1 About This Document

1.1 Scope
This document describes inter-radio access technology mobility load balancing (inter-RAT
MLB), including its technical principles, related features, network impact, and engineering
guidelines.

This document covers the following features:

2 Overview

2.1 Introduction
Inter-RAT MLB coordinates load distribution among inter-RAT cells. It performs preliminary
verification of the load status of cells, before completing the transfer of UEs from heavily to
lightly loaded inter-RAT cells.

2.2 Benefits
Inter-RAT MLB offers the following benefits:
l Relieves load imbalances among inter-RAT cells by transferring appropriate UEs to
inter-RAT neighboring cells.
l Improves user experience with telecommunication services and achieves better overall
resource utilization.

2.3 Architecture
Inter-RAT MLB supports categorical classification by triggering variables and specific UE
types to be transferred, as shown in Figure 2-1.

3 Related Concepts

3.1 Cell Load


eNodeBs determine whether to initiate MLB based on the air interface load. The air interface
load is represented by the physical resource block (PRB) usage, average cell throughput, and
the number of uplink-synchronized (UL-sync) UEs in a cell.

NOTE

For details about how to calculate PRB usage, see section 4.1.1 "PRB usage" in 3GPP TS 36.314

Average cell throughput = L.Thrp.bits.DL/L.Thrp.Time.DL, where L.Thrp.bits.DL indicates the total
downlink (DL) Packet Data Convergence Protocol (PDCP) traffic volume within a measurement period
in a cell and L.Thrp.Time.DL indicates the total DL PDCP transmission duration within the period in
the cell.

3.2 Source Cell and Target Cell


A source cell is the origin from which MLB transfers a load. In this document, a source cell is
also referred to as a serving cell. A target cell is a destination to which MLB initiates load
transfer.

3.3 Overlapping Neighboring Cell


In this document, an overlapping neighboring cell is a neighboring UTRAN cell for which the
UtranNCell.OverlapInd parameter is set to YES(YES). It is strongly recommended that this
parameter be set to YES(YES) for neighboring UTRAN cells whose coverage area is the
same as or overlaps a large portion of the serving cell's coverage area.

3.4 Type of UEs to Be Transferred


Inter-RAT MLB transfers UL-sync UEs and RRC_REL UEs.

l A UL-sync UE has its RRC connection established with a cell served by an eNodeB and
maintains uplink (UL) synchronization with the eNodeB. The eNodeB allocates physical

uplink control channel (PUCCH) and sounding reference signal (SRS) resources to the
UE.
l An RRC_REL UE is a UE that an eNodeB is expected to release due to the expiration of
the UE inactivity timer specified by RrcConnStateTimer.UeInactiveTimer.
The transfer of RRC_REL UEs reduces the potential load (in terms of the number of UEs in
the source cell), without affecting user experience. The preceding two transfer methods are
implemented either separately or in conjunction.

UTRAN

This chapter describes the feature LOFD-001044 Inter-RAT Load Sharing to UTRAN,
referred to as MLB to UTRAN in this document.
l MLB to UTRAN transfers UL-sync UEs when the UtranMlbSwitch(UtranMlbSwitch)
option of the CellAlgoSwitch.MlbAlgoSwitch parameter is selected. MLB to UTRAN
by transferring UL-sync UEs can be triggered by different variables depending on the
setting of the CellMLB.InterRatMlbTriggerMode parameter.
– If this parameter is set to IRAT_PRB_ONLY(PRB Usage), the eNodeB initiates
MLB based on both the PRB usage and the number of UEs.
– If this parameter is set to IRAT_UE_NUMBER_ONLY(UE Number), the
eNodeB initiates MLB based on the number of UEs.
– If this parameter is set to IRAT_PRB_OR_UE_NUMBER(PRB Usage or UE
Number), the eNodeB initiates MLB based on either the PRB usage or the number
of UEs.
l MLB to UTRAN transfers RRC_REL UEs when the
UtranIdleMlbSwitch(UtranIdleMlbSwitch) option of the
CellAlgoSwitch.MlbAlgoSwitch parameter is selected.
If both MLB to UTRAN and MLB to GERAN are enabled, the two procedures work in
parallel. For details about MLB to GERAN, see 5 LOFD-001045 Inter-RAT Load Sharing
to GERAN.

4.1 MLB Initiation and Termination


After MLB to UTRAN is enabled, an eNodeB periodically collects the PRB usage and the
number of UL-sync UEs in each cell.
The PRB usage can be classified into the following types:
l UL guaranteed bit rate (GBR) PRB usage
l DL GBR PRB usage
l UL total PRB usage (UL GBR + non-GBR)
l DL total PRB usage (DL GBR + non-GBR)
GBR PRB usage takes priority over total PRB usage in the initiation of MLB, and similarly
used in the termination of MLB. If the GBR PRB usage meets the specific triggering
condition, MLB is triggered by GBR PRB usage and the eNodeB will transfer GBR services.
If the GBR PRB usage does not meet the triggering condition but the total PRB usage does,
MLB is triggered by total PRB usage and the eNodeB will transfer non-GBR services.

4.1.1 MLB by Transferring UL-Sync UEs


PRB-Usage-based MLB
The eNodeB initiates a procedure for "PRB-usage-based MLB to UTRAN by transferring
UL-sync UEs" when a cell meets both of the following conditions throughout 5s:
l PRB usage of the cell ≥ CellMLB.InterRatMlbThd + CellMLB.LoadOffset
l Number of UL-sync UEs in the cell ≥ CellMLB.InterRatMlbUeNumThd +
CellMLB.InterRatMlbUeNumOffset
NOTE

The definitive value of the CellMLB.InterRatMlbUeNumThd is equal to the GUI value multiplied by
1% and then by a factor of 1000, except when the GUI value is 100 or 99. For example, when the GUI
value is 1, the definitive value is 10, provided by 1000 x 1%. When the GUI value is 10, the definitive
value is 100. There are two exceptions: When the GUI value is 100, the definitive value is 1. When the
GUI value is 99, the definitive value is 2.

The eNodeB terminates the MLB procedure when the cell meets one of the following
conditions throughout 5s:
l PRB usage of the cell < CellMLB.InterRatMlbThd
l Number of UL-sync UEs in the cell < CellMLB.InterRatMlbUeNumThd

User-Number-based MLB
The eNodeB initiates a procedure for "user-number-based MLB to UTRAN by transferring
UL-sync UEs" when a cell meets the following condition throughout 5s:
Number of UL-sync UEs in the cell ≥ CellMLB.InterRatMlbUeNumModeThd +
CellMLB.InterRatMlbUeNumOffset
The eNodeB terminates the MLB procedure when the cell meets the following condition
throughout 5s:

4.1.2 MLB by Transferring RRC_REL UEs


The eNodeB initiates a procedure for "MLB to UTRAN by transferring RRC_REL UEs"
when a cell meets both of the following conditions throughout 5s:
l PRB usage of the cell ≥ CellMLB.InterRatMlbThd + CellMLB.LoadOffset
l Number of UL-sync UEs in the cell ≥ CellMLB.InterRatIdleMlbUeNumThd
+CellMLB.InterRatMlbUeNumOffset
The eNodeB terminates the MLB procedure when the cell meets either of the following
conditions throughout 5s:
l PRB usage of the cell < CellMLB.InterRatMlbThd
l Number of UL-sync UEs in the cell < CellMLB.InterRatIdleMlbUeNumThd

4.2 Target Cell/Frequency Selection


After MLB to UTRAN is initiated, the eNodeB selects target cells within each MLB period
specified by the CellMLB.InterRatLoadEvalPrd parameter. If the target cell list is empty in a
period, the eNodeB does not execute MLB in this period.

4.2.1 Load Information Exchange


If the MlbLoadInfoSwitch(MlbLoadInfoSwitch) option of the
CellAlgoSwitch.MlbAlgoSwitch parameter is selected for an E-UTRAN cell, the eNodeB
selects a list of target cells based on the load status of UTRAN cells. If this option is
deselected, the eNodeB does not select a list of target cells based on the load status of
UTRAN cells.
The eNodeB obtains the load information of neighboring UTRAN cells through RAN
information management (RIM) procedures. This function requires that the UTRAN support
the RIM procedures for load information exchange as defined in 3GPP Release 10. This
function requires that the GlobalProcSwitch.UtranLoadTransChan parameter be set to
BASED_ON_RIM and the load information exchange function on the RNC be enabled. If
the peer RNC is a Huawei device, see Interoperability Between UMTS and LTE Feature
Parameter Description for details about how to enable the exchange function.
For details about load information exchange through the RIM procedure, see CS Fallback
Feature Parameter Description.
In a RIM procedure, the E-UTRAN cell requests the load information of neighboring UTRAN
cells in multiple-report mode. After the E-UTRAN cell sends a load information request
message to a UTRAN cell, the UTRAN cell responds with a load information response
message. When the load information of the UTRAN cell changes, the UTRAN cell
proactively reports its load information to the E-UTRAN cell.
In the RIM procedure, messages can be exchanged through the core network or the
eCoordinator, a Huawei-proprietary NE, depending on the
ENodeBAlgoSwitch.RimOnEcoSwitch parameter setting:
l If the ENodeBAlgoSwitch.RimOnEcoSwitch parameter is set to OFF(Off), messages
are exchanged through the core network, as shown in Figure 4-1. This requires that the

l If the ENodeBAlgoSwitch.RimOnEcoSwitch parameter is set to ON(On) and the RIM


function is enabled on the eCoordinator, messages are exchanged through the
eCoordinator, as shown in Figure 4-2.
This type of RIM procedure involves the eNodeB, eCoordinator, and RNC, and requires
activation of the RIM function on all these NEs.

4.2.2 Target Cell/Frequency Determination


Based on load information, the eNodeB filters out the following cells from the UTRAN
neighboring relation table (NRT) to generate a list of candidate cells:

l Congested or overloaded cells


l Cells for which the UtranNCell.NoHoFlag parameter is set to
FORBID_HO_ENUM(Forbid Ho)

If the MRFD-101401 UL Unified Video Steering feature is enabled, the eNodeB filters out
barred neighboring UTRAN cells. For the definition of a barred cell, see UL Unified Video
Steering Feature Parameter Description.

Target Cells for MLB by Transferring UL-Sync UEs


The eNodeB selects target frequencies from the operating frequencies of candidate cells. The
cells on the selected frequencies are the target cells within the current MLB period. The
selection policy is determined by the CellMLB.FreqSelectStrategy parameter:

l If the parameter is set to FAIRSTRATEGY(FairStrategy), the eNodeB selects all the


operating frequencies of the candidate cells as target frequencies. If inter-frequency
MLB and MLB to UTRAN are simultaneously initiated, the two procedures operate in
parallel without influencing each other.
l If the parameter is set to PRIORITYBASED(PriorityBased), the eNodeB selects one
or more frequencies with the highest priority defined by UtranNFreq.MlbFreqPriority
as target frequencies. If inter-frequency MLB and MLB to UTRAN are simultaneously
initiated, the eNodeB considers all frequency priorities defined by the
EutranInterNFreq.MlbFreqPriority and UtranNFreq.MlbFreqPriority parameters and
selects the highest-priority frequencies as target frequencies.
NOTE

An eNodeB imposes a penalty on a frequency selected based on MLB priorities if no UE is transferred


to the frequency within CellMLB.PunishJudgePrdNum MLB periods. The length of each MLB period
is defined by CellMLB.InterRatLoadEvalPrd. During the penalty, the eNodeB no longer selects the
frequency as a target frequency. The penalty duration starts from the next available MLB period and
lasts for CellMLB.PunishJudgePrdNum MLB periods.

Target Frequencies for MLB by Transferring RRC_REL UEs


After generating a list of candidate cells, the eNodeB selects target frequencies for RRC_REL
UEs. If the UtranNFreq.CellReselPriorityCfgInd parameter is set to CFG(Configure) for a
UTRAN frequency, the UTRAN frequency can be a target when either of the following
conditions is met:

l The neighboring cells on the frequency are overlapping neighboring cells, and the load
status of these cells is light or invalid.
l None of the neighboring cells on the frequency are overlapping neighboring cells, and
the load status of any of these neighboring cells is light or invalid.

4.3 UE Selection
PRB-Usage-based MLB by Transferring UL-Sync UEs
In PRB-usage-based MLB, the eNodeB selects a number of UEs not in the penalty state based
on target cell information, PRB usage type that triggers MLB, and PRB usage of UEs in the
serving cell. The maximum number of UEs to be selected is specified by
CellMLB.InterRatMlbMaxUeNum. For details about UE penalty, see 4.4.1 UL-Sync UEs.

If the eNodeB is not a micro eNodeB, it preferentially selects non-CA UEs over CA UEs.
(Micro eNodeBs do not support CA and therefore not check UEs' CA capabilities.) For details
about the definition of CA UE, see Carrier Aggregation Feature Parameter Description.

When selecting non-CA UEs, the eNodeB may consider the QCIs of services running on UEs
as a primary criterion, depending on the CellMlbUeSel.UeSelectQciPrio parameter setting.

l If the CellMlbUeSel.UeSelectQciPrio parameter is set to 255, the eNodeB selects a type


of UEs that are running services for which the
INTER_RAT_MLB_ALLOWED(INTER_RAT_MLB_ALLOWED) option of the
CellQciPara.QciAlgoSwitch parameter is selected for all their QCIs. In addition, if the
INTER_RAT_MLB_LOW_PRIO_IND(INTER_RAT_MLB_LOW_PRIO_IND)
option is deselected for all services on a UE of the selected type, the eNodeB
preferentially selects this UE.

l If the CellMlbUeSel.UeSelectQciPrio parameter is set to a value ranging from 0 to 254,


the eNodeB does not consider QCIs as a criterion for MLB-oriented UE selection.
NOTE

In this document, parameters in the CellQciPara MO are recognized only when the
GlobalProcSwitch.QciParaEffectFlag parameter is set to ON(On).

For UEs configured with subscriber profile IDs (SPIDs), the eNodeB selects UEs for which
the SpidCfg.InterRatMlbSwitch parameter is set to TRUE(TRUE).

The eNodeB selects UEs based on the policy specified by the


CellMLB.InterRatMlbUeSelStrategy parameter:

l If the parameter is set to PRBRATIOHIGHMODE(PRB Ratio High Mode), the PRB


usage of UEs is the major contributing factor to the initiation of MLB. The MLB
algorithm imposes constraints on both UL and DL PRB usage of UEs to be selected.
Each of the UEs must meet all the following conditions:
– PRB usage of the UE in the direction (UL or DL) where MLB is triggered > 2%
– Total PRB usage of all UEs to be transferred in this direction <
CellMLB.LoadDiffThd/2
– PRB usage of the UE in the opposite direction ≤ 2%
The eNodeB evaluates both UL and DL PRB usage of individual UEs to prevent MLB
back to the source cell. If the UL or DL PRB usage of the selected UEs is excessively
high, a high probability exists for further initiating UL or DL MLB from the target cell.
If the UL or DL PRB usage of the selected UEs is too low, the source cell load may not
decrease to an expected level.
l If this parameter is set to PRBRATIOLOWMODE(PRB Ratio Low Mode), the
number of UEs is the major contributing factor to the initiation of MLB. The MLB
algorithm selects UEs with lower PRB usage to ensure that more UEs can rapidly be
transferred to inter-RAT neighboring cells and the impact on user experience is minimal.
The PRB usage of the selected UEs must be less than the
CellMLB.InterRatMlbUeSelPrbThd parameter value.

PRB-Usage-based MLB by Transferring RRC_REL UEs


The eNodeB selects UEs that meet all of the following conditions:

l The cause of the RRC connection release is that the timer defined by
RrcConnStateTimer.UeInactiveTimer for the UE expires.
l The UE supports the selected target frequencies.
l The serving PLMN set of the UE and the home PLMNs of external cells on the target
frequencies intersect.
l If the UE is configured with SPID-specific dedicated cell-reselection priorities of
frequencies, the frequencies and target frequencies intersect.

User-Number-based MLB by Transferring UL-Sync UEs


The eNodeB calculates the maximum number of UEs to be transferred within an MLB period
by using the following formula:

l M denotes the number of UL-sync UEs in the source cell.


l The CellMLB.InterRatMlbMaxUeNum parameter specifies the user-configured
maximum number of UEs that can be transferred from the source cell in a single MLB
period.
l The result of "M – CellMLB.InterRatMlbUeNumModeThd + 1" indicates the
minimum number of UEs to be transferred to allow the source cell to exit MLB.
The eNodeB selects UEs whose PRB usage is less than or equal to the
CellMLB.InterRatMlbUeSelPrbThd parameter value. In addition, other selection constraints
are identical to those in PRB-usage-based MLB to UTRAN. The eNodeB will deliver
measurement configurations to the selected UEs and determine target UEs based on
measurement reports.

4.4 Load Transfer


4.4.1 UL-Sync UEs
Handover is recommended for load transfer, because services are interrupted during
redirection. PS handover to UTRAN is controlled by the
UtranPsHoSwitch(UtranPsHoSwitch) option of the ENodebAlgoSwitch.HoModeSwitch
parameter.
l If PS handover is enabled and UEs support handover, the eNodeB transfers UEs to
UTRAN cells through handovers.
l If PS handover is disabled or UEs do not support handover, the eNodeB can redirect UEs
to UTRAN cells when redirection is enabled.
For details about inter-RAT handover procedures, see Overview of Mobility Management in
Connected Mode Feature Parameter Description.
There are two methods of transferring UEs that support inter-RAT handover: measurement-
based and blind handover. The eNodeB transfers these UEs from the E-UTRAN cell to the
target cells based on inter-RAT handover policies.
In inter-RAT handovers for MLB, the handover request message contains the cause value of
"Reduce Load in Serving Cell". If the CellMLB.InterRatMlbHoFailPunish parameter is set
to YES(YES) and a neighboring cell rejects a handover request from the source cell, the
eNodeB imposes a penalty on the neighboring cell. During the penalty, the eNodeB no longer
selects the neighboring cell as a target cell. The penalty starts from the current MLB period,
whose length is defined by CellMLB.InterRatLoadEvalPrd, and lasts for
CellMLB.CellPunishPrdNum MLB periods. For UEs whose handover requests have
succeeded, the eNodeB still transfers the UEs to the neighboring cell. An MLB monitoring
record provides an indication that the neighboring cell is in the penalty state, but handovers to
the neighboring cell are collected in performance counters.
If the MlbTargetInd(MlbTargetInd) option of the
QCIUTRANRELATION.MobilityTargetInd parameter is deselected for a UTRAN
frequency associated with a QCI, UEs that perform services with the QCI are prohibited from
being transferred to UTRAN cells on the frequency.

Measurement-based Handover
The MLB algorithm requires that the received signal code power (RSCP) of target UTRAN
cells be greater than the InterRatHoUtranGroup.LdSvBasedHoUtranB1ThdRscp parameter

value or the Ec/No of target UTRAN cells be greater than the


InterRatHoUtranGroup.LdSvBasedHoUtranB1ThdEcn0 parameter value.

Based on measurement reports, the eNodeB performs inter-RAT handovers on UEs that meet
handover conditions. If a selected UE fails to be transferred to the target cell within the
current MLB period defined by CellMLB.InterRatLoadEvalPrd, the eNodeB imposes a
penalty on the UE. The eNodeB no longer selects the UE for MLB until the timer specified by
CellMLB.MlbUeSelectPunishTimer expires.

Blind Handover
Blind handovers work only if the InterRatMlbBlindHo(InterRatMlbBlindHo) option of the
CellAlgoSwitch.MlbHoMode parameter is selected. If UEs do not support inter-RAT
handovers, the eNodeB transfers the UEs by blind redirection.

4.4.2 RRC_REL UEs


If the UtranIdleMlbSwitch(UtranIdleMlbSwitch) option of the
CellAlgoSwitch.MlbAlgoSwitch parameter is selected and the serving cell's load meets the
triggering conditions for MLB to UTRAN, the eNodeB instructs RRC_REL UEs to
preferentially camp on neighboring UTRAN cells.

The actual duration of MLB to UTRAN is calculated based on the initial duration specified by
CellMLB.InitValidPeriod and the number of UL-sync UEs. A larger value of this parameter
or a larger number of UL-sync UEs results in a longer actual duration. Within the actual
duration, RRC_REL UEs preferentially camp on neighboring UTRAN cells.

In MLB to UTRAN, the eNodeB delivers the priorities of certain frequencies to each target
UE as described in the following sections.

Selecting Frequencies
The eNodeB selects the E-UTRA and inter-RAT frequencies supported by the UE. The UTRA
frequencies are target UTRA frequencies selected as described in Target Frequencies for
MLB by Transferring RRC_REL UEs and other UTRA frequencies.

Determining the Cell-Reselection Priority Type


If SPID- or operator-specific dedicated cell-reselection priorities of frequencies are defined
for an RRC_REL UE, the eNodeB uses the priorities for the UE. For details about the
priorities, see Flexible User Steering Feature Parameter Description and RAN Sharing
Feature Parameter Description. If neither type of priorities is configured for the UE, the
eNodeB uses the common priorities of the frequencies.

Determining and Delivering Frequency Priorities


In the IdleModeMobilityControlInfo IE, the eNodeB includes the priorities of the frequencies
in descending order of frequency categories:

1. Target UTRA frequency


2. Non-target UTRA frequency
3. E-UTRA frequency
4. GERAN frequency

If more than one frequency exists within a category, the priorities of these frequencies are
dependent on the SPID-specific dedicated priorities, operator-specific dedicated priorities, or
common priorities for cell reselection. The eNodeB delivers an RRCConnectionRelease
message, which contains the IE IdleModeMobilityControlInfo to a UE. The IE contains the
target frequencies, relative dedicated priorities, and T320 timer length (specified by the
RrcConnStateTimer.T320ForLoadBalance parameter).

This chapter describes the feature LOFD-001045 Inter-RAT Load Sharing to GERAN,
referred to as MLB to GERAN in this document.
MLB to GERAN transfers UL-sync UEs when the GeranMlbSwitch(GeranMlbSwitch)
option of the CellAlgoSwitch.MlbAlgoSwitch parameter is selected.
MLB to GERAN is initiated by different variables dependent upon the setting of the
CellMLB.InterRatMlbTriggerMode parameter.
l If this parameter is set to IRAT_PRB_ONLY(PRB Usage), the eNodeB initiates MLB
based on both the PRB usage and the number of UEs.
l If this parameter is set to IRAT_UE_NUMBER_ONLY(UE Number), the eNodeB
initiates MLB based on the number of UEs.
l If this parameter is set to IRAT_PRB_OR_UE_NUMBER(PRB Usage or UE
Number), the eNodeB initiates MLB based on the PRB usage or the number of UEs.
If both MLB to UTRAN and MLB to GERAN are enabled, the two procedures operate in
parallel. For details about MLB to UTRAN, see 4 LOFD-001044 Inter-RAT Load Sharing
to UTRAN.

5.1 MLB Initiation and Termination


The mechanisms for initiating and terminating MLB to GERAN are identical to the function
of "MLB to UTRAN by transferring UL-sync UEs". For details, see 4.1.1 MLB by
Transferring UL-Sync UEs.

5.2 Load Information Exchange


MLB to GERAN does not support load information exchange.

5.3 Target Cell Selection


After MLB to GERAN is triggered, the eNodeB selects target cells within each MLB period
specified by the CellMLB.InterRatLoadEvalPrd parameter. If the target cell list is empty in a
period, the eNodeB does not execute MLB in this period.
The eNodeB determines target cells by filtering out neighboring GERAN cells for which the
GeranNcell.NoHoFlag parameter is set to FORBID_HO_ENUM(Forbid Ho).

5.4 UE Selection and Load Transfer


Handover is recommended for load transfer, due to the interruption of services whilst using
redirection. PS handover to GERAN is controlled by the
GeranPsHoSwitch(GeranPsHoSwitch) option of the ENodebAlgoSwitch.HoModeSwitch
parameter. If PS handover is enabled and UEs support handover, the eNodeB transfers UEs to
GERAN cells through handover. If PS handover is enabled but UEs do not support handover,
the eNodeB transfers UEs to GERAN cells through redirection. If PS handover is disabled
and redirection is enabled, the eNodeB can transfer UEs to GERAN cells through redirection.
MLB to GERAN does not support transfer of RRC_REL UEs.
The principles for UE selection in MLB to GERAN are identical to the selection of UL-sync
UEs in MLB to UTRAN. For details, see 4.3 UE Selection.
Load transfer in MLB to GERAN is similar to that in MLB to UTRAN. The difference is that
measurement-based handovers for MLB to GERAN require the received signal strength
indicator (RSSI) of the target GERAN cells to be greater than the value of the
InterRatHoGeranGroup.LdSvBasedHoGeranB1Thd parameter.
UEs performing services with a QCI are not allowed to be transferred to GERAN cells on a
frequency in the GERAN frequency group. This is when the MlbTargetInd(MlbTargetInd)
option of the QCIGERANRELATION.MobilityTargetInd parameter is deselected for a
GERAN frequency group associated with the QCI.

If a GERAN cell in RAN sharing with common carrier mode complies with 3GPP Release 10 or earlier,
the cell is not regarded as a standard example cell. If such a cell exists in RAN sharing with common
carrier mode in E-UTRAN and GERAN, the GERAN broadcasts only one PLMN (the configured
primary PLMN). In this case, the target PLMN in the request messages such as handover or RIM request
messages sent from E-UTRAN to GERAN must be identical to the primary PLMN configured for
GERAN. This requires that the L2GPLMNChooseOptSwitch option of the

This chapter describes MRFD-111402 Inter-RAT Adaptive Traffic Offload.


When the average throughput of an E-UTRAN cell is small, this feature preferentially
transfers UEs with relatively low modulation and coding scheme (MCS) indexes in the DL
from the E-UTRAN cell to UTRAN cells. This helps decrease the E-UTRAN cell load and
increase the average throughput of the E-UTRAN cell. When UE selection is implemented for
traffic offload, the eCoordinator estimates potential UE throughput in the UTRAN cells based
on the target cell's signal quality and resource availabilities. This ensures that throughput of
the UEs does not decrease in the UTRAN compared with the E-UTRAN.
To activate this feature, operators must set the L2USO.L2USOSw parameter to ON(On) on
the eCoordinator and select the PERFENH_L2U_SO_SWITCH option of the
UNBMPARA.PerfEnhanceSwitch parameter on the RNC.
Operators can specify the E-UTRAN cell on which this feature is implemented by setting the
L2USOLCELL.LTECellIndex parameter on the eCoordinator.
After this feature is implemented, the eNodeB reports information of neighboring UTRAN
cells of the serving cell to the eCoordinator. The eCoordinator sends the information of the
reported UTRAN cells to the RNC, and then the RNC periodically reports the resource status
of the UTRAN cells to the eCoordinator. For details about the deployment of this feature in
the UTRAN, see Interoperability Between UMTS and LTE Feature Parameter Description.

6.1 MLB Initiation and Termination


After inter-RAT adaptive traffic offload is enabled for an E-UTRAN cell, the eNodeB
periodically measures the cell's average throughput.
The eNodeB initiates an offload procedure when the following condition is met throughout
5s:
Average throughput of the cell ≤ CellMLB.L2USmartOffloadThd
The eNodeB terminates the offload procedure when the following condition is met throughout
5s:
Average throughput of the cell > (CellMLB.L2USmartOffloadThd +
CellMLB.L2USmartOffloadOffset x CellMLB.L2USmartOffloadThd)

6.2 Candidate Cell/Frequency Selection


After inter-RAT adaptive traffic offload is initiated, the eNodeB performs candidate cell
selection within each MLB period specified by CellMLB.InterRatLoadEvalPrd. If the
candidate cell list is empty in a period, the eNodeB does not execute MLB in this period.

6.2.1 Load Information Exchange


The procedures for load information exchange are identical to those in MLB to UTRAN. For
details, see 4.2.1 Load Information Exchange.

6.2.2 Candidate Cell/Frequency Determination


The principles for the selection of candidate cells and frequencies in this feature are identical
to those in the function of "MLB to UTRAN by transferring UL-sync UEs". For details, see
4.2.2 Target Cell/Frequency Determination.

6.3 UE Selection
The eNodeB selects UEs that are not in the penalty or CA state. The maximum number of
UEs for selection is specified by CellMLB.InterRatMlbMaxUeNum.
The UE selection principles are as follows:
l The eNodeB selects UEs who have MCS indexes in the DL lower than a specified
threshold. The initial value of the threshold is 10, and its value range is 0 to 28.
– If the number of UEs selected is less than CellMLB.InterRatMlbMaxUeNum, the
threshold value increases by 3.
– If the total number of UEs selected within 10 consecutive MLB periods specified by
CellMLB.InterRatLoadEvalPrd is equal to CellMLB.InterRatMlbMaxUeNum,
the threshold value decreases by 3.
l The CellMlbUeSel.UeSelectQciPrio parameter specifies whether the eNodeB considers
the UEs' QCI as a criterion for MLB-oriented UE selection.
– If the CellMlbUeSel.UeSelectQciPrio parameter is set to 255, an eNodeB selects a
type of UE when the

selection.

UEs for which the SpidCfg.InterRatMlbSwitch parameter is set to TRUE(TRUE).

6.4 eCoordinator-assisted Target Cell Selection


eCoordinator-assisted target cell selection is a unique procedure in inter-RAT adaptive traffic
offload. The procedure is as follows:
1. An eNodeB delivers a measurement configuration to a selected UE to measure and
report the Ec/No values of neighboring UTRAN cells.
2. After receiving the measurement reports, the eNodeB reports the Ec/No information and
throughput of the UE to the eCoordinator.
3. The eCoordinator calculates the potential CQI values of the UE, as if it were located in
the UTRAN cells. These potential UE CQI values are derived from the Ec/No
information, resource availabilities of the UTRAN cells periodically reported by the
RNC, and the L2USO.CQIOffset parameter value configured on the eCoordinator.
4. The eCoordinator estimates the potential average UE throughput, as if it were located in
the UTRAN cells, based on the CQI values and the UTRAN cell resources. The
eCoordinator determines whether the estimated average UE throughput in the UTRAN
cells is greater than the average UE throughput reported by the eNodeB multiplied by
L2USO.EvalTPFactor.
– If the estimated average UE throughput in a UTRAN cell meets the condition, this
UTRAN cell is a qualifying target cell.
– If the estimated average UE throughput in a UTRAN cell does not meet the
condition, this UTRAN cell is a non-qualifying target cell.
– If the UE throughput in a UTRAN cell cannot be approximated, subsequent cell
estimations cannot be discovered.
5. The eCoordinator sends the determination results to the eNodeB, and the eNodeB selects
the target cell for the UE based on the results.

6.5 Load Transfer


According to the eCoordinator's determination result, the eNodeB performs a UE transfer. If
qualifying neighboring UTRAN cells exist, the eNodeB selects the optimum signal quality as
the target cell. If non-qualifying neighboring UTRAN cells exist before the measurement
period expires, the eNodeB does not transfer the UE within the measurement period and
imposes a UE penalty. The eNodeB no longer selects the UE for MLB until the timer
specified by CellMLB.MlbUeSelectPunishTimer expires.
In this feature, PS handover, rather than redirection, is recommended for UE transfer. If the
UE does not support PS handover to UTRAN or the UtranPsHoSwitch(UtranPsHoSwitch)

8 Network Impact

8.1 LOFD-001044 Inter-RAT Load Sharing to UTRAN


System Capacity
The Inter-RAT Load Sharing to UTRAN feature transfers a partial load from an E-UTRAN
cell to neighboring UTRAN cells before the source E-UTRAN cell experiences congestion.
This produces a decrease in the E-UTRAN load and improves the user experience of UEs in
the E-UTRAN. However, this feature increases the UTRAN load and negatively affects the
user experience of UEs in the UTRAN.
If the RIM function is enabled in the E-UTRAN and UTRAN, the impact of MLB on UE
throughput decreases. After MLB to UTRAN is enabled, operators can evaluate feature gains
by monitoring eNodeB counters related to PRB usage, this is in conjunction with a list of
changes that must be observed. These are namely XPU board usage in Huawei RNCs,
UTRAN cells overall throughput, and E-UTRAN cells overall throughput. Assume that the
PRB usage of an E-UTRAN cell is 90%, and the PRB usage threshold for initiation of inter-
RAT MLB is 83%. After MLB to UTRAN is enabled, the PRB usage of the E-UTRAN cell
decreases by a maximum of 7%. The load decrease in the E-UTRAN cell is dependent on the
load of UTRAN cells. The load of a UTRAN cell can be evaluated based on the number of
times the cell enters the load reshuffling (LDR) state and the duration in which the cell stays
in the LDR state. The lower the load of the UTRAN cells, the higher the efficiency of the load
decrease in the E-UTRAN cell.

Network Performance
The Inter-RAT Load Sharing to UTRAN feature increases the number of inter-RAT handovers
from E-UTRAN to UTRAN and the L.RRC.ConnReq.Att.MoSig counter value.

8.2 LOFD-001045 Inter-RAT Load Sharing to GERAN


System Capacity
The Inter-RAT Load Sharing to GERAN feature transfers a partial load from an E-UTRAN

9 Engineering Guidelines

9.1 LOFD-001044 Inter-RAT Load Sharing to UTRAN

9.1.1 When to Use LOFD-001044


Use LOFD-001044 Inter-RAT Load Sharing to UTRAN when one of the following conditions
is met:

l The serving cell has no inter-frequency neighboring cells but overlapping neighboring
UTRAN cells.
l The serving cell has both overlapping neighboring E-UTRAN cells and overlapping
neighboring UTRAN cells, and the load of the serving cell is high.
l Multi-mode base stations are used, or base stations of different RATs provide contiguous
coverage.
l The PRB usage of E-UTRAN cells is high, and the number of UL-sync UEs in the cells
is large.
l The number of UEs in a cell is large but the PRB usage of the cell is not high. In this
case, user-number-based MLB to UTRAN is recommended.
l If an operator deploys Huawei devices in its UTRAN network and activates service- or
load-based UTRAN-to-EUTRAN PS redirection or handover in the UTRAN, it is
possible that MLB to UTRAN causes ping-pong load transfer between the UTRAN and
E-UTRAN, affecting MLB performance.
To improve performance of MLB to UTRAN, it is recommended that the eNodeB
impose a penalty on target cells to which handover preparations fail. This prevents the E-
UTRAN from still sending handover requests to the UTRAN, decreasing the number of
handover preparation failures.
In the UTRAN, it is recommended that:
– The UTRAN delivers dedicated cell-reselection priorities to UEs that are handed
over from the E-UTRAN for MLB. This prevents the UEs from being transferred to
the E-UTRAN through cell reselection within a short time.
– The UTRAN does not select the UEs to perform handovers or redirections to E-
UTRANs. This prevents inter-RAT ping-pong UE transfer.

– When redirections to the E-UTRAN are triggered, the UTRAN contains a blacklist
of highly loaded E-UTRAN cells in the RRC Connection Release messages. This
prevents increase in the loads of E-UTRAN cells after UEs access them.

and LTE Feature Parameter Description.

9.1.2 Required Information

9.1.3 Planning

9.1.3.1 RF Planning
The live network must provide contiguous coverage:

l No holes exist in the coverage.


l Overshoot coverage is minimized.
l Pilot pollution is minimized.
l UL and DL imbalances are minimized.

UTRAN and E-UTRAN radio parameter settings must be properly planned:

l If coverage-based handover or redirection is enabled in the UTRAN, threshold


parameters for measurement quantities must be planned to prevent ping-pong handovers
between E-UTRAN and UTRAN cells. The measurement quantities include RSCP,
Ec/No, RSRP, and RSRQ.
l For MLB to UTRAN, it is recommended that the RIM function be enabled in both the E-
UTRAN and UTRAN. An eNodeB can obtain the load information of neighboring
UTRAN cells through RIM procedures, preventing UEs from being transferred to
heavily loaded neighboring UTRAN cells.
l If service- or load-based handover or redirection is enabled in the UTRAN, the RIM
function must be enabled in both the E-UTRAN and UTRAN, so that the E-UTRAN and
UTRAN can exchange load information with each other. This prevents ping-pong
handovers between E-UTRAN and UTRAN cells.

9.1.8 Reconfiguration
For measurement-based handovers, set the CellMLB.FreqSelectStrategy parameter to specify
the policy that an eNodeB uses to select target frequencies. If the parameter is set to
PRIORITYBASED(PriorityBased), set the EutranInterNFreq.MlbFreqPriority and
UtranNFreq.MlbFreqPriority parameters to specify the E-UTRAN and UTRAN frequency
priorities based on which the eNodeB selects target frequencies. In addition, if both
neighboring E-UTRAN frequencies and neighboring UTRAN frequencies are defined, it is
required that the CellMLB.InterFreqLoadEvalPrd and CellMLB.InterRatLoadEvalPrd
parameters be set to the same value.

This parameter determines the probabilities and effect of inter-RAT MLB.

A larger value of this parameter results in a lower probability of ping-pong load transfer.
l CellMLB.InterRatMlbUeNumThd
This parameter controls the number of load-based E-UTRAN-to-UTRAN handovers and
the amount of load that is transferred. A smaller value of this parameter results in a
higher probability of triggering MLB to UTRAN. A larger value leads to a lower
probability.
l InterRatHoUtranGroup.LdSvBasedHoUtranB1ThdRscp or
InterRatHoUtranGroup.LdSvBasedHoUtranB1ThdEcn0
These two parameters control the signal level threshold and signal quality threshold for
target UTRAN cells in handovers.

This parameter controls the number and PRB usage of UEs that can be transferred within
an MLB procedure. A larger value of this parameter results in a larger number of UEs
that can be selected for load transfer within an MLB procedure.

This parameter controls the maximum number of UEs that can be transferred for MLB
within an inter-RAT MLB period. If this parameter is set to a large value, a large number
of UEs can be transferred within an MLB period, reducing the number of UL-sync UEs
in the serving cell quickly but increasing the number of UL-sync UEs in neighboring
cells quickly. This increases the neighboring cells' load. When a neighboring cell is
congested, the number of failed handover preparation attempts may increase.

9.2.6 Activation Observation


To use SON logs to verify whether MLB to GERAN has been activated, perform the
following steps:

Step 1 On the U2000 client, choose SON > SON Log.

Step 2 On the Query SON Log tab page, click LTE MLB Log on the Log Category drop-down list
in the upper left corner, and click Inter-RAT Handover Statistics in the Custom list under
Event Name. Then click Query to query SON logs. MLB to GERAN has been activated if
the following information is displayed in the event description:
l Load status of the serving cell: inter-RAT MLB threshold, UL PRB usage, and DL PRB
usage
l Information about inter-RAT neighboring cells: MCC, MNC, location area code (LAC),
GERAN cell ID, and RAT
l Handover information: number of UEs that have been successfully handed over from the
serving cell

9.2.9 Parameter Optimization


The following parameters may need to be adjusted for better performance:

l CellMLB.InterRatMlbThd
This parameter determines the probabilities and effect of inter-RAT MLB.
l CellMLB.InterRatMlbUeNumOffset
A larger value of this parameter results in a lower probability of ping-pong load transfer.
l CellMLB.InterRATMlbUeNumThd
This parameter determines the probabilities and effect of inter-RAT MLB.
l CellMLB.InterRatMlbMaxUeNum
This parameter controls the maximum number of UEs that can be transferred for MLB
within an inter-RAT MLB period. If this parameter is set to a large value, a large number
of UEs can be transferred within an MLB period, reducing the number of UL-sync UEs
in the serving cell quickly but increasing the number of UL-sync UEs in neighboring
cells quickly. This increases the neighboring cells' load. When a neighboring cell is
congested, the number of failed handover preparation attempts may increase.

9.3 MRFD-111402 Inter-RAT Adaptive Traffic Offload

9.3.1 When to Use MRFD-111402

Use MRFD-111402 Inter-RAT Adaptive Traffic Offload when one of the following conditions
is met:
l The serving cell has no inter-frequency neighboring cells but overlapping neighboring
UTRAN cells.
l The serving cell has both overlapping neighboring E-UTRAN cells and overlapping
neighboring UTRAN cells, and the load of the serving cell is high.
l The average throughput of the serving cell is small.
If an operator deploys Huawei devices in its UTRAN network and activates service- or load-
based UTRAN-to-EUTRAN PS redirection or handover in the UTRAN, it is possible that
inter-RAT adaptive traffic offload causes ping-pong load transfer between the UTRAN and E-
UTRAN, affecting MLB performance. To improve performance of MLB to UTRAN, it is
recommended that the eNodeB impose a penalty on target cells to which handover
preparations fail. This prevents the E-UTRAN from still sending handover requests to the
UTRAN, decreasing the number of handover preparation failures. In the UTRAN, it is
recommended that the UTRAN delivers dedicated cell-reselection priorities to UEs that are
handed over from the E-UTRAN for MLB. This prevents the UEs from being transferred to
the E-UTRAN through cell reselection within a short time. The UTRAN does not select the
UEs to perform handovers or redirections to E-UTRANs. This prevents inter-RAT ping-pong
UE transfer. When redirections to the E-UTRAN are triggered, the UTRAN contains a
blacklist of highly loaded E-UTRAN cells in the RRC Connection Release messages. This
prevents the UEs from accessing the E-UTRAN cells and increasing the E-UTRAN cells'
loads. For details about the functions mentioned above, see Interoperability Between GSM

9.3.8 Reconfiguration
For measurement-based handovers, set the CellMLB.FreqSelectStrategy parameter to specify
the policy that an eNodeB uses to select target frequencies. If the parameter is set to
PRIORITYBASED(PriorityBased), set the EutranInterNFreq.MlbFreqPriority and
UtranNFreq.MlbFreqPriority parameters to specify the E-UTRAN and UTRAN frequency
priorities based on which the eNodeB selects target frequencies. In addition, if both
neighboring E-UTRAN frequencies and neighboring UTRAN frequencies are defined, it is
required that the CellMLB.InterFreqLoadEvalPrd and CellMLB.InterRatLoadEvalPrd
parameters be set to the same value.

UtranIdleMlbSwitch options are selected, a UTRAN
cell whose load status has been obtained and is normal
can be a candidate cell for MLB to UTRAN.
InterFreqBlindMlbSwitch: Indicates whether to enable
inter-frequency MLB without load information
exchange.
InterFreqIdleMlbSwitch: Indicates whether to enable
inter-frequency MLB for UEs in idle mode. If this
option is selected, this type of MLB takes effect only
if at least one inter-frequency MLB mode is selected
for RRC_REL UEs.
VoIPOffloadSwitch: Indicates whether to enable the
VoIP offload function. If this option is selected,
satisfaction rate assessment is performed on VoIP
services. If the satisfaction rate of VoIP services is
