1 INTRODUCTION
1.1 This method statement describes the characteristics and general scope of works for
the setting out on actual location, installation & modification works for Raceways,
and other related activity. Inform all concerned supervisors including workers the
value and importance of the processes require for this activity prior to
implementation.
1.2 The purpose of this document is to provide a guideline for the above mentioned work
and to ensure that the works are performed in a safe, professional and controlled
manner and implemented in compliance to the project specifications and drawings.

2 LOCATION/IDENTIFICATION OF THE WORK


2.1 This method statement is applicable for Building 7961 – Combined Workshop as part
of project Modifications of Existing Building to Accommodate Rafale Temporary
located at Al Udeid Air Base.
2.2 The works will be carried out by ICGM under the supervision of Gulf experienced
Foreman, Supervisor and Engineers.
2.3 The scope of works in this method statement are as follows:
Installation and refurbishment works for :
 GI Conduit
 PVC Conduit
 GI Back Boxes
 Cable Tray & Trunking

3 PERMITS AND LICENSES REQUIRED


3.1 Permit to work (PTW) required for this activity like Working at Height shall be
obtained by the Contractor’s Site Engineer/Supervisor involved in conjunction with
HSE Officer prior to start the works.
3.2 The Contractor shall carry out the required activities without interfering with air base
activities. The Contractor field team shall keep a copy of all the necessary access
permission to sensitive areas during works.

4 SPECIFIC OCCUPATIONAL HSE ISSUES


4.1 Risk assessment and control measures are to be undertaken showing risk assessed and
controls which need to be carried out by the site crew. The HSE department and safety
supervisor shall closely monitor the construction activity and ensure that safety practices
are implemented and precautionary control measures are taken.
4.2 A mandatory requirement of using Personal Protective Equipment (PPE) as part of
workplace policies and practices are always implemented during the construction
period. During the works, Contractor shall monitor all the activities from time to time
to make sure the safety of all the workers.

4.3 Pre-task briefing to the personnel involved in the activity through regular toolbox talk
to discuss salient points in the MS. Supervisory Staff including Engineers are to be made
aware of this MS by providing them a copy once approved.
4.4 In the event of an emergency, all workers shall assemble at an area which will be
allocated by a post sign and wait for further instructions. This point will be marked with
a sign as “ASSEMBLY POINT”. The site engineer and the HSE officers can assist
employees and point them to “ASSEMBLY POINT”.

5 ENVIRONMENTAL ISSUES
5.1 All work will be undertaken to limit impact to the environment. Any incidents will be
reported to site management. Every effort will be made to keep noise, dust and waste
levels to a minimum. Also proper ventilation, heat and humidity levels should be
maintained throughout entire building.
5.2 During work the area will be kept clean and tidy and at the finish of work all areas will
be swept, and unused materials will be placed in skips as directed by site management.
Any hazardous materials or substances shall be disposed-off outside the limits of
government controlled area.

6 QUALITY ISSUES
6.1 Only approved materials will be delivered on site according to the approved material
submittal. Materials will be inspected through material inspection request and has to be
approved prior to work commencement.
6.2 Daily monitoring of all operations will be undertaken by the Site Supervisor taking any
necessary action and informing the office of non-compliance and ICGM will investigate
and rectify immediately. Corrective actions and disciplinary actions are always
recorded.
6.3 All equipment intended to be used for all activities shall be properly checked and
inspected before use. Work shall be carried out by the competent persons in order to
obtain a good quality of works to the satisfaction of the Engineers.
6.4 Contractor shall engage qualified QC Personnel / Site Engineer who shall ensure that
the installation work is carried out according to QA/QC Plan. He shall be responsible
for maintenance and submittal of all required reports and relevant QA/QC documents.
6.5 Installation works will be inspected through inspection request and to be approved by
the QECE Engineer.

7 RESPONSIBILITIES
The site operation activities and control are executed by the following, with their
corresponding roles and supervision responsibilities:
7.1 Construction Manager: He is responsible for the overall management of the work and
control of his coordinating staff for the execution of the work.
7.2 QA/QC Manager: He shall responsible for ensuring the quality standards of the works.
7.3 Site Surveyor: He is responsible to determine the required levels and lines.
7.4 Site Engineer: He shall responsible for on-site activities. Monitor and follow the
schedule and quality requirements with strict compliance of HSE requirements.
7.5 QA/QC Engineer: He shall be responsible for ensuring the quality standard and
coordinate with Consultant for stage inspection as related to Inspection & Test Plan.
7.6 HSE Officer: He shall be responsible for monitoring the activities, to ensure safe system
of work are followed, the required precautions implemented.

8 SEQUENCE OF WORK
8.1 Site Planning & Preparation:
 Prior to commencing the modification works the following documentations will be
submitted and shall be approved;
 Method Statement
 Work Permit
 Safety briefing and to identify the electrical hazards while working.
 Obtain work permit procedures if working in energized area.
 Determine the staffing required and assign tasks to team members.
 Site Superintendent will coordinate with the authorized department/person to keep
them fully informed as to the schedule, nature and scope of works to be undertaken.
 Engineers, supervisor and staff who will be involved in the activity should be familiar
with safety awareness before work commences.
 All HSE documentations shall be prepared and submitted and should be approved
before the modification works will proceed.
 Working area to be barricaded as safety precaution. In addition, around the area signs
will be affix to inform of ongoing activities and to prevent access. The HSE Manager
and Safety Officer will monitor to avoid unauthorized access during works.
8.2 Refurbishment Works:
 Refurbishment works shall be carried out based on the schedule in accordance with
the project schedule and contract specification. The purpose of these activities is to
upgrade the existing facilities as per the contract document.
 Installation & general maintenance of electrical services mentioned on the scope of
work has to be conformed in accordance to the contract specification.
 Installation of electrical services shall be in accordance with the project specification
and manufacturer’s written installation instructions.

8.2.1 Check Condition:
 Check on site which area possible to make temporary stock yard before shifting waste
materials and disposed out of the site.

 Worksite and working area was carefully checked and examined by the
Supervisor/Foreman in-charged.
 Manpower and equipment/tools needed are properly allocated as per actual site
condition.
8.2.2 Work Preparation:
 Perform such work only after reading and understanding this method statement and
other related documents.
 All the materials/equipment shall be in compliance with the project specification and
shall be ready on site and inspected by the QECE Engineer before start installation
as per scope of works.
 Safety measure and precautions shall be taken into consideration as per Safety
Guidelines.
8.2.3 Voltage Test and Power Shutdown:
 If any shutdown required LOTO permits will be obtained before any works within
electrical rooms or on circuit connected to electrical rooms.
 The Voltage Test verifies the alternating current running on the line to power-up the
system. By using multi-tester, identification of voltage will be shown if the line is
ON and this equipment will give the reading of 240 volts between phase to neutral
or 415 volts on phase to phase. Multi-tester equipment designed to secure safety upon
removal of existing mechanical equipment such as; air-condition, water heater
including all associated equipment with power supply, etc.
 With the use of a multi-tester determine the alternating current on individual cable.
The display on the multi-tester should show a NO current of approximately 0 volt. If
the voltage is significantly higher than this, it is needs to be check the main isolator
carefully to make sure it is OFF prior to start the work.
8.2.4 Pre-Installation activity:
 Approved shop drawings will be obtained before the start of installation.
 Approved Method Statement will be obtained before starts the work
 All site personnel will be properly trained and experienced in the scope of works
being asked of them.
 All site personnel will complete all required site safety inductions.
 Materials will be accompanied by delivery notes, palletized and securely strapped
for subsequent storage in designated areas. Storage is arranged to allow separately
identifiable stored materials.
 Electrical fittings and accessories will be stored under cover and be protected from
moisture, damage and distortion.

 Issue Work Notification and Project Mobilization Notice.
 Ensure all constraints to site operations have been identified and overcome.
 Arrange all necessary personnel, tools and services as required for the works and
ensure lighting and access arrangements are in place.
 Where further information / clarification in respect of contract drawings are required
the matter shall be referred to the Main Contractor by means of a Site Clarification
Request
 Implement employee induction procedures and Tool Box Talks for ongoing risk
assessments and identification of hazards.
 Safety inspection will be carried out and any specific safety measures have to be
followed as applicable and all safety measures to be covered as per the project safety
plan.
 Where ever a special work permit is required it will be gained before commencing
that particular work
 All power tools will be checked for defects and faults. Where any defects are
identified the tools will not be used until such times as they are repaired, reinspected
and approved.
 Ensure all constraints to site operations have been identified and overcome.

9 INSTALLATION METHODOLOGY:
 This installation methodology is applicable to all Electrical Lighting, Power &
Special systems fire alarm system Raceways containments and boxes.

9.1 GI conduit installation on walls & ceilings etc:


 Check the route of conduiting to make sure that it is free from debris and obstruction
of any other activity.
 Arrange scaffolding of sufficient height which is checked by scaffolding
inspector/safety officer before using the same for installation.
 Mark the reference points on wall/ column as per ME & architectural approved
drawings.
 Identify the circuit start point and end points to mark the conduit route as per
approved drawings.
 Make hole in wall/concrete using drill machine for rawl plug, fix rawl plug inside
hole and then.
 Standard junction or adaptable boxes shall be provided at all junctions and at sharp
changes of direction in addition to any special positions where they are required on
Site. Inspection couplers may be used in long runs to facilitate drawing in cables.

a. With anchor support:


 Conduits are to be used for exposed installations over false ceilings when the
false ceiling is used as return plenum.

 Containment support system shall be as approved shop drawings and project
specification.
 Containment support system shall be as approved shop drawings.
 Exposed GI/EMT conduits in unfinished areas shall be installed accurately in
line and level.
 Use recommended and approved hangers & supports as per site condition and
approved drawing & project specification. Remove sharp edge of cut length of
conduit by filing.
 Fix threaded rod every 1200mm meter span as per the approved drawings
 Thread rods of the appropriate size shall be cut and fixed by using bolts, nuts
and washers. Approved type of pipe support I Hanger will be attached to the
threaded rods, clamp, nuts and washers will be installed as well as maintain the
ceiling height.
 Anchors, expansion joints, swing joints and/or expansion loops shall be provided
so that piping may expand and contract without damage to itself, equipment or
the building. Expansion, Contraction joints will be provided wherever
applicable.

b. With saddle support


 Make hole in wall/concrete using drill machine for rawl plug, fix rawl plug inside
hole and then fix base of saddle by screw every 1200mm for fixing the GI/EMT
conduit & 200 mm before pull box.
 Use recommended and approved GI/EMT conduiting & bends as per site
condition and drawing. Remove sharp edge of cut length of conduit by filing.
 Install conduits and all accessories as per approved shop drawing and tight with
saddle and screw, make joints using threaded fittings.

 Installation of GI/EMT conduits shall be checked by internal quality engineer as per


drawings and quality of installation before offering consultant client for inspection.
 Conduits are not to cross pipe shafts, vents or opening.
 Conduits on walls are to be run neatly, horizontally or vertically.
 GI flexible conduits shall be used to make connections from un accessible location
and end connections to terminal boxes.
 All pull boxes, junction boxes fixed on the wall in the route of GI/EMT conduit shall
be provided with GI cover after pulling the wires.

9.2 PVC Conduit Installation:

 Ensure that the interior trades have finished ply/post tension work on the floor.
 Arrange the approved shop drawings for the area of installation.
 Mark the Electrical points on the floor, as per approved Electrical Layout and fix
floor box.
 After completing the first layer of steel, start PVC conduiting work with different
sizes of conduit based on electrical system requirements and as per drawings.
 Avoid the overlapping of conduits and keep some distance between the conduits for
low current and power/Lights.
 After completing the work, tight the conduits with binding wire and mark the circuit
numbers.
 Identification for the raised conduit in floor to be done for power, TV and telephone
systems and closing the mouth of conduit with the help of masking tape.
 The site Engineer/Foreman should check the proper size of conduit and circular box,
opening size in both Electrical and Telephone room and be sure the work is
completed as per approved Electrical shop drawing.
 Before the concrete pouring the PVC conduit installation to be inspected and
approved by consultant/client/contractor.
 During concrete pouring, keep electricians for taking care of conduit to avoid any
damage by others or dislocation of joints.
 Raceways/conduits penetrating through fire rated wall shall be than sealed off by
approved QCDD sealing material.
 Containment color coding as per approved specification shall be followed.
 Raise WIR for every completed section of work prior to proceed to the next course
of activity.

9.3 GI back box installation:

 Check the required reference markings are available for FFL (finished floor levels).
 Mark the location of switch/socket and conduit route on proper height based on
approved shop drawing.
 Ensure the box size and accordingly cut a bit larger size of box in marked place of
gypsum partition with sufficient depth.
 Fix the GI Metal box of appropriate size and level with the help of spirit level.
 The bottom portion of box should match the marked level as per consultant approved
height for switch/socket
 In gypsum wall fix the box properly with the support with screw, insert the required
lengths of conduits on their paths. After setting of box connect the dropped conduits
for switch/socket to the box.

 Make sure the conduits are not visible from outside their route which could lead
improper plastering.
 Containment color coding as per approved specification shall be followed.
 Before the plastering work raise WIR for every completed section of work prior to
proceed to the next course of activity.

9.4 Cable Tray Trunking Installation Method:

 Ensure that the existing cable trays are being used prior to install new as per site
requirement, if existing cable tray or trunking fill capacity not achieve new tray will
be install.

 Ensure that the work area is ready and safe to start the installation of cable tray,
trunking & cable ladder.
 Ensure the installation of cable tray, trunking & cable ladder are carried out in
accordance with manufacturer's installation recommendations, requirement of
approved material & standards project specification to ensure that installation
complies with requirements.
 Prior to start the installation, refer to the approved shop drawings & coordinated
drawings related to the area of installation
 Site Engineer / Site supervisor has to ensure all interior works are completed for the
area of installation and released, cleared by interior section to proceed on with cable
tray, trunking & cable ladder installation. Also the work area should be clean and
safe to take up activities.
 Mark and line out the route of Cable Tray, Trunking & Cable Ladder as per approved
shop drawings & coordinated drawings with marking threads.
 Level threads shall be installed & adjusted to above the level of ceiling or drop beams
wherever the trunking job is being carried out.
 Containment support system shall be as approved shop drawings and project
specification
 The route of Cable Tray, Trunking & Cable Ladder to be coordinated with other
services.
 Minimum space from the building structure and other services to be maintained to
facilitate easy handling and maintenance of cables.
 Supporting G.I channels shall be suspended from the sofit slab using GI threaded
rods, GI washers and GI nuts at regular intervals not more than 1.2 meter between
the supports all as per the project specification and approved shop drawings.
 Cable Trays and Trunking shall be fixed with metal bracket at an interval of 1200mm
or less as per manufacturer recommendations and at 250mm from bends, intersection
and termination points with GI Springs nuts and washers.

 Expansion connections shall be made wherever Cable Tray and Trunking are
crossing building expansion joints.
 All straight joints, bends and offset connections shall be made neatly using
manufacturer's standard fittings. Only where these are inadequate fabricated one shall
be used.
 Cut portion of Trays and Trunking, GI channels to fabricate the required size and
shape shall be made free of sharp edges and coated with zinc rich paint.
 Tray and Trunking joints are to be positioned as close to the supports as possible.
 Install copper earth bonding straps externally between all length of Cable Tray,
Trunking & cable ladder and provide a copper bending straps across each joint; fixed
with independent mushroom headed electroplated bolts, nuts and serrated washers.
 Ensure bonding of all the trays & trunking, tray systems are connected to main
earthing system at the nearest point to the main earthing terminals.
 Cable raceways termination to electrical panel board shall be by means of conduit
and not directly by cable trunking or enclosure.
 Raceways/conduits penetrating through fire rated wall shall be than sealed off by
approved QCDD sealing material.
 Containment color coding as per approved specification shall be followed.
 Raise WIR for every completed section of work prior to proceed to the next course
of activity.

Cleaning and Protection


 Upon completion, clean exposed surfaces of doors and frames thoroughly. Remove
mastic smears and other unsightly marks.
 Wire brush rusted frames until rusts is removed. Clean thoroughly. Apply an all-over
coat of rust inhibitive paint of the same type used for shop coat.
 Protect doors and frames from damage. Repair damaged doors and frames prior to
completion and acceptance of the project or replace a new one.

10 RESOURCES

10.1 Workforce:
 Supervisor/Foreman – Supervise the work in accordance with the method
statement
 Skilled Woker/Trained Installer – Lead the installation works
 Unskilled Worker/Helper – Assist the installer during installation works
 Equipment Operator – To operate the machine/equipment use for the works
 Electricians / Mechanics / Scaffolders – Assist during work progress
 Driver – For delivery of materials on site
