UPGRADE OF SEWAGE TREATMENT PLANT FOR

CENTERPOINT CONDOMINIUM
TERMS OF REFERENCE

1. DESCRIPTION:

In order to comply with the standard of Laguna Lake Development Authority (LLDA) for the
output of Sewage Treatment Plant’s (STP) wastewater discharge, the STP shall undergo
upgrade.

2. SCOPE OF WORK:

CONTRACTOR shall perform all necessary works and materials, including but not limited to
the following:

I. Design Development
a. Plant Capacity
b. Extended Aeration System
c. Sand Filter
d. Chlorine Contact Tank
e. Dosing Chamber and Filter Beds
f. Flow Measurement
g. Controls
h. Electric Power
i. Site Improvements
j. Miscellaneous Equipment
k. Demolition and hauling
l. Temporary Toilet Facilities
II. Supply and delivery of local and imported parts
III. Dismantling of corresponding STP parts
IV. Installation of the corresponding new parts including related electrical, mechanical,
civil and architectural works to complete the rehabilitation works.
V. Restoration of affected areas
VI. Testing and Commissioning

3. SUBMITTALS:

a. Work schedule Gantt chart


b. All necessary shop drawings and plans with complete dimensions and specifications
c. Warranty and Daily Accomplishment Report.
4. MAN POWER AND SCHEDULE OF WORK

The CONTRACTOR shall finish the project within 120 (4 months) calendar days.

The CONTRACTOR may commence work after the receipt of Purchase Order (P.O)

The CONTRACTOR can work on a flexible schedule from Monday to Sunday and shall provide
(but not limited to) the following man power:

• Manager/Supervisor
• Project-in-charge
• Laborers/ Technicians

5. PAYMENT AND WARRANTIES

The CONTRACTOR shall provide a minimum of one (1) year warranty for the equipment and
workmanship.

The CLIENT has the right to hold any payment shall the CONTRACTOR failed to perform its
obligations as stated on this TOR.

6. SAFETY PROVISIONS AND MISCELANEOUS ITEMS

The CLIENT will provide the necessary staging and storage area for the materials, tools and
equipment to be used on the duration of the project.

The CLIENT will provide the necessary water and electricity to be used on the duration of the
project.

The CONTRACTOR shall secure all necessary permit to accomplish the contracted job.

The CONTRACTOR shall provide and impose to all workers all the necessary Personal
Protective Equipment (PPE) on the duration of the project.

The CONTRACTOR shall be responsible for the hauling of all debris and garbage related and
caused by the project.

The CONTRACTOR shall be liable for the repair and/or replacement of any damaged items
due to negligence, misuse, workmanship issue, material failure and other concerns related to
the project for the duration of their work and during the warranty period.

The CONTRACTOR shall submit a statement of guaranteed response time of 24 hours in the
event of material and/or workmanship defects occurrences.
7. BONDS AND INSURANCES

The CONTRACTOR shall provide the following:

1. Surety Bond which is equivalent to the amount of the Down Payment


2. Contractor’s All Risk Insurance (CARI) which is equivalent to the Total Project Cost.
3. 10% retention which is non-interest-bearing shall be imposed and claimable Twelve (12)
Months after the project completion and acceptance of Certificate of Completion (COC).
However, shall the CONTRACTOR claim the 10% retention before the end of the
retention period, the CONTRACTOR shall issue a Warranty Bond equivalent to the 10%
retention amount and a Warranty Certificate.
4. Performance Bond of 25% of the Total Project Cost
