III RESULTS OF INVESI'IGATION

Mrs. WALTER L,. GARSIDE, RD #2, Neshanic Station, New Jersey, a


reference, advised she kne\Y MARIA de BLASIO as a frequent weekend guest at
her home from 1938 to 1942, when she, Mrs. GARSIDE, lived in Somerville,
N. J. She advised she met the employee through her son, TANNER M. CLARK,
who, like the enployee, was an artist at the time. She advised their
discussions dealt mainly with literary and artistic things, and at no time
during their discussions did the employee evidence any sympathy for any
other form of government other than the democratic form of government. Mrs.
GAF.SIDE stated that after the employee was married, she hardly ever saw her
andhasn 1 t had any contact With her for the last eleven years.
Mrs. GARSIDE advised that she always considered MARIA de BLAS IO
to be a highly i}ltelligent, loyal American of good character, reputation
and associates during the period that she knew her. ·

TANNER M. CLARK advised he met MARIA de BLASIO socially in New


York City around 1938 through their both being artists at the time. The
remainder of his comments were the same as that of his mother, Yrs. WALTER L.
GARSIDE.

WILHELM indicates that she was employed on January 29, 1946 with the
United States Department ot Labor, Retraining and Reemployment Adminis-
tnt-ion, as an Informati'On Assistant at Washington, D. c. This employment
was tenninated 6n August 23 1 1946 as an Information Assistant by reason
of resignation due to moving from city to be with her husband.
Personnel at Federal Records Center advised no record of State
Department or Office of War Information employment could be located for
the employee.
The date and place of birth were shown as May 14, 1917 at New
York, New York.

Education
Miss GLADYS DIGGS, Assistant in the Registrar• s Office at Smith College,
stated the employee received her A.B. degree in June, 1938. She was
awarded her Master's degree in June, 1939. Miss de BIASIO majored in
English. She graduated Magna Cum Laude and was elected to Phi Beta Kappa.
She was a ·Neilson Scholar, meaning that she was one of the leading scholars
of her class. She was born in New York City on May 14, 1917.
Her activities included the Italian Club, Press Board and Psychology Club.
!fiss BARBARA CROSBY, Personnel Office, referred to the Faculty Recommendations
File on the employee, which is a composite of numerous faculty recommendations.
It speaks in the highest terms of the employee. She was described as having
keen intelligence, being sensible and realistic and having a due degree
of self confidence. She has a very pleasant a:nd attractive personality
and makes a good appeara,nce. She had unusual init:i.ative and intellectual.
maturity. She is courteous, ambitious and cooperative with others. !ibere
were no criticisms made of her and al1 comments were favorable.
Yrs. BERNICE B. CRONKITE, Dean, Graduate School, Radcliffe College, Cam-
bridge, Massachusetts, reviewed the scholastic record of MARIA WIUIELM
which indicated that the employee attended the Graduate School of Radcliffe
College beginning in the summer term of 1947 until the end of the first
term of the scholastic year 1949-50. Mrs. CRONKI~ stated that. the em-
ployee studied courses in Slavic, Economics and Social Sciences. 1he

record indicated that the terms of admission to the Graduate School


were "Ad.mitted to study toward the A.M. degree in the Regional Program
on the Soviet Union. 11 According to the information re.fleeted in the
employee's file, she was born May 14, 1?17 at New York City, N~~'

ployee •ti Iru$band 1 s name is listed as WARREN WIIHELM 'and his occupation
as student at Harvard University, Cambridge, Massachusetts. Mrs. CRON-
KITE stated that the employee had received an A.B. degree in 1938 and
an A.M. degree in 1939 from Smith Col1ege, Northampton, Yassachusett~.
Mrs. CRONKITE said that she recalled the employee very well inasmuch
as she had interviewed her upon her admittance to the Graduate School
and bad numerous conferences with the employee during the period she
attended Radcliffe College. Mrs. GRONKITE advised that in her con-
sideration the employee is a very intelligent, capable and aggressive
individual extremely ·w ell qualified to handle a position of responsi-
bility. She said that the employee is an 11 individualist with a mind
of her own.• 11 Mrs. CRONKITE said tha:t there is no reason in her mind
to question the loyalty of the empl_oyee to the United States and said
that she would consider the employee to be a good security risk. Mrs.
CRONKITE said the employee·enjoyed a good reputation during her attend-
ance at Radcliffe College and to the best of her recollection, .her as-
$Ociates were persons of good reputation.
It is to be noted that on the application for admittance to Radcliffe
College, the employee furnished the following information concerning
her background:
"MY academic training and working experience have been
concentrated in publications and information work,
particularly in the international field.
"fue importance o! acquiring a detailed .knowledge of
Russia became apparent to me before the war. · As cir-
cumstances permitted I bave followed a course of
language study and reading in the Russian field. By
Septenber I will have completed 8 months of private
tutoring twice a week. I shall intensify this study-
ing if I am admitted to the Regional Program on the
Soviet Union. lfui.le in O.Vf.I. I applied for duty in
Russia and plans were under-way when personal reasons
forced a change of plans.
"Vlith our {my husband• s ·and mine) combined background
in Journalism and Economics we expect little difficulty
in being assigned to Russia by a pubiication or a
government agency.11

DONAID S. McKAY, Professor of Hist?cy, Radcliffe College, Oanibridge,
Massachusetts, advised that he knew -µte employee during the entire
course of her study at Radcliffe, at 'Which time she was a member of
the Russian phase of the Regional Studies Cour5e. Doctor McKAY said
that he considered the employee to be a vecy intelligent, capable
girl, although he did not consider her to be a good "team" person.
Doctor McKAY recalled that the employee was very interested in the
Russ-ian ;form o.f Government and maintained excellent grades in each
of the subjects which she followed at Radcliffe. Doctor McKAY said
that the employee, however, experienced difficulty in the Russian
language and for that reason did not qualify for her M.A. degree.
Doctor McKAY said that he has never known anything derogatocy con-
cerning the employee or any member of her family and he considered
her to be a loyal American and a person of good reputation and char-
acter. Doctor McKAY said he vrould recommend her .favorably for a
responsible position.

Mr. PAUL BROOKS, Director, Houghton and 1.lii'lin Company, 2 Park Street,
Boston, Massachusetts, advised that the employee worked at the Houghton
and Miflin Company on a part-time basis editing and revie?dng various
publications. Ur. BROOKS said that the employee was so employed during
the time she was studying for her Master's degree at Radcliffe College.
Mr. BROOKS was unable to furnish the exact dates when the employee was
'With the Houghton al\d Mi.flin Company. Yr. BROOKS considered the em-
ployee to be a vecy intelligent individual who was we11 recommended to
the Houghton and .Miflin company. He said that she did an excellent job
at the Houghton and Miflin Company and is eligible for rehire. Accord-
ing t~ Ur. BROOKS, he knew the employee and her .husband on a social
basis and indicated that nothing unfavorable or derogatory concerning
them has ever come to his attention. Mr. BROOKS further stated that he
would consider the employee to be a good security- risk and he would
recommend her most ravorably for a responsible position.

Neighborhood
Yrs. MARY T. DILLON, Housewife, 97 School Street, Lexington, Massachu-
setts, advised that she had been a neighbor of the employee and her
husband since May, 1948. Mrs. DILLON said that she and her husband
have visited the employee and her husband socially on numerous occasions
and that the employee appears to be a high-type individual concerning
vlhom she knows nothing which is of a derogatory nature. Mrs. DILLON
said that she had no reason to question the loyalty o! the employee
or her husband and frcm her acquaintance with the employee and her
family, she would be able to recommend her favorably for a responsible
position.

Mrs. F. o. CLARK, 101 School Street, Lexington, Massachusetts, advised


that she has known the employee as a neighbor for approximately three
years. Yrs. CIARK said that the employee and her husband appear to be
a very quiet couple and she and her own husband have visited socially
with the employee and her family on numerous occasions. Mrs. CIABK
said that she has bad no reason to doubt the character or loyalty of
the employee and that from her acquaintance with the ei:nployee, she
could recommend her for a position of trust and confidence.
Membership in the Progressive Citizens of America

On the Identification and Personnel Data Form completed by the employee


concerning her employment with the United Nations, she listed that
from October, 1946, to December, 1947, she was a member of the Progressive
Citizens of .America at Boston, Massachusetts. ihe employee indicated
that she did not hold any office with this organization.
The California House Committee on un-American Activities, 1947 report,
page 369, and 1948 report, page 354, cited the Progressive Citizens of
America as a new and broader Connnunist front for the entire United states
formed in September, 1946, at the direction of the Communist Steering
Committee from the Comnru.nist dominated National Citizens Political Action
Committee and the Independent Citizens Committee of the Arts, Sciences
and Professions.
Boston Informant 'l'-1, of known reliability, advised that on Ya tr' 10,
1947, a meeting of Ward 5, Progressive Citizens of America · oston,
was held, at which time it was announced that a Citizens Ho sing Council
had been formed under the direction of MARIA VlillIELY -who ccording to
the infom.ant, is believed to be a close friend of ANGU Al!ERON. Bos-
ton Informant T-1 was re-contacted and advised that he c u d furnish.
no additional information concerning the employee and ~efused to execute
a signed statement or appear before a Loyalty Hearing Board.

Boston Informant T-2, of known reliability, who for many years was
affiliated with some persons who now constitute the national leadership
of the Communist Party, advised that he had known CAMERON in the pa.st ...I

Boston Informant T-3, of known reliability, advised on May 11, 1947,


that a .Mrs. WIIHELM had attended several "publicity meetings" of the
:Massachusetts Progressive Citizens of America.
Reliable Boston Informants, who are .f'amiliar with some phases of Com-
munist activity in the Greater Boston area, stated that they could

YUIHELM, husband of the employee, it was determined that no derogatory

Jers_f?J[, the son of DoNAID and NINA (WARREN) WillIELM. It is to be -
asslimed that DONALD WIIHELM is the brother of WARREN WIIHELM, the hus-

The files of the House Committee on Un-American Activities contained
no reference to the employee. -
The files of Wasbington T-1, another Governmental agency which
conducts personnel and security investigations, contains no pertinent identi-
fiable security information pertaining to the employee.
Washington T-2, another Governmental agency which conducts personnel
and security investigations, advised that their files contained no record of
the employee.
The available files of the United States Senate Connnittee on the
Judiciacy-, the Sub-Committee to investigate the Administration of the Internal
Security Act and other Internal Security Lat1s contained no reference to the
employee.
The files of the Passport Office, United States Department of State,
reflect that Passport Number 659331 was issued on May 27, 19521 to MARIA
WIIHELM. for a proposed pleasure trip of a few weeks duration to France and
