who took initiation in arranging clinical exercise that is our central prison visit. I am thankful to her
encouragement.

I cannot forget to show my gratitude our most energetic faculty that is Assistant Professor Ms. Poorva
Dighe School of Law, who guided me during the Police Station visit.

I am also thankful to Police Superintend of Prison M Somashekar who gave permission to us and Chief
Warden who explained and made us understand things practically. Their guidance was valuable for our
better understanding of minute details.

INTRODUCTION

Central Prison, Bengaluru is the largest prison in the Indian state of Karnataka. Established in 1997, it
became the central prison of Bengaluru in 2000.

It is located in Electronic City, Bengaluru South, Central Prison, Parappana Agrahara, Bengaluru,
Karnataka – 560100.

People who will get punishment which will exceed two years of imprisonment will be kept in the Central
Jail.

We left the University at 9.40 AM and it took two hours for us to reach the Central jail.

Asst.Prof. Ms. Poorva who was there with us During this visit.

There are 4795 prisoners in the Central prison of Bengaluru but It’s actual capacity is 2000.

There are two people who are serving there Capital punishment among them 1 is male and another 1 is
female.

There are 2 children who took birth in Prison and living with their mothers and they will be sent to their
relatives once they are 6 years old.
ABOUT CENTRAL JAIL VISIT (EXPERIENCE)

Before entering into the prison we have seen some people who were waiting in a line in front of the
room which had that iron mesh and they came there to meet the prisoners with some food and fruits it
was inspected by the police officer then they use to send them to meet the prisoners.
We entered into Prison at 01.00 PM after they put that Seal on our right hand for the purpose of
security.

There are three gates which we should cross to enter the actual prison. First gate where which they will
put that security seal, second gate where they will check us privately and third gate after which we can
enter into prison.

When we entered into prison after that third gate we have seen people with their casual attire and
some are in white dress it was said by the Chief warden who was taking us inside the prison that people
with the casual attire are Under Trials and people with white dress are convicts and serving their
imprisonment.

There was a separate enclosure for convicts and under trails

After the third gate it for the Right side it was the ladies jail when we move little further there was a
hospital where they will take care about the sick prisoners.

HANDICRAFT

Moving further they took us to convict prisoners tower where there was a shop which was opened by
the convicts and they were selling some snacks and juices and after that we visited the place where
convicts were doing some carpentering work and also they were making some things out of iron which
was similar to best out of waste.
BAKERY

After that we visited the Bakery it was very neat and they were preparing some cakes and they said that
they will sell those bakery items outside and whatever the revenue generated by that out of that wages
will be given to prisoners and remaining amount will go to Government.

Daily Wages for Senior convicts is Rs.90 and for the Junior Convicts it will be Rs.75.
KITCHEN

After that they took us to Kitchen which was very huge. They were in the preparation of dinner and
timings for the distribution of food they said like this Morning Breakfast they will start distributing at
6.30 AM and Afternoon lunch they will start at 11.30 AM and Night Dinner they will start at evening 6.30
PM. They will start at early because it will take so much of time to distribute food for 4000+ people.

They have floor mill and also they have said that there will be food inspection every time before the
distribution of food.

It is not compulsory to work in kitchen but if they want to earn some wages then they can work in
kitchen.

DEATH PENALTY

With regard to death penalty he said that there is no set up in Bengaluru central jail to hang the person
who ever gets death penalty they will be shifted to belagavi jail.

Special Facilities to Women Prisoners and Children along with them

Hon’ble Supreme Court of India while disposing of Writ Petition(Civil) 559/94 RD Upadhaya vs Andra
Pradesh Government and others has given remarkable judgment in treatment of women prisoners and
children along with them. As per the guidelines issued by the Hon’ble Supreme Court, Government of
Karnataka has amended Rule 86 of Karnataka Prison Rules 1974 and incorporated detailed instructions
for providing of diet, clothing to the children of age group 0-3 years and 3-6 years and also special diet
and extra clothing to the pregnant and lactating women prisoners. Diet and clothing articles for the
children of age group 0- 6 years viz., Stainless Steel Glass, Stainless Steel Bowl with covering plate,
Stainless Steel Plate, Stainless Steel Spoons, Stainless milk feeding spoon, 500 ml water container with
lid , cotton nappy pads, sweater with socks, rubber sheet, washable children bed, mosquito net, baby
powder, brush, soap, toys etc.,.
Lok Adalath camps at Prisons

With a view to provide quick justice and relief to the undertrial prisoners in the jails Lok Adalath Camps
are being organized in coordination with the judiciary to dispose of the petty cases. During the year
under 107 cases of the prisoners have been disposed and released 22 prisoners.

Telephone Facility to the inmates of all Central Prisons

Another first, Telephone facility for the inmates has been provided to the inmates at Central Prison,
Bangalore, Mysore, Belgaum, Bellary, Bijapur, Gulbarga. Now prisoners may communicate to their kith
and kin, friends and advocates, through the telephone booths advisors once in a week for five minutes.
Free Tooth Powder and Bathing Soaps to the Prisoners

In order to ensure greater dental and general hygiene of prisoners, the Government of Karnataka is
pleased to sanction issue of tooth powder and bathing soap to the prisoners at Government cost. The
Government order has been issued on 5.9.2007, as per which, each prisoner is entitled to receive 50
grams of toothpowder at the cost of Rs12 per month and 150 grams of bathing soap at the cost of Rs 17
per month.

After seeing prison we came out at 01.40 PM.

It was an life time experience for us which we cannot forget and we are thankful to Our University who
arranged this vist .
