MEMORANDUM FOR: General Persons


THROUGH: General Goodpaster

During Operation Alert 1960, OCDM has requested the broadcast


industry to participate in a nationwide Conelrad drill. A similar test
was held in 1959 on 17 April.

Broadcasting under actual emergency conditions is normally in


three segments, these being Presidential, national and local program -
ing. Last year's test consisted of national and local segments, with a
message from Governor Hoegh consituting the national programing
portion.

This year's test of a system of known reliability would provide


an excellent opportunity for the President to speak briefly on the subject
of Civil Defense. Presidential participation would stimulate public
interest and greatly enhance the value and effectiveness of Operation
Alert 1960.

In order of effectiveness, the following alternatives are proposed:

(I) A five-minute address by the President, live, from one


of the relocation sites.

(2) A five - minute taped message by the President to be played


from one of the relocation sites.

(3) A five-minute address by the Vice President, live, from


one of the relocation sites.

OCDM program personnel and representatives of the broadcast


industry are meeting in Washington on 25 February to discuss the
proposed broadcast.

Attached i a draft of a suggested tatement by the


President on the half hour Nationwide CONELRAD
broadcast which opens Operation Alert on May 3rd,
1960. It ould be helpful in making our plans to
know as soon as possible if the Presid nt will
participate. The proposed script runs between
two and thr e minutes.
