RE : OBSCENE REMARKS BY PRIME MINISTER NARENDRA


MODI

Request for urgent and necessary censures/strictures against


the Prime Minister, Narendra Modi for using
obscene/derogatory remarks for the former Prime Minister,
late Shri. Rajiv Gandhi in Pratapgarh, Uttar Pradesh

This is to bring to your urgent attention a matter of grave importance


for your immediate attention;

I.
On May 4th, 2019, the Prime Minister, taking the ECI for granted made
unprecedented obscene/derogatory remarks for the former Prime
Minister, late Shri. Rajiv Gandhi in Pratapgarh, Uttar Pradesh.

The derogatory remarks by Mr. Narendra Modi are not only


unbecoming of a Prime Minister but have also met with widespread
condemnation from across the country.

The Prime Minister in his speech in referring to Congress President’s

Rahul Gandhi’s father late Rajiv Gandhi Pratapgarh said –

“AapkePitaji ko aapkeraajdarbariyon ne
gaajebaajekesath Mr. Clean banadiyatha.
Lekindekhte hi dekhtebhrashtacharinumer one
keroop me unkajivankaalsamaapt ho gaya.
Naamdaaryehahankaaraapko kha jayega. Ye
deshgaltiyanmaafkartahai, magardhokhebazi ko
kabhimaafnahikarta”

[“Your father may have been declared Mr. Clean by his


courtiers. But he died as “Bhrashtachari No.1”. This
arrogance will destroy you. This country forgives mistakes
but never betrayal”]

incident in annexed herewith as Annexure – 1.

However, it must be pointed out that the Delhi High Court had
dismissed the charges against late Shri Rajiv Gandhi as completely
baseless in February,2004.

Thereafter, in 2018, the current BJP Government through the CBI, filed
a much-touted appeal against that order before the Supreme Court of
India. This was also dismissed.

Despite the court’s orders, the Prime Minister in a vile and malicious
attempt to malign the former Prime Minister’s image has gone this far
ahead with his false accusations only to further his election propaganda.

Usage of such obscene/derogatory language by the Prime Minister is not


only defamatory but also violates the directions of the Model Code of
Conduct that must be strictly observed and followed. Excerpts from the
ECI’s list are as under;

 No criticism of other parties or their workers on basis of


unverified allegations or on distortions.

 Criticism of other political parties and candidates should
relate to their policies, programme, past record and work.

 No aspect of the private life, not connected with the public


activities, of the leaders or workers of other parties shall be
criticized.

marked as Annexure – 2.

III.
Yet again we are constrained to beseech this Commission and remind it
of its constitutional powers under Article 324 of the Constitution. So far,
this election has recorded the greatest number of lapses- deliberately
and maliciously- by a sitting Prime Minister in recorded history. A
complete lack of action against the Prime Minister has made these
actions all the more egregious. The ECI must not let its sanctity be
compromised.

We hope the Commission deems this a matter worth addressing and


treats it with the urgency it deserves.
