1. NIT HEADER
Deep screening of all types of Track over entire width of ballast profile including track on
turnout, in cutting, on high bank/bridges, track circuited area, track with
PSC/CST/Steel/Wooden sleepers with 90R/52 kg/ 60 kg or any other rails by mechanized
means along with mechanised tamping and stabilization of track using a complex of track
Name of Work machines consisting of Ballast cleaning machine, tamper and stabilizer using contractor's
own machines along with his own spares, consumables including fuel, staff etc. for operation
and maintenance of the machines and other operations for carrying out the work of deep
screening, tamping and stabilised in block during day or night as required at site, including
all leads, ascend/descend, crossing of drains/tracks as required for the work.

Standard Financial Criteria

As a proof of sufficient financial capacity and organizational resources, contractor should
have received the total payments against satisfactory execution of all
completed/ongoing works of all types (not confined to only similar works) during the last
three financial years and in the current financial year (Up to the date of opening of
tender) of a value not less than 150% of the advertised cost of work. Note: For judging Allowed

the financial capability only those works which had been executed for the Govt. or Semi (Mandatory)
Govt. organizations shall be considered and the tenderer will submit the certificate to this
effect from the officer concerned duly signed under the official seal. It should be noted
that credentials for the works executed for Private Individual/ Private Organizations shall
not be considered.
TENDER DOCUMENT
Standard Technical Criteria

As a proof of technical experience/competence, the tenderer should have Physically
completed successfully at least one similar single work for a minimum value of 35% of
advertised tender value, in last three financial years (i.e. Current Year and three Previous
Financial Years) up to the date of opening of the tender. Note: For judging the technical

The tenderers shall quote one single %age and Above/Below/At par over each
schedule/Items of Non-schedule items, as mentioned in each schedule/item. In
the schedule of items rates and quantities, every possible fluctuation in the
rate of labour, material and general commodities, and other possibilities of
2 each and every kind which may affect the rates, should be considered and No No Not Allowed
kept in view before quoting the rates and no claim on this account shall be
entertained by the Railway under any circumstances except the price
escalation payable as per price variation clause, if any, provided separately in
the tender documents.

General Instructions

Tenderer may please note that offers rceived without requisite/mandatory

tender and for which contractor shall have no claim on Railway.
After opening of tender, any document /credential pertaining to technical,
financial eligibility and available bid capacity, constitution of firm etc shall
neither be asked nor be entertained/considered under any circumstances and
2 no claim or representation whatsoever from the tenderer in this regard shall be No No Not Allowed
entertained. However Railway reserves the right to ask for any clarification on
the documents/credential already submitted by the tenderer along with the
offer.
TENDER DOCUMENT
The tenderer (s) shall visit the site of work and acquaint himself/themselves
with the conditions of work viz approach roads and accessibility, availability of
material, electric power, water for work and drinking purposes, site for labour
camps, stores, godowns, extent of lead/lift in work, availability of skilled and

unskilled labour etc that may be encountered in the course of execution of
work. In short he/they should familiarize himself/themselves fully with the
conditions obtaining at site and FURNISH A CERTIFICATE TO THIS EFFECT.
In the proforma appended as Annexure-C of Tender Document.
In case, the tender is not accompanied with the cost of the Tender Document

as detailed above, the tender shall be summarily rejected.
The offer shall be uploaded along with scanned copy of all the requisite

Tenderers are compulsorily required to fill up/submit requisite details in
prescribed Performa of Annexure D to G, I and J as per tender document

without which the offer may be considered as incomplete and be liable to be
rejected.
The tenderer (s) may note that the Railway reserves its right to either accept
7 or reject any Bid/s without assigning any reasons whatsoever and tenderer/s No No Not Allowed
shall have no claims on this account.
INCOME TAX DEDUCTION Under Section 194-C of the Income Tax Act 1961,
8 deduction of 2 percent Income Tax plus surcharge as applicable on Income No No Not Allowed
tax will be made for sums paid for carrying out the work under this contract.
The contractor shall be governed by the taxes applicable at the place of actual
9 execution of work as per clause 23.0 of special tender conditions and No No Not Allowed
instruction to tenderers.
If on verification of credentials, at the evaluation stage, it is found that the
tenderer has submitted forged/fake documents in support of his offer, his

Earnest Money Deposit shall be forfeited besides suspending business with
him/them for one year.
IF THE TENDERERS DELIBERATELY GIVES WRONG
INFORMATION/CREDENTIALS/DOCUMENTS IN HIS/THEIR TENDERS AND
THEREBY CREATES CIRCUMSTANCS FOR ACCEPTANCE OF HIS/THEIR
TENDER, RAILWAY RESERVES THE RIGHT TO TERMINATE THE
CONTRACT AT ANY STAGE, BESIDES SUSPENDING BUSINESS FOR ONE
YEAR WITH HIM/THEM.
In case the intended date for opening of tenders is declared a holiday, the
tenders will be opened on the next working day at the same time
A Pre-bid conference will be held at date and time as mentioned in header at
Engineering conference Hall, 4th floor, Baroda House, New Delhi.
The bidders are advised to attend the pre-bid conference for any
clarification/double/suggestion. However, to attend the conference is optional
for bidders. The minutes of the conference will be uploaded on IREPS for
information of all bidders.
Undertakings

I / We hereby agree to abide by the General Conditions of Contract-2014
corrected up to printed/advance correction slip and to carry out the work

according to the Special Tender Conditions of Contract and Additional Special
Conditions of contract.
Until a formal agreement is prepared and executed, acceptance of this tender
shall constitute a binding contract between us subject to modification, as may

be mutually agreed to between us and indicated in the letter of acceptance of
my/our offer for this work.
I/We hereby confirm that the rates, rebates and/or other financial terms, if any,
quoted by us in the relevant fields of the Financial Bid page will only be the
4 ruling terms for deciding the inter-se ranking, and any such condition having No No Not Allowed
financial repercussion, if quoted by us anywhere else including attached
document shall not be considered for deciding inter-se ranking.
TENDER DOCUMENT
Each page of the tender papers will be deemed to be signed/accepted by the

5 me/us or such person(s) on my/our behalf who is/are legally authorized to sign No No Not Allowed
for me/us.
I/We have read the various conditions to tender attached here to and hereby
agree to abide by the said conditions. I/We also agree to keep this tender
open for acceptance for a period of 45 days from the date fixed for opening
the same and in default thereof I/We will be liable for forfeiture of My/Our
6 Earnest Money. I/We offer to do the subject work (as per tender notice/ tender No No Not Allowed
document) for Northern Railway at the rates quoted in the attached schedule
and hereby bind myself / ourselves to complete the work in all respects within
time stipulated in tender notice/ relevant clause of the tender document from
the date of issue of letter of acceptance of tender.
The full value of the Earnest money deposit (EMD)and other dues shall be
stand forfeited without prejudice to any other rights or remedies in case my/our
tender is accepted and if: (a) I/we do not execute the contract documents
within Fifteen days after receipt of the notice issued by the Railway that such
documents are ready; (b) I/We do not commence the work within fifteen days
after receipt of orders to that effect; (c) I/We resile from my/our offer or modify
the terms and conditions there of in a manner not acceptable to Northern
Railway during a period of 45 (Fourty Five) days from date of the opening of
the tender; (d) I/We do not submit a performance Guarantee (PG) in the form

as prescribed in clause 5.2 of "Special tender Conditions and instructions to
the tenderers" amounting to 5% of Contract value as per the proforma as
prescribed by the Railways, within 30(Thirty ) days from the date of issue of
letter of acceptance (LOA) or 60 days,if extension of time for submission of PG
beyond 30 days and upto 60 days is given by competent authority along with
interest @ 15% per annum for the delay beyond 30 days and upto 60 days
from the date of issue of LOA. I/We shall also be debarred from participating in
re-tender for the above work in case I/We failed to submit the PG as stipulated
above.
The Performance Guarantee shall be initially valid up to the stipulated date of
completion plus 60 (Sixty) days beyond that. In case, the time of completion of
work gets extended, the contractor shall get the validity of Performance
Guarantee extended to cover such extended time for completion of work plus
60 (Sixty) days. In case during the course of execution, value of the contract
increases by more than 25% of the original contract value, an additional
Performance Guarantee amounting to 5% (five percent) for the excess value

over the original contract value shall be deposited by the contractor. On the
other hand, if the value of contract decreases by more than 25% of the original
contract value, Performance Guarantee amounting to 5% (five percent) of the
decrease in the contract value shall be returned to the contractor. The PG
amount in excess of required PG for decrease contract value, available with
Railways, shall be returned to contractor as per their request duly
safeguarding the interest of Railways.
The amount of Earnest Money is to be deposited ONLINE MODE. I/we have
