Executive Order No. 10


Series of 2018

“AN ORDER REORGANIZING THE BARANGAY GENDER AND DEVELOPMENT FOCAL POINT SYSTEM
(GFPS) OF THE BARANGAY LA UNION.”

WHEREAS, the Local Government Code of 1991 mandates all local government units to promote and
ensure the general welfare of everyone within their territorial jurisdictions hereby upholding the rights
of every constituents to access in all aspects of development and to enjoy the quality basic services and
facilities;

WHEREAS, the Philippine Government enacted the Republic Act 9710, otherwise known as the “Magna
Carta of Women” which promotes equality of both women and men by virtue of their inherit dignity as
human persons, and recognizes full potentials of woman as equal partners of men in socio-economic
development;

WHEREAS, RA 9710 recognizes that mainstreaming Gender and Development (GAD) perspective in the
local development policies, plans and programs will provide ample opportunities of woman to enhance
and develop their skills, acquire employment and contribute to the development and upliftment of their
families and communities to the fullest of their capacities;

WHEREAS, the Joint Memorandum Circular (JMC) No. 2013-01 issued by the Philippine Commission on
Women, Department of Budget and Management, National Economic and Development Authority, and
the Department of the Interior and Local Government, provides guidelines for the localization of the
Magna Carta of Woman;

WHEREAS, Joint Memorandum Circular (JMC) No. 2013-01 in consonance with IRR of the RA 9710
mandates the creation/strengthening of the BLGU GAD Focal Point System, and prescribes its
composition to sustain facilitation of the LGU’s effort on mainstreaming gender perspectives in the local
governance;

NOWTHEREFORE, I, BALTAZAR V. MACEDA JR., Punong Barangay of this barangay, by virtue of the power
vested upon me by law, do hereby strengthen the composition of the Barangay Gender and
Development Focal Point System (BGFPS) of the Barangay La Union, Cabadbaran City, Agusan del Norte.

Section 1. Barangay Gender and Development Focal Point System


(Barangay GADFPS)

The Barangay GAD Focal Point System shall be composed of the following:

Co-Chairperson: HON. NELITA E. CEMPRON, Committee on Education & Appropriation
GAD Focal Person: HON. ARLENE E. UMBA-AD, Committee on Social Services, Womens,
Solo Parents.
Members:
Hon. Annie E. Caspe – Committee on Tourism
Hon. Leyton Rez N. Cepeda- SK Chariman
MIRALYN G. ALCAREZ- Barangay Treasurer
ARLENE E. UMBA-AD-Vaw desk officer
MARITES POCOPOCO- Barangay Nutrition Scholar
VICTORIANO SIMAN SR.- CVO CHIEF
GLORIA CUBILLAS- Day Care Worker
GLORIA BELLO- Day Care Worker
JANICE D. LINGERAS Day Care Worker

Section 2. Duties and Functions of the Barangays GADFPS.

The Barangay GADFPS shall ensure and sustain the barangay’s critical consciousness and support
on women and gender issues. The committee shall take the lead in mainstreaming the GAD perspectives
in the program, policies, projects, activities and processes. Moreover, the Barangay GADFPS shall
perform specific function as follows:

1. Take the lead in assessing the policies, strategies and programs of the barangay
government based on the priority needs and concerns of its employees and
constituency;
2. Facilitate the gender mainstreaming efforts of the municipality through the GAD for
the planning and budgeting process;
3. Lead the preparation of the annual GAD Plan and Budget of the barangay in
response to the gender issues of its women and employees constituencies;
4. Lead in monitoring the effective implementation of the annual GAD Plan and
Budget, GAD code and other GAD related policies and plans;
5. Lead in the strengthening linkages with other barangays, concerned agencies or
organizations working on gender and development; and
6. Lead the preparation of the barangay’s Annual Accomplishment Report on GAD
programs, projects and activities.
7. Assist in the establishment and maintenance of gender responsive database
management system;
8. Spearhead, assist and monitor the implementation of GAD programs and projects;
and
9. Perform such other related as may be directed by the GAD Executive Committee.

Section 2. Secretariat

The secretariat/administrative support services to the Barangay GADFPS shall be


provided by the Barangay Secretary. Its duties and functions include the following:

1. Provide administrative assistance and logistics support in the conduct of meeting,


seminars and training;
2. Take the minutes, documentation of the meetings, conferences for a training and
seminars;
3. Consolidate various GAD reports prepared by the Barangay GADFPS; and
4. Perform such other related functions.

Section 3. Effectivity.

This order shall take effective immediately.
