EXECUTIVE ORDER NO.1

Series of 2012

“AN EXECUTIVE ORDER REORGANIZING THE MUNICIPAL ANTI-DRUG ABUSE COUNCIL

(MADAC) IN THE MUNICIPALITY OF DIMATALING, PROVINCE OF ZAMBOANGA DEL SUR.”

WHEREAS, Section 16 of the Local Government Code of 1991 provides the Local
Government Units shall pursue undertakings to improve public morals and maintain peace and
order among other significant concerns;

WHEREAS, the increasing use of illegal drugs has contributed much to the incidence of
heinous crimes, thus, there is an urgent need to address the problem in order to effectively
ensure community peace and harmony;

WHEREAS, to combat drug addiction, DILG Memorandum Circular No. 98-227 dated
December 2, 1998 was issued mandating the Local Government Units (LGUs) to create the
Municipal Anti-Drug Council;

NOW THEREFORE, I, HANIEL C. BAYA, Municipal Mayor, Municipality of Dimataling,

Province of Zamboanga del Sur, do hereby reorganize the Municipal Anti-Drug Abuse Council;

Section I. Title. REORGANIZATION OF MUNICIPAL ANTI-DRUG ABUSE COUNCIL.

Section II. COMPOSITION. The reorganization of Municipal Anti-Drug Abuse Council

shall be composed of the following:

Chairman : HANIEL C. BAYA -Municipal Mayor

Vice-Chairman : PINSP JAKE P. CAPITLY -Chief of Police

Members
: Hon. Momar M. Dris - SB Member, Chairman on Peace and Order
: Engr. Josiah Nathan de Aquino -Municipal Budget Officer
: Mr. Noel N. Pamplona -MLGOO - DILG
: Dr. April Suzette Gladys Rose S. Exile -Municipal Treasurer
: Hon. Mar Han A. Baya - SK Federation President
: Mrs. Zenaida N. Butito - MSWDO
: Hon. Yolegario R. Albarico, Jr. - Municipal Liga President

Section III. FUNCTIONS AND RESPONSIBILITIES. The Municipal Anti-Drug Abuse

Council shall perform the following functions and responsibilities:

1. Serve as focal point through which various organizations and individual, work
together cooperatively in the planning, implementation and evaluation of drug
abuse prevention;
2. Provide for an effective mechanism for the coordination of existing services and
programs and those which might developed in the immediate future;
 3. Provide for a mechanism to obtain fund, volunteers, facilities and technical expertise;
and
4. Perform other related responsibilities that maybe assigned by the competent
authorities.

Section IV. EFFECTIVITY. This Executive Order will effect immediately and shall be in
full force unless and until revoked for a cause.

DONE in the Municipality of Dimataling, Zamboanga del Sur, this 23rd day of July,
