1.0 Dismantling of crude tank

a The detailed scope of work comprises cutting and removal of all components of tank no.
D-10'1-1. Shell plates, bottom plates, floating roof, pontoon, foam dam, foam seals, roof
drain, deck, wind girders, stairways, roof ladder, buoys and any other associated
structural, platforms, foam and cooling water system, steam coil with support and all
other tank components which may not have been mentioned here and take out the
entire dismantled material (non-salvageable) to out of refinery premises after
purchasing the same as scrap.

b. Salvageable materials viz, cables ,valves, control valves (MOV ROV), propeller mixers,
etc Shall be dismantled , transpored and stacked inside refinery premtses as per the
instructions from PETROGAS.

c. Dismantling of the tank shall be carried out by adopting jacking method only
Contractor shall carry out all the activities connected with hydraulic jacking method and
fixtures viz. For dismantling of the tank

d. Removal of pipe supporls like sleepers, breaking of concrete used in pipe sleepers and
carting of the debris at specified location within the refinery premises.

e The scope shall include arranging all tools, tackles, manpower, supervision,
consumables, non-consumables, machinery, transportation etc., and all other relevant
works as per specifications and instruction from PETROGAS.

f. CONTRACTOR shall not proceed with demolition work till the scheme and methodlogy
of demolition is reviewed and approved by PETROGAS.

g The scope of the work will also include any job related to the isolation of tank including
blinding and deblinding of nozzles, manways and clean out doors etc., and connected
pipelines, blanking off tank connected OWS pits by packing with cement concrete and
removing of primary and secondary seals from the tank roof, etc.,

h The scope of job will also include any area preparation by manual cleaning and sand
cleaning i spreading of sand on the tank bottom, decktop, pontoon, buoy etc., and any
other tank component not explicitly mentioned here but required for obtaining hot work
permit including supply of all tools and tackles , sand, labour and any other item
required to complete the job in all respect

2.0 Removal of dismantled "Unsalvageable materials":

All dismantled be removed from refinery premises by

purchasing the material as scrap and disposal of debris within refinery premises as

Following points will have to be adhered during removal of dismantled unsavageable


material outside refinery premises.

All the scrap being taken out of the refinery shall be weighed at the refinery weigh bridge
and shall obtain proper gate pass from engineerin-charge before leaving the refinery
premrses.

All the material going outside the refinery shall go out with gate pass duly approved by
eng ineer-in-charge.

Contractor to adhere to CISF security rules all the time during the contract period.

o 3.0 dismantling Procedure

Entire work of demolishing and dismantling shall be carried out very carefully. Prior to start
of work, the contractor shall prepare and submit the proposed scheme of demolishing and
dismantling to the Owner/Consultant for their approval.

Contractor shall start the work only after issue of work permit wich shall be issued by
Engineer-in-charge on daily basis. All the works shall be carried out only after obtaining
necessary hot and / or cold work permit as per PETROGAS procedures.

Dismantling shall be done in a systematic manner. All elements shall be carefully removed
without causing any damage"

Dismantled elements/components shall not be dropped from a height or thrown from a

distance so as to avoid damaging the same. Dismantling of elements (fixedby


screws/bolts/hooks etc,) shall be done by taking out the fixtures with proper tools only.
Such flxtures may be cut by sawing or flame cutting , in the event of their being stuck-up
due to rusting etc.

All tools, tackles and equipments used for dismantling work shall be in good condition and

C shall have due certification by competent authority, and have valid date for the use.

Where it becomes necessary to disconnect any existing service line (s) (such as electical,
piping etc.) during dismantling/demolishing operation and where so required by Owner,
suitable alternate arrangement shall be made by the Contractor to maintain the continuity
and proper functioning of the affected service line (s).

Any blinding if required for positive isolation shall be in the scope of contractor.

Only steel scaffolding is allowed for carrying out the work.

All rules regulations, statutory laws, labour laws, safety abd security practices as my be
prevailing or as my be required at the time of execution of the contract has to be strictly
adhered to Contractor shall comply with all laws/statutory requirements including EFPS,
EPFS & ESIC etc., in respect of the person employed.
The contractor shall keep PETROGAS indemnified against all liabilities and responsibilities
arising out of non-compliance of any law/statutory requirement.

4.0 Adherence to Safety Precautions

The contactor shall adhere to safe demolishing /dismantling practices at all stage of work
to guard against accidents, hazardous and unsafe working procedures.

Necessary propping and / or under pinning shall be done for the safety of the adjoining
structures (whose safety is likely to be endangered) before taking up the demolishing and
dismantling work.

Temporary enclosures/fencing, danger lights etc., shall be provided wherever specified by


Owner to prevent accidents.

A I safety rules refinery shall be strictly followed by contractor during the entire job.

I Contractor shall deploy a dedicated safety engineer durtng the job .

Good housekeeping shall be maintained by the contractor during the entire job.

5,0 Methodology

=.e successful bidder shall submit the detailed methology adopting jacking method for
c smant ng of tank for the approval of PETROGAS. A joint Safety Audit (iSA) shall be
ccncucted before handing over the tank to the successful bidder on the safe execution of
lob All the recommendations of JSA shall be binding on the bidder during the work of
dlsmantling & disposal of tank.
