backbone of global economy. It has changed the
pace of employment, trade, business, family life and
health care, bringing unlimited benefits that were
unimaginable some 100 years ago. However, the
price we are paying in form of road accidents is
much higher than any other disease or catastrophe.
Statistics reveal that every year, thousands of people
die in accidents in Pakistan. Road traffic injuries
cause emotional, physical and economic burden. In
any developing country like Pakistan, young road
users of the ages 15 to 40 years are particularly
more vulnerable to accidents. Moreover, accidents DR. SYED KALEEM IMAM
are a huge burden on the economy particularly for TI, QPM, PPM, UNPM

The economic cost of road accidents and injuries is estimated to be over 100 billion rupees
for Pakistan. However, the loss is more than just numbers, as road traffic injuries push
many families into poverty by the loss of their breadwinners and inflict a tremendous
continuous burden on the disabled victims and their families; and also on the health care
system.

In order to ensure road safety in Pakistan, National Highways & Motorway Police is striving
hard. Accidents analysis for the year-2016 has been carried out and accordingly accidents
prevention strategy comprising extensive remedial and curative measures has been
formulated. The salient features of the accidents prevention strategy include Road Safety
Seminars/Workshops, Regular meetings with owners/managers of Transport companies,
establishment of Road Safety Institutes all over the country, training/refresher courses of
the drivers at work places and verification of Driving Licenses of drivers especially PSVs.

The strategy also contains the assessment of vehicles’ safety standards and road
worthiness. Being an advisory body, National Highways & Motorway Police also facilitates
the sister organizations i.e. NHA, FWO, PRAAL with regard to Planning, Development and
Maintenance of road infrastructure with special focus on road safety. Training is the
foundation of a discipline force and accordingly special focus is laid on training ecology,
which comprises of extensive physical, psychological & technical skills, capabilities, and
attitudinal changes to prepare them for upholding the values established by NH&MP as well
as to enable them to perform the duties assigned to them.

NH&MP stand indebted to Ministry of Communications, NHA and FWO for all their support.
I would also like to thank my team of officers namely Mr. Fazl-i-Hamid (AIG Operations),
Mr. Badar-ul-Hassan (Computer Programmer) and Ms. Talbia Jamil (Asstt. Computer
Programmer) who have worked diligently to develop the first ever Annual Policing Plan of
NH&MP.

1 HISTORY OF NH&MP
In the year 1997, reforms were brought in the history of policing in Pakistan and a modern,
proficient and efficient police force was raised for traffic management and order on
Motorways (M-2). There were more critics than supporters because of the failure of
previous attempts made in this regard. The professional policemen believed that it was not
possible to improve the working of practicing Police.

This emerging new force was a u-turn and a complete transformation of police culture,
therefore the pleasant change in no time earned the respect and appreciation of the public.
Initially there were no fresh recruitment and all the officers were taken from the police
setups of different provinces and were put under intensive training and motivational
programs. All efforts were made to mould this force as true public servant. The result of this
great venture astounded everyone. Another surprising change observed that the same
officers, who were involved in heinous malpractices in the provinces, became noble, honest
and efficient. It was thus concluded that through proper training, guidance, by providing
compatible working conditions and taking care of some basic human needs, this miracle
was possible.

The government in recognition of excellent performance of Motorway Police, decided to


expand its network to National Highways, which initially operated on the Peshawar-Karachi
National Highway (N-5). Thus the nomenclature of the department was changed from
Pakistan Motorway Police to National Highways and Motorway Police (NH&MP).

This decision again brought out criticism and certain orthodox statements. Critics visualized
certain failures of this new department regarding policing on N-5. The apprehensions were
logical when taken in to consideration the complexity of the traffic, attitude of drivers and
behavior of the pedestrians, on the highways of Pakistan. Again the task was a difficult one
and the hard earned, goodwill and pride, was at stake. NH&MP commenced policing on
N-5, with effect from June 2001 but despite of all fears it proved to be successful. With this
success, the government further decided to handover all the federal highways of Pakistan
to NH&MP in phases.

Today, by the grace of Allah, NH&MP is the only institution, whose efficiency is being
praised by people from all walks of life. From the very outset, NH&MP has earned support
and confidence of general public. Perhaps for the first time in the history of Pakistan, a
police force is being lauded for its honesty, integrity, behavior, help and public service.

In the National Accountability Bureau (NAB) report for the year 2002, NH&MP was reported
to be the only corruption free department in the country. The then Prime Minister of
Pakistan Mr. Shaukat Aziz also declared this force as “The Island of Excellence”.
Transparency International has included NH&MP among the corruption-free departments of
the world.

Now people are demanding that this department may be declared as a model and this
experiment may also be replicated to other departments. Initially, the experiment has
already been replicated in the shape of Islamabad Model City Traffic Police and Punjab
Traffic Wardens, who have been trained by NH&MP.

2 INTRODUCTION
National Highways & Motorways Police (NH&MP) has been established under Section-90
of National Highway Safety Ordinance (NHSO)-2000. Initially, it started its operations on
Islamabad-Lahore Motorway (M-2), as a modern, educated and specialized force, in order
to ensure the safety of road users on the Motorway. In a short span of time, the force
received a lot of appreciation because of its polite behavior and strict application of law. On
successful policing at M-2 by NH&MP, the Government decided to expand its jurisdiction up
to entire National Highways. Presently, NH&MP has been deputed for enforcement on
Motorways (M-1, M-2, M-4 & E-35) and Highways Peshawar to Karachi (N-5), Karachi to
Gwadar (N-10), Lyari Expressway, Gwadar to Quetta (N-25) and IMDC (Islamabad-
Muzaffarabad Dual Carriageway N-75).

ORGANIZATIONAL STRUCTURE
The National Highways & Motorway Police (NH&MP) is headed by the Inspector-General of
Police (IGP) who is assisted by eight Deputy Inspector-Generals (DIGs), each in charge of
a separate Zone:-
i. DIG (Headquarters), Islamabad.
ii. DIG (Operations & Evaluation), Islamabad.
iii. DIG (Motorway Zone), Islamabad.
iv. DIG N-5 (North Zone), Islamabad.
v. DIG N-5 (Central Zone), Lahore.
vi. DIG N-5 (South Zone), Karachi.
vii. DIG West Zone, Quetta.
viii. DIG/Commandant, Training College, Sheikhupura.

Each Zone is divided into 3 to 4 "Sectors" each headed by a SSP/SP. Each Sector is
divided into 4 to 5 "Beats" each headed by a DSP (BS-17). Currently, 16 sectors and 63
Beat offices are operational.

For policing purposes, the national highways and motorway network is divided into the
following five operational Zones as under:
