ROADS, HIGHWAYS, EXPRESSWAYS

1
INTRODUCTION
The Indian Road Network started expanding after the
development road map was formulated at the Indian Road
Congress session in Nagpur in 1956, christened as the ‘Nagpur
Plan’.

The interstate network and strategically important roads were

defined as “National Highway” and were made the responsibility
of the Central Government. Ministry of Surface Transport (MOST)
started appointing consultants for coping with the increased
volume of work and assumed the role of nodal agency. With little
previous experience available with Consultants, development of
consultancy in this sector was slow. The initial efforts of STUP
to participate in Road projects were thwarted as MOST viewed
STUP as an organization specialized mainly in Bridges and
Structures. While a few medium size Road jobs were handled
by STUP under MOST and for the State Governments, it was
decided to handle Road Projects on a global platform.

In order to expand business in the Infrastructure sector, STUP

started interaction with ADB for obtaining work in other Asian
countries. The first success in the Road sector came with the
assignment for preparation of Road Master Plan for Bangladesh
in the year 1988-89 under ADB with co-financing by the World
Bank. Satisfactory completion of the Master Plan was followed
by an assignment to prioritize 45000 km of Kabupaten (District)
Roads in Java and Bali. STUP completed the task with satisfactory
results.

Above two landmark projects earned strong credentials for

STUP in the Highway sector and operations in India in this
sector increased rapidly. In the first lot of World Bank funded
4 laning projects for National Highways in India in 1994, STUP
was successful in all three states – Haryana, Punjab and Orissa,
chosen by the World Bank. These three projects, in association
with international consultants, SMEC of Australia, Sauti of Italy
and Hyder Freeman Fox of UK respectively, involved 4-laning
of existing 2-lane National Highways for a total of about 150
km. Exposure to Consultants across the world helped STUP
to consolidate its presence in the Highway Sector. Ever since,
STUP has been working in Highways for the National Highways
Authority of India, various State level Agencies for development
of State Highways and also for Rural Roads under PMGSY
programme.

Mumbai-Pune Expressway, a greenfield six lane access controlled freeway, with two intermediate interchanges, is a
landmark project that created wide awareness of the benefits of the expressway system among the Indian urban population
for the first time. Linking of two major urban centers, free from interfering traffic, benefited users immensely by reduction to
half the travel time leading to fuel savings, reduced accidents and environmental gains.
STUP, as the Consultant handling the difficult 14 km stretch starting from Panvel, near Mumbai, contributed greatly to the
success of this project. STUP’s assignment included finalizing the alignment and geometric design, design of the rigid
concrete pavement, bridges, underpass and overpass, planning of drainage and signage. Starting with topographical survey
and geotechnical investigations, work included the detail engineering, preparation of tender documents, cost estimates,
scrutiny and evaluation of tenders, construction supervision, Quality Assurance and Project Management. This expressway,
through western ghat hilly areas, stands as a testimony to engineering excellence in the highway sector of the country.

Pathankot to Amritsar Section of NH-15

A length of 102 km in the heavily built-up
section of NH-15 offered major challenges in
execution of this work. Apart from design of the
main carriageway, 44 km of service roads had
to be developed despite high level occupancy
and development along corridor. Six by-passes
covering almost 40% of the stretch were required
to be created apart from realignment of 1.6 km.
Within the stretch, there were 24 major junctions
and 5 Grade separators. Additionally the stretch
had 148 Nos minor junctions and a large number
of bridges (major 4 and minor 6). Five ROB’s had
to be designed apart from widening of 90 existing
culverts and reconstruction/ new construction of
more than 200 culverts.
As the client was a fast track contractor, services
had to be provided matching the speed of
construction. Design work was carried out
sufficiently ahead of the work in the field in
proper sequence.. The project earned STUP
high appreciation from the authorities and the
stakeholders.

Bridge over River Yamuna at Kalpi
The 767 m long bridge across the river Yamuna at Kalpi has 85 m in-situ cantilever constructed spans pinned at their mid
point. In order not to detract from the graceful form of the spans which are 2.0 m deep at the center and 6.0 m deep at the
supports, a light parapet was developed and precast to obtain a good finish and alignment.
The cantilever bridge required hollow rectangular piers; in addition, hollow triangular cut and ease waters were provided in
view of the high flood velocities.
The resulting elongated hexagonal pier section was made to fuse gently at the top into the rectangular section, a departure
from the conventional approach of making an abrupt and discordant change in pier section at high flood level. Consequently,
the deck and piers also fuse gracefully.
