Subject: Disparity in leave policy of teaching fraternity – Reg.

Sir,

With reference to the above cited subject, we the Heads of the Departments wants to bring into
kind notice that there is a huge disparity in the leave policy of teaching fraternity as compared to
non – teaching members working on regular basis in our University. The following table depicts
the same:

Total Leaves / annum

S. No. Leave Type
Teaching Non - Teaching
1 Compensatory Leave 12
2 Restricted Holiday 03
30 (Leftover to be lapsed at
3 Vacation Leave Nil
the end of each year)
30 (Leftover to be
4 Earned Leave Nil
transferred to the next year)
(02 to 05 Yrs.-10 days), (06 to 10 Yrs.-30 days), (11 to 15
5 Medical Leave
Yrs.-60 days), (16 onwards.-120 days).
Upto 26 weeks only after the completion of three years
continuous services in university to the regular employees
6 Maternity Leave
with prior approval after the submission of the required
medical documents.

The above table clearly indicates the major flaw in the leave policy wherein non – teaching staff
is getting more benefit than teaching staff. The following are the issues:

1. A teaching faculty can only avail a VL at the end of the semester. Leftover VL will get
lapsed. On the other hand, non – teaching staff members enjoys the perk of EL which can
be availed anytime of the year and also they have a privilege of having the leftover EL
transferred to the next year. This gives an indication that the non – teaching staff is more
hard working and dedicated and University HR department have found a unique way of
encouraging them. EL in reputed Universities are provided to non – teaching on a
condition that they works on Saturdays while teaching staff gets Saturdays off. Also
teaching staff all across India gets 60 VL wherein, remaining VL are converted into
EL at a ratio of 2VL = 1EL and transferred to the next session.

2. Any faculty who joins the University does not have a privilege of VL till the completion
of one year. This means that, if someone joined in the month of August 2018, the
person is not entitled to any VL till the month of December 2019. Teaching is a
profession which requires efforts apart from class teaching only. A faculty needs to
prepare lecture before delivering them and have to conduct other academic supporting
works viz. question paper setting, answer scripts checking etc. However, none of these
were probably considered by HR Department while fabricating the leave policies.

3. The leave policy prepared by the HR department is unique in its own way and
seems to be prepared in a manner to give benefits to non – teaching staff members
only.

Kindly intervene into this matter as earliest as possible as these are non favorable leave
policies for teaching fraternity and gives a negative impression amongst faculty members.
