2016 – Viluppuram District - Election Feedback report – sent – Regarding.

Viluppuram District comprises of 11 Legislative Assembly constituencies 1) 70 – Gingee,


2) 71 – Mailam, 3) 72 – Tindivanam ( SC), 4) 73- Vanur(SC), 5) 74 – Viluppuram, 6) 75 –
Vikravandi, 7) 76 – Tirukoilur, 8) 77 – Ulundurpet, 9) 78 – Rishivandhiyam, 10) 79 –
Sankarapuram and 11) 80 – Kallakurichi (SC). The Election Model Code of Conduct came into
effect from 04.03.2016. Polling of votes has been done on 16.05.2016 in 3223 booths and the
counting was held on 19.05.2016 in 11 Counting Centres situated in 8 locations.

Pre - poll Election Period

The Pre Election exercise has been arranged to gear up the police force to ensure
peaceful and successful completion of the polling. Precautionary steps have been taken during
this period by way of beat and patrols in remote and sensitive areas, checking the activities of
anti social elements by effecting preventive arrest, ensuring peaceful conduct of public meetings,
processions, identifying the trouble prone areas and also keeping close watch on activities of
caste/communal organizations as well as bootleggers and taking necessary preventive legal
action against them.

Law and order Managements


Special attention has been paid to keep the total 360 licensed weapons under safe
custody of which 324 deposited, 30 weapons were exempted for essential purposes and 6
licensed holders were found untraced due to non availability of their residencies. Effective steps
were taken the Sub – Divisional Officers to bring them for deposit their weapons.

788 persons were booked under preventive sections of CrPC among them 314 persons
were bounded over within the pre Election period. Totally 693 Non bailable warrants were
executed and only 22 NBWs are pending till the day of polling. 24 hamlets were identified as
vulnerable and 100 trouble mongers were identified and action was taken.

A total of 190 cases were registered for various election related offences of which 25
cases for violation of MCC, 75 cases for TNOPPD Act, 2 cases for Explosive & Arms act, 34
cases for seizure of bribes and other items and 54 cases for law and order incidents. 37 flying
squads and 33 SST were formed with CAPF personnel in the district for curtailing the
transportation of bribes to the voters by various political parties. Cash and other articles worth
about Rs. 1,59,04,109/- was seized by the Flying Squad and worth about Rs. 23,56,670/- by the
SST during the pre election period for violating the MCC.

Further, permissions for public meeting, procession and vehicle campaign have been
given impartially to all political parties by first come first serve basis through online without any
omission and deletion. The important election campaign by Hon’ble CM, DMK president, DMDK
president and other Ex – ministers and the sitting ministers were provided with proper police
bandobust by mobilizing the entire district strength including AR, Traffic and Women wing. Even
though couple of leaders were campaigning in a same day in one place, without occurrence of a
single untoward incident in the district.

Some villagers and associations have proposed to boycott the election on some grounds
and issues regarding their unfulfilled old assured demands and they were closely watched and
solved by timely intervention of the local officers with the assistance of revenue officials.

As instructed by the Election Commission of India during the meeting held in Chennai on
11 February-2016, an unique pro-active policing campaign was undertaken by the District Police

Administration in the areas prone for caste issues and clashes inorder to enable the downtrodden
people exercise their franchise without fear. A help line number – 9597792088, exclusively for the
purpose of ensuring all sections of the society exercise their franchise without fear especially
Dalits was introduced and wide publicity given through the all political party meeting convened by
District Collector on 15.02.2016, through press releases, distribution of pamphlets and visits of
police officials to various villages. Awareness programs conducted by the Sub Divisional officers
and the Inspectors of police in the vulnerable villages has instilled confidence in the minds of the
public especially among dalits to ensure that they are not influenced or threatened by the
dominant caste people to desist from participating in the polling process and they caused their
votes without fear and favour in a free and fair manner.

Man power deployment during poll day

During the day of poll on 16.05.2016, about 1875 (Sis and below) Police personnel of the
District Strength were deployed for Election Duty. Apart from this 313 – Police personnel from
other Units, 283 RPCs, 30 SI cadets, 283 TSP men, 1590-Non Police Personnel (including Home
Guard – 382, NSS – 934, Ex- Service men -221, Retired Police -31, Fire Service – 22 were
deployed for Election Duty.

Apart from this 16 BSF and CRPF companies were deployed for conducting TNLAE –
2016 in a free and fair manner.

I) Nature of Deployment of each category of force used during Elections

i) Deployment of Local and AR strength

The Actual strength of the District is (SI and below) 2244, whereas 1875 Police personnel
reported for Election duty, leaving a shortage of 233. Of them 11 were deployed as Assembly
Constituency Inspector party, 285 for Zonal/Mobile parties, 13 as PSO to observers, 16 as
Liaison officer to CAPFs, 24 for EVM strong room guard, 55 for counting centre guard, 1400 for
Polling station location, 22 for striking forces and 49 Sis for QRTs. During post poll period the
entire strength was utilized in counting centre and law and order duty.

ii) Deployment of TSP Men.

285 TSP men from TSP Battalion reported for Election duty and were deployed for 285
Zonal parties on Poll day 16.05.2016 for effective transportation of EVMs from strong Rooms to
Polling Stations and recollecting back to Counting centres. After the poll ended 24 TSP men were
deployed to each Counting centre [24 × 11 = 264] for guard duty in three shifts [8 × 3 = 24].

iii) Deployment of Recruit PCs.

30 SI cadets from TNPA, Chennai, 186 RPCs from Trichy PRS and RPCs from Thiruvallur
PRS reported for Election Duty. As instructed they were not deployed for poll related duties. 152
RPCs were deployed for essential duties like sentry, Drivers, Guard, Check post, rest of 131
RPCs & 30 SI cadets were deployed for Striking forces of AdSPs, DSPs and Inspectors.

iv) Deployment of Special Unit Strength

100 Police personnel from OCIU, 106 from TNPA, 52 form EOW, 18 from Chief Office Store,
5 from SJHR/Chennai & 32 from Viluppuram and Ulundurpet PRS reported for Election duty.
They were deployed to Polling locations and striking forces.

II) Deployment of CAPF Companies.

Chief office has allotted 06 CRPF and 10 BSF companies to Viluppuram District
(16×72=1152).

i) Pre poll

37 FSTs were provided with Half Section of CAPF personnel (37×4 = 148). 33 SSTs were
provided with Half section of CAPF personnel (33 × 4 = 132). They were utilized for Route
marches and Vehicle checks along with local Police in all sensitive Towns.

ii) Poll day

Half section (4 PCs) was posted in each of the Critical, Vulnerable, Cluster Polling
locations and totally in 222×4 = CAPF personnel was deployed. Each QRT Team (49 QRT
Teams) was deployed with Half section of CAPF (49×4=196) All the 11 Counting centres were
provided with half section of CAPFs for guard duty (11×4=44]. Totally 888+196+44=1128 were
deployed for conducting free and fair Elections.

iii) Post -poll period

Only 4 CAPF companies were utilized for post poll period. 24 CAPFs personnel were
deployed to 11 Strong rooms of 8 Counting locations and deployed in three shifts (24 × 11 =
264).

Mobilizations of Non PCs

During this TNLA Election – 2016, 382 Home Guards, 221 – Ex – Service men, 22 – Fire
Service, 31 – Retired Police personnel and 934 NSS volunteers were mobilized for providing
bandobust to the booths. At the last moment Ex- service men drafted from Vellore District for
election duty has not been sent by the Chief office due shortage of strength in that district.
However, the shortage was fulfilled and managed by mobilizing the NSS volunteers from the
colleges and posted them in the booths in the last minutes and the polling of votes was
commenced properly and promptly without any shortage of strength in the district.

III) Election – Law & Order problems Faced.

There was no major law and order problem occurred during pre-poll, poll day and post poll
period except 44 minor incidents during pre-poll and 4 on poll day and 6 during post poll period.
The details are attached separately.

Post -poll period


The counting of votes in respect of 11 Assembly Constituencies held on 19.05.2016. The
entire police strength except those on essential duties were mobilized and proper police
bandobust were provided to all the 11 counting centres situated in 8 locations.

Three tier cordoning system has been set up in all the counting centers and prevented
entry of unauthorized persons inside the counting centers. The first and the outer cordon were
provided with local police to check the identity of the persons to go in. The second and the middle
cordon were at the gate of the counting premises and this was manned by the Armed Police for
frisking. The third and inner cordon was at the door of the counting hall and manned by the four
BSF companies. Proper barricading was made and kept the crowed under control by adopting
the all formalities of ECI.
After the announcement of election results victory processions has been taken out and
this was permitted as per the instructions and adequate bandobust was provided and no
incidents and unwanted issues and clashes happened.
