IMPORTANT INFORMATION:

 Application for admission to MBBS/BDS Degree Courses 2018-2019 session


under Management Quota of Self-Financing Medical/Dental Colleges will be
available in all Government Medical Colleges and Tamil Nadu Government
Dental College.

 In compliance to the amendment to Section 10(D) of the Medical Council of India,


1956 and Section 10(D) of Dentist Act , 1948 and Hon’ble Supreme Court of
India orders, the eligibility for admission to MBBS and BDS Degree Courses
within the respective categories shall be based solely on marks obtained in the
National Eligibility-Cum-Entrance Test (NEET UG – 2018).

 As per Clause 1(c) of the NEET Information Bulletin issued by the CBSE, the
reservation of the seats in Medical and Dental Colleges for respective categories
shall be as per applicable laws prevailing in States/Union Territories. All
admissions to MBBS and BDS Degree Courses within the respective categories
shall be based solely on marks obtained in the NEET UG-2018.

 Application can also be downloaded from the official websites only.

 Any change or modification and relevant information pertaining to this admission


process will be made available immediately on the websites

 For latest updates, the candidates are instructed to remain in touch with the
official websites frequently from the date of application till the end of admission
process. Selection Committee shall not be responsible for the consequences
resulting due to non-diligent follow-up of notices, notifications and publications
appearing on the websites regarding admission to MBBS/ BDS Degree Courses
2018-2019 session.

 Rank List will be available only on the official websites. Results will not be
communicated individually.

 Candidates are advised to read the prospectus carefully before filling the
application and ensure that no mandatory column is left blank. In the event of
rejection of the application form, no correspondence/request for re-consideration
will be entertained.

 Mobile Phones are strictly prohibited in the terminal of the counselling hall.

GENERAL INSTRUCTION:

1 .(a) Candidates seeking admission to MBBS / BDS Degree Courses 2018-2019


session under Management Quota and NRI category of Self Financing
Medical / Dental Colleges in Tamil Nadu should submit the application form
along with necessary enclosures and a Demand Draft for Rs.1000/-
(Non refundable) drawn in favour of “The Secretary, Selection
Committee,Kilpauk,Chennai-10” payable at Chennai towards the cost of
application should reach the following address on or before 19.06.2018

(b) The candidates should ensure that the filled-in application form with the
relevant enclosures should reach the Selection Committee within the date
and time specified. Applications received by Speed Post/Courier or any
other means, after the last date and time will be summarily rejected
irrespective of the date of booking.

(c) The Selection Committee will not be in any way responsible for the delay
in receipt or loss in transit of application form despatched by the
candidate.

(d) Request for extension of time for the submission of documents called for
will not be entertained after the specified date and time.

(e) All the Demand Drafts should be drawn in favour of

(f) Photocopy/ Fax copy of the filled–in application form will not be accepted.

2. Age Limit : -
The candidate should have completed Seventeen years of age on or before
31st December 2018.

GENERAL ELIGIBILITY CRITERIA:

3. (a) Candidates should be a Citizen of India.

(b) Overseas Citizens of India, who are registered under Section 7A of the
Citizenship Act, 1955 (Central Act 57 of 1955) are eligible to apply for
MBBS/BDS Degree Courses subject to the production of proof of such
registration.

4. The Central Board of Secondary Education will prepare an All India Merit
List of successful candidates of NEET (UG) – 2018 on the basis of the
eligibility criteria provided by the Medical Council of India and Dental
Council of India as given in Graduate Medical Education Regulations –
1997 issued under Indian Medical Council Act – 1956 and BDS Course
Regulations, 2007 issued under the Dentists Act, 1948. The eligibility
criteria are as follows:

(i) Admission to MBBS/BDS Degree Courses shall be based solely on marks


obtained in the National Eligibility-Cum-Entrance Test (NEET-UG-2018).

(ii) (a) In order to be eligible for admission to MBBS/BDS Degree Courses for a
particular academic year, it shall be necessary for a candidate to obtain
minimum of marks at 50th percentile in National Eligibility-Cum-Entrance
Test to MBBS/BDS Courses held for the said academic year. However,
in respect of candidates belonging to Scheduled Castes, Scheduled
Caste Arunthathiyar, Scheduled Tribes, Other Backward Classes, the
minimum marks shall be at 40th percentile. The percentile shall be
determined on the basis of highest marks secured in the All India

common merit list in the National Eligibility-Cum-Entrance Test for
admission to MBBS/BDS Degree Courses.

(b) To be eligible for admission to MBBS/BDS Degree Courses, a candidate


must have passed in the subjects of Physics, Chemistry,
Biology/Biotechnology and English individually and must have obtained
a minimum of 50% marks taken together in Physics, Chemistry and
Biology/Bio-technology at the qualifying Examination. In respect of
candidates belonging to Scheduled Castes, ScheduledCaste
Arunthathiyar,Scheduled Tribes, Backward Classes, Backward Classes
(Muslim) and Most Backward Class/Denotified Community, the minimum
marks obtained in Physics, Chemistry and Biology/Bio-technology taken
together in qualifying examination shall be 40% instead of 50%.

(c) Provided when sufficient number of candidates in the respective


categories fail to secure minimum marks as prescribed in National
Eligibility-Cum-Entrance Test held for any academic year for admission
to MBBS/BDS Degree Courses, the Central Government in consultation
with Medical Council of India and Dental Council of India may at its
discretion lower the minimum marks required for admission to
MBBS/BDS Degree Courses for candidates belonging to respective
categories and marks so lowered by the Central Government shall be
applicable for the said academic year only.

5. ELIGIBILITY CRITERIA FOR NRI:

The following guidelines shall be followed for admission to MBBS/BDS Degree


Courses 2018-2019 session for NRI category under Management quota in
Self- Financing Medical/Dental Colleges in Tamil Nadu.

a) “Candidates should be Indian Origin settled in foreign countries.
OR
Candidates who were born in foreign countries and whose parents are of
Indian Origin.
OR
Children of Indian citizen stay abroad for employment, business.
OR
Children of Indian citizens deputed abroad by Public Sector Undertaking.
OR
Children of the Official of the Central/State Government on deputation to
abroad.

b) The candidates seeking admission to NRI Quota should hold an Indian


passport.

c) The candidate should have completed 17 years on or before 31st


December 2018.

d) Candidates seeking admission to MBBS/BDS Course under NRI Quota


should have passed H.S.C Examination (10+2 pattern / equivalent).

e) The candidates should have obtained the minimum of 50% marks in


Biology or Botony and Zoology taken together and the minimum of 50%
marks each in Physics and Chemistry.

f) The medium of Instruction should be English.

g) In cases where two or more candidates obtained equal marks, rank of such
candidate may be determined on the basis of the seniority in age.

h) Admission under Non Resident of India scheme may be made on the basis
of the marks obtained in the Qualifying Examination as prescribed .

i) The seats under NRI quota should be utilized by the bonafide NRI’s only
and for their children or wards. Therefore, the NRI financially supporting
the candidates should either be the parent (Father or Mother) of the
candidate or legally declared as guardian of the candidate by the Court as
per provisions in “The Guardians and Wards Act 1890”.

j) Candidates admitted under “NRI” quota should submit the following


documents.

i) NRI status of the financial supporter issued by the Indian Embassy of


the respective country under their seal.
ii) Certificate of Relationship between the NRI financial supporter and the
candidate issued by the competent authority, valid Indian Passport of
the NRI financial supporter.
iii) NRE (Non Resident External) Bank Account Pass Book of the financial
supporter.
iv) Evidence for payment of Development charges US $ 1000/- to the
college by the NRI financial supporter (One time payment at the time of
admission only).

k) The candidate should furnish equivalent marks for the grades awarded at
the qualifying examination. If not, the minimum marks will be taken into
consideration.

l) NRI sponsored candidates are not allowed under NRI scheme.

6. PROCEDURE FOR FILLING THE APPLICATION:

(a) Before filling up the application form and OMR sheet, read all the
instructions carefully.

(b) Procedure for filling the application is given in detail in Page No.48 to 52.

(c) Each application form bears a unique number in the Application form and
OMR. Candidates are requested to check the number and ensure that
the same number is filled on the Application form, OMR, Outer & Inner
covers. For downloaded application form, AR Number will be allotted by
the Secretary, Selection Committee.

7. (a) Candidates should use only one application form for both MBBS and BDS
Degree Courses prescribed for the academic year 2018-2019.

(b) If a candidate applies for MBBS/BDS Degree Courses in forms other than
the One prescribed by the Selection Committee, then that application will
be summarily rejected.

8. Use blue ball point pen to fill up the application form and OMR sheet
legibly, neatly and correctly. Application form with fabricated data will be
rejected.

9. Do not fold the OMR sheet under any circumstance. Making a hole, using a
pin or a stapler on the OMR sheet should be avoided. Cutting, overwriting
and erasing in the Application form and in the OMR sheet should be strictly
avoided.

10. Application with incomplete or insufficient particulars or without enclosures


or those received after the last date mentioned will be summarily rejected
without intimation to the candidate.

11 . Filled up application without the signature of the candidate will be rejected.

12. Candidates should affix recent passport size photographs taken with their
name and date (as shown in the Instructions - Annexure XI) in places
provided in the application form and the OMR.

13. All the entries in the application form should be written legibly by the
candidate in his / her own handwriting. The candidate should ensure that
all information including the marks in the qualifying examination furnished
by him/her in the application and the enclosures are correct. The candidate
is informed that if after proper scrutiny of his/her application, the marks
furnished by him/her in the application are not correct or any other
information is found to be incorrect, then;

(a) He/she will forfeit the admission no matter at what stage of the
course, he/she will be at that time;

(b) He/ She will be debarred from pursuing any other course for a period
of three years;

(c) Criminal action will be instituted against him/her for furnishing false
Mark Sheet/ false Community Certificate / false Nativity Certificate.

14. If any original documents are enclosed along with the application, it will
not be returned, and that the Selection Committee is in no way
responsible for those documents. Candidates are required to enclose
only photocopies of the following certificates along with the original
application.

(a) NEET- UG 2018 Hall ticket and Score card.

(b) Class X Mark Sheet (both sides of Mark Sheet should be
photocopied).

(c) H.S.C. Mark sheet (both sides of mark sheet should be photocopied)
or any other equivalent examination of the first appearance.

(d) Transfer certificate obtained after the completion of H.S.C. or


equivalent courses.

(e) Nativity certificate (if applicable)

(f) Permanent Community Certificate Card.

15. PROCEDURE FOR SUBMISSION OF APPLICATION:

(a) Candidates seeking admission to MBBS/BDS Degree Courses


2018-2019 session under Management Quota or NRI Quota of Self
Financing Medical / Dental Colleges in Tamil Nadu should submit the filled
in application form with necessary enclosures should reach on or before
19.06.2018 5.00 P.M. to the following address:

(b) The candidate should fill the downloaded application form available in the
official websites only.

(c) Filled in downloaded application along with necessary enclosures should
be send in an envelope measuring 24x12cm superscribed as
“APPLICATION FOR MBBS/BDS DEGREE COURSES 2018-2019
SESSION” to “The Secretary, Selection Committee, Kilpauk,
Chennai-10” before the last date along with a Demand Draft for 1000
[non refundable] towards the cost of application form drawn in favour of
“The Secretary, Selection Committee, Kilpauk” and payable at Chennai.
The name of the candidate, Contact Number and the name of Course
(MBBS/BDS) should be written on the reverse of the Demand Draft. The
template with requisite details available for download should be printed
and pasted on the cover. There will be no application number for
downloaded applications. AR Number will be assigned by the Selection
Committee. The candidates are requested to check their AR Number for
further correspondence.

(d) Application form with incomplete or insufficient particulars or without


enclosures or without a Demand Draft for Rs.1000/- (Non refundable) or
those applications received after the last date mentioned will be
summarily rejected (without any intimation to the candidates).

(e) Candidates should send the application form with all enclosures in an A4
size cloth lined cover. The template with requisite details available for
download should be printed and pasted on the cover.

16. The Government Orders issued and to be issued from time to time pertaining
to any of the matters contained in this prospectus should be read as part and
parcel of this prospectus and such terms and conditions in the Government
Order are deemed to have been incorporated in this prospectus.

17. RANK LIST:

The Rank list will be drawn based on marks obtained in NEET UG 2018
conducted by National Board of Examination. Candidates shall be admitted to
MBBS/BDS Course from the said rank list only.

19. COUNSELLING PROCEDURE:

Counselling Schedule will be available only on the official websites.


Candidates should attend the counselling session as per the schedule and
as per their Rank with call letter downloaded from the Official websites
only.

20. (a) Candidates will be called for counselling according to their rank.

(b) Rules as applicable for the Management quota seats as per the prevalent
MCI Rules and Regulations, State Policy and the applicable court orders
and the relevant rules of institutions applicable to the Self Financing
Management quota will apply.

(c) Candidates can choose a course at any college available at the time of
counselling.

(d) Option once given during the counselling cannot be changed during the
same phase of counselling.

(e) Re-allotment is permitted during subsequent phases of counselling only,
based on rank.

(f) Mutual transfer will not be permitted under any circumstances. Individual
request for transfer to a college of the candidates choice will not be
entertained.

(g) Candidates selected for admission should give a declaration in the form
given at the time of counselling that he / she is liable for forfeiture of
selection / admission if suppression of facts is found at any time during or
after the admission to the course.

(h) Option once exercised during counselling will be final and cannot be
changed.

(i) A Candidate who is absent during the 1st phase of counselling will not be
permitted to attend the subsequent phase of Counselling. The candidate
will forfeit his/her right to admission and their name will not be considered.
However, he/she can authorize his / her parent on his / her behalf and the
parent’s decision will be binding on the candidate. An authorization letter
(prescribed as in Annexure) given by the candidate should be submitted by
the parents. Parents shall produce a photo identity of any one: Voter ID,
Driving License, PAN Card / Passport.

(j) Due to unforeseen and unavoidable circumstances, if a candidate/his/her


parent could not attend the Counselling on the specified date and time, the
candidate can be permitted to attend the counsellling on the subsequent
date and he/she can only opt for the seats available at the time of
counselling and cannot claim seat as per his /her rank.

21. Strict discipline should be maintained by the candidates for smooth conduct of
counselling. If the candidates are found to indulge in any untoward activities,
they will be debarred from the counselling and selection.

22. The candidates appearing for allotment by personal appearance should bring
the original certificates /documents which are enclosed along with the
application. In any case, if the candidates attend the counselling without the
original certificates/documents, he / she will not be allowed to participatein the
counselling as well as in the subsequent phases of counselling.

23. One of the Parent/Guardian will be allowed to attend the Counselling along with
the candidate. They should make their own arrangements for attending the
counselling session. No communication will be sent individually to the
candidates. Candidates can download their Call letter from the official websites
according to their rank and attend the counselling. The candidates are advised
to check the official websites for updates frequently.

24. The vacancies arising due to not joined seats in State Quota during the first
phase of counselling will be filled by re-allotment as per rank. The vacancies
arising after re-allotment will be filled up with the remaining candidates from the
rank list.

25. Any change or modification and relevant information pertaining to this


admission process will be made available only on the website.

The candidates are instructed to remain in touch with the websites from the date
of application till the end of admission process without fail.

26. All candidates attending the counselling for MBBS / BDS Degree Courses will
have to remit a non-refundable amount of Rs.1000/- (Rupees One Thousand
only) by means of Demand Draft drawn in favour of The Secretary, Selection
Committee, Kilpauk, Chennai-10 as Processing Fee.

27. The candidates who have selected seats at the time of counselling should pay
an amount of Rs.1,00,000/-(Rupees One Lakh only) for Management Quota and
Rs.5,00,000/-(Rupees Five Lakh only) for NRI category as Registration Fee by
means of Demand Draft drawn in favour of “The Secretary, Selection
Committee, Kilpauk, Chennai – 10” payable at Chennai at the time of receipt of
the allotment order.

28. (a) Re-allotment will be made only for those who have joined the course within
the stipulated time.

(b) Re-allotment for the vacancies arising due to not joining of the candidates
both under the State Quota / All India Quota in Government Colleges and
newly created seats will be done on rank basis subject to the availability
of sufficient time before the cut off date prescribed by the Medical Council
of India.

(c) The candidates who do not join the College within the stipulated time to
which they are allotted will not be eligible for admission for reallotment at
any point of time.

29. If the candidate does not join the course after collecting the allotment order in
the final phase of counselling, then the registration fee is not refundable.

30. The Candidates who discontinue the course on or after the last date of allotment
of seats i.e.19.08.2018 shall pay the Discontinuation Fees to the Deans of the
respective Colleges by means of Demand Draft drawn in favour of “The
Secretary, Selection Committee, Kilpauk” payable at Chennai.

31. The admission to MBBS/BDS Degree Courses for 2018-2019 will close on the
cutoff date of admission (i.e. on 18-08-2018) as per the guidelines issued by the
Medical Council of India/Dental Council of India.

32. METHOD OF SELECTION AND ADMISSION:

Candidates are advised to go through the respective college websites and


satisfy themselves regarding Medical Council of India approvals, Dental
Council of India approvals, Fee Structure, Infrastructure and the applicable
rules and regulations for the respective Management quota seats before the
date of counselling.

33. (a) Candidates who have opted seats in first phase of counselling and not joined
the course are not eligible to attend the subsequent phase of counselling.

(b) During the second phase of counselling, all candidates except those mentioned
in clause 33(a) can attend the counselling for the available vacancies.

34. Allotment will be made only for the seats affiliated to the Tamil Nadu Dr. MGR
Medical University for the Academic Year 2018-2019 session.

35. DURATION OF THE COURSES : -

M.B.B.S. : 5½ years including one year Compulsory Rotatory Resident


Internship.

B.D.S. : 5 years including one year Compulsory Rotatory Resident


Internship.

36. TUITION FEE:-

Tuition Fee for Management Quota seats including NRI Quota seats in Self
Financing Medical Colleges will be as prescribed by “The Committee on
Fixation of Fee in respect of Self Financing Professional Colleges.”
The above fee structure is applicable for 2018-2019 session.

(a) The Committee on fixation of fee in respect of Self-Financing Professional


Colleges fixed the fee all including Tuition fee, Admission fee, Special fee,
Laboratory / Computer/ Internet fee, Library fee, Sport fee, Maintenance and
Amenities fee, extracurricular activities fee, and other recurring expenditure.

Transport, Mess charges etc., can be obtained from the Head of the Institution in
which the candidate joins.

In addition to the above fees, the Institution is permitted to collect an amount


of Rs.25,000/- per student as development fee.

(b) All the candidates attending MBBS/BDS Degree Courses counselling will
have to remit a non-refundable amount of 1000/- by means of Demand
Draft drawn in favour of the Secretary, Selection Committee as Processing
Fee.

37. The selected candidates should produce all the original documents at the
time of admission to the Deans / Principals of Medical/Dental Colleges
concerned. Selection will be cancelled if the candidates do not produce the
original documents at the time of admission.

38. The candidates selected for admission and his / her parent / guardian will
have to sign the discipline declaration form in Annexure III. Failure to sign the
declaration will result in the cancellation of selection.

39. After the cut-off date for admission, as per the guidelines issued by the
Medical/Dental Council of India/Directorate General of Health Services,
Admission / re-allotment / transfer shall not be made.

40. All Selections and admissions for MBBS/BDS Degree Courses are only
provisional. The Selection and admission is liable to be cancelled at any
time as and when the eligibility conditions are found to be defective or
incorrect or there has been suppression or misrepresentation of facts. The
Selection Committee reserves the right of allotment of MBBS / BDS seats.

All Candidates selected for admission to first year M.B.B.S / B.D.S Degree

44. RAGGING:-

(a) The candidates who join MBBS / BDS Degree Courses should not indulge
in any kind of agitation / strike / ragging activity inside / outside the college
campus during the course of study. Candidates found to take part in any
such activities mentioned above will be expelled from the course/college at
any part of the course of study and criminal action will be taken against
them.
(b) The extract of letter / direction from MCI as per Letter No.MCI-34(1 )2014-
Med (Ragg.)/ 130894, dated 11.09.2014 is given in Annexure-VII for
information of candidates.

AGREEMENT BOND FORM FOR CANDIDATES ADMITTED FOR


M.B.B.S./B.D.S. COURSE FOR THE ACADEMIC YEAR 2018 – 2019

This agreement made on this _______day of ______ 2018 between the Governor
of Tamil Nadu (hereinafter called the Governor which expression shall,
where the context so admits include his successor in Office) of the one part

so admits include his/her heirs, executors, administrators and
representatives of the other part.

WHEREAS the candidate has, on his/her application been selected to undergo


training for the M.B.B.S/ B.D.S Degree Course in the Self Financing
Medical/Dental College (hereinafter referred to as the said College).

AND WHEREAS the candidate has agreed to complete his/her training for the
said course, at the said College, subject to the condition hereinafter appearing.
Now THEREFORE, this agreement witnesses and it is hereby agreed as
follows :

(1) The candidate shall diligently complete his/her training for the said
course at the said College, shall abide by the rules of the said College for
the time being in force regulating the conduct of students at the said
College and shall pass all the examinations prescribed for the said
Course by the University or the Medical Institution concerned.

(2) Upon passing the final M.B.B.S./ B.D.S Examination the candidate shall
serve as ‘Intern’ for the prescribed period as laid down by the Medical
Council Act, 1956 (Central Act 102 of 1956) and Dental Council Act.

(3) (i) The candidate shall, on demand made by the Government within two
years from the date on which he/she registers himself/herself as a
Medical Practitioner, serve for a period of not less than five years and
in such rural areas as the Government may by General or Special
orders specify.

(ii) Those candidates who fail to comply with clause 3 (i) shall have to
pay a sum of 5,00,000/- (Rupees Five Lakhs only) or as the
Government may direct as penalty for having breached the contract in
the bond.

(4) During the period of Internship under clause (2) and while in service
under clause (3) the candidate shall faithfully, diligently and with skill
and ability perform his/her duties and observe the rules for the time
being in force made by the Governor or the President as the case may
be for regulating the conduct of Government Servants.

(5) While in service under clause (3) the pay and allowances and other
conditions of service of the candidate shall be regulated by the rules
and orders of the Government for the time being in force, for the post
to which he/she is appointed.

(6) Candidates who discontinue the course between August 2018 and
August 2018 are bound by the bond and thereby they shall have to pay
a sum of 1,00,000/- (Rupees One Lakh only ) as penalty for having
breached the contract in the bond and the candidates who discontinue
the course on or after .06.2018 and in any date of the subsequent
years shall have to pay a sum of 10,00,000/-( Rupees Ten Lakhs
only) as penalty.

(7) Any sum falling due from the candidate under this agreement shall be
recovered from him/her as an arrear of land revenue .

(8) If any dispute shall arise between the parties hereto in respect of this
agreement or any of the provisions herein contained or anything
arising hereunto except in respect of matters on which decision of the
Government under clause (6) is declared to be final and binding, the
same shall be referred to the arbitration of Director of Medical
Education whose decision thereon shall be final and binding on the
parties.

MEDICAL COUNCIL OF INDIA

Implementation of the Regulations framed by the Medical Council of India to


curb the menace of ragging in medical colleges.

The operative part of the regulation is reproduced as under with regard to


curb the menace of ragging in medical colleges:-

“5. Measures for prohibition of ragging:-

5.1 The Medical College/Institution / University shall strictly observe the


provisions of the Act of the Central Government and the State Governments, if
any, or if enacted and / or for the time being in force, considering ragging as a
cognizable offence under the law at par with rape and other atrocities against
women and ill-treatment of persons belonging to the SC/ST and prohibiting
ragging in all its forms in all institutions.

5.2 Ragging in all its forms shall be totally banned in the entire Medical
College/Institution / University including its departments, constituent units,
all its premises (academic, residential, sports, canteen, etc) whether located
within the campus or outside and in all means of transportation of students
whether public or private.

5.3 The Medical College/Institution / University shall take strict action against
those found guilty of ragging and/or of abetting ragging.

6. Measures for prevention of ragging at the institution level:-

6.1 Before admissions:-

6.1.1 The advertisement for admissions shall clearly mention that ragging is
totally banned / prohibited in the Medical College/Institution and anyone
found guilty of ragging and/or abetting ragging is liable to be punished
appropriately.

6.1.2 The brochure of admission/instruction booklet for candidates shall print


in block letters these Regulations in full (including Annexures).

6.1.3 The “Prospectus‟ and other admission related documents shall


incorporate all directions of the Hon’ble Supreme Court and /or the Central or
State Governments as applicable, so that the candidates and their parents/
guardians are sensitized in respect of the prohibition and consequences of
ragging.

6.1.4 A Brochure or booklet/leaflet shall be distributed to each student at the


beginning of each academic session for obtaining undertaking not to indulge
or abet ragging and shall contain the blueprint of prevention and methods of
redress.

The application form for admission/ enrolment shall have a printed


undertaking, preferably both in English/Hindi and in one of the regional
languages known to the institution and the applicant (English version given in
Annexure I, Part I), to be filled up and signed by the candidate to the effect that
he/she is aware of the law regarding prohibition of ragging as well as the
punishments, and to the effect that he/she has not been expelled and/or
debarred from admission by any institution and that he/she, if found guilty of

the offence of ragging and/or abetting ragging, is liable to be punished
appropriately.

6.1.5 The application form shall also contain a printed undertaking, preferably
both in English/Hindi and in one of the regional languages known to the
institution and the parent/ guardian (English version given in Annexure I, Part
II), to be signed by the parent/ guardian of the applicant to the effect that he/
she is also aware of the law in this regard and agrees to abide by the
punishment meted out to his/ her ward in case the latter is found guilty of
ragging and/or abetting ragging.

A database shall be created out of affidavits affirmed by each student and


his/her parents/guardians stored electronically, and shall contain the details
of each student. The database shall also function as a record of ragging
complaints received.

6.1.6 The application for admission shall be accompanied by a document in


the form of the School Leaving Certificate/transfer certificate/migration
certificate/ Character Certificate which shall include a report on the
behavioral pattern of the applicant, so that the institution can thereafter keep
intense watch upon a student who has a negative entry in this regard.

6.1.7 A student seeking admission to the hostel shall have to submit additional
undertaking in the form of Annexure I (both Parts) along with his/ her
application for hostel accommodation.

6.1.8 At the commencement of the academic session the Head of the


Institution shall convene and address a meeting of various
functionaries/agencies, like Wardens, representatives of students, parents/
guardians, faculty, district administration including police, to discuss the

measures to be taken to prevent ragging in the Institution and steps to be
taken to identify the offenders and punish them suitably.

6.1.9 To make the community at large and the students in particular aware of
the dehumanizing effect of ragging, and the approach of the institution
towards those indulging in ragging, big posters (preferably multicoloured
with different colours for the provisions of law, punishments, etc.) shall be
prominently displayed on all Notice Boards of all departments, hostels 4 and
other buildings as well as at vulnerable places. Some of such posters shall be
of permanent nature in certain vulnerable places.

6.1.10 Apart from placing posters mentioned in sub-clause 6.1.9 above at


strategic places, the Medical College/Institution shall undertake measures for
extensive publicity against ragging by means of audio-visual aids, by holding
counseling sessions, workshops, painting and design competitions among
students and other methods as it deems fit.

6.1.11 The Medical College/Institution/University shall request the media to


give adequate publicity to the law prohibiting ragging and the negative
aspects of ragging and the institution‟s resolve to ban ragging and punish
those found guilty without fear or favour.

6.1.12 The Medical College/Institution/University shall identify, properly


illuminate and man all vulnerable locations.

6.1.13 The Medical College/Institution/University shall tighten security in its


premises, especially at the vulnerable places. If necessary, intense policing
shall be resorted to at such points at odd hours during the early months of the
academic session.

6.1.14 The Medical College/Institution/University shall utilize the vacation
period before the start of the new academic year to launch wide publicity
campaign against ragging through posters, leaflets. seminars, street plays, etc.

6.1.15 The faculties/ departments/ units of the Medical College/Institution


/University shall have induction arrangements (including those which
anticipate, identify and plan to meet any special needs of any specific section
of students) in place well in advance of the beginning of the academic year
with a clear sense of the main aims and objectives of the induction process.

The Principal or Head of the Institution/Department shall obtain an


undertaking from every employee of the institution including teaching and
non-teaching members of staff, contract labour employed in the premises
either for running canteen or as watch and ward staff or for cleaning or
maintenance of the buildings/lawns etc. that he/she would report promptly
any case of ragging which comes to his/her notice. A provision shall be made
in the service rules for issuing certificates of appreciation to such members of
the staff who report ragging which will form port of their service record.

6.2. On admission:-

6.2.1 Every fresher admitted to the Medical College/Institution/University


shall be given a printed leaflet detailing when and to whom he/she has to turn
to for help and guidance for various purposes (including Wardens, Head of the
institution, members of the anti-ragging committees, relevant district and
police authorities), addresses and telephone numbers of such
persons/authorities, etc., so that the fresher need not look up to the seniors
for help in such matters and get indebted to them and start doing things, right
or wrong, at their behest. Such a step will reduce the freshers‟ dependence on
their seniors.

Every institution should engage or seek the assistance of professional
counselors at the time of admissions to counsel `freshers' in order to prepare
them for the life ahead, particularly for adjusting to the life in hostels.

6.2.2 The Medical College/Institution/University through the leaflet


mentioned above shall explain to the new entrants the arrangements for their
induction and orientation which promote efficient and effective means of
integrating them fully as students.

6.2.3 The leaflet mentioned above shall also inform the freshers about their
rights as bonafide students of the institution and clearly instructing them that
they should desist from doing anything against their will even if ordered by
the seniors, and that they have nothing to fear as the institution cares for them
and shall not tolerate any atrocities against them.

6.2.4 The leaflet mentioned above shall contain a calendar of events and
activities laid down by the institution to facilitate and complement
familiarization of freshers with the academic environment of the institution.

6.2.5 The Medical College/Institution/University shall also organize joint


sensitization programmes of ‘freshers’ and seniors.

On the arrival of senior students after the first week or after the second week
as the case may be, further orientation programmes must be scheduled as
follows (i) joint sensitization programme and counseling of both 'freshers' and
senior by a Professional counselor; (ii) joint orientation programme of
'freshers' and seniors to be addressed by the principal/Head of the institution,
and the anti -ragging committee ; (iii) organization on a large scale of cultural,
sports and other activities to provide a platform for the 'freshers' and seniors
to interact in the presence of faculty members ; (iv) in the hostel, the warden
should address all students; may request two junior colleagues from the

college faculty to assist the warden by becoming resident tutors for a
temporary duration.

6.2.6 Freshers shall be encouraged to report incidents of ragging, either as


victims, or even as witnesses.

6.3. At the end of the academic year:-

6.3.1 At the end of every academic year the Dean/Principal/Director shall


send a letter to the parents/guardians of the students who are completing the
first year informing them about the law regarding ragging and the
punishments, and appealing to them to impress upon their wards to desist
from indulging in ragging when they come back at the beginning of the next
academic session.

6.3.2 At the end of every academic year the Medical College/Institution


/University shall form a “Mentoring Cell” consisting of Mentors for the
succeeding academic year. There shall be as many levels or tiers of Mentors as
the number of batches in the institution, at the rate of 1 Mentor for 6 freshers
and 1 Mentor of a higher level for 6 Mentors of the lower level.

Each batch of freshers should be divided into small groups and each such
group shall be assigned to a member of the staff. Such staff member should
interact individually with, each member of the group on a daily 6 basis for
ascertaining the problems/difficulties if any faced by the fresher in the
institution and extending necessary help.

In the case of freshers admitted to a hostel it shall be the responsibility of the


teacher in charge of the group to coordinate with the warden of the hostel and
to make surprise visits to the rooms in the hostel where the members of the
group are lodged.

1. APPLICATION CONSIST OF TWO PARTS: -
Part 1 : Application Form.
Part 2 : OMR Sheet

The Application Form contains ……… items. Sub group of the items of
the application is reproduced in the OMR Sheet.

2. METHODS OF ENTERING PARTICULARS IN THE APPLICATION: -


Particulars required by an item are to be entered in the Application in
long hand or in coded form depending on the item. “Address for
Communication “ for example, is written in long hand.
For certain items, like “ Medium of Instruction “, several alternative
responses are listed in tabular form. Each alternative is assigned a code.
You must encircle the code which will signify your response to that
item.
In the case of certain items, like Native District, you respond by writing
a code in the box or boxes provided.

3. SUPPORTIVE DOCUMENTS: -
Documents / Certificates are required in support of the data furnished
by the candidate for the following :-
1. Date of Birth
2. Community Certificate, if applicable
3. Marks in qualifying examination
4. Nativity Certificate, if applicable and
5. Claim for Special Category seats, if applicable
