3. Election of the Vice-Chairman of New Hutton Parish Council for 2019 to 2020
It was decided that a Vice-Chairman is not needed.
4. Minutes of the last AGM held on the 26th April, 2018
These minutes were confirmed to be a true and accurate record on 20-08-2018.
5. Chairman’s report for 2018/19
The year has been an interesting one for the Parish Council with a few issues being quite noteworthy. A number of
planning applications have been reviewed by the Parish Council during the year. However, the re-application to site a
gas-fired power station adjacent to the existing National Grid Substation in Old Hutton caused much concern amongst
New Hutton parishioners. The Parish Council (amongst others) then spoke against the proposals at the SLDC
Planning Committee meeting and the application was turned down. I believe that the timescale for the applicant to
appeal has now expired.
The condition of road surfaces has been an issue that many parishioners have been concerned about. During the year
there have been a significant number of potholes repaired and a number of roads re-surfaced completely.
The Parish Council has been actively involved in supporting the extension of the B4RN broadband network throughout
the parish by the local B4SW group of volunteers. The main thrust of the project was completed in November 2018
and it is now providing broadband services to most of New Hutton’s residents and businesses.
United Utilities continued their liaison about their replacement of a section of the Haweswater Aqueduct that runs
through our parish. Work started early this year and is very significant indeed resulting in disruption for around two
years whilst it is carried out.
8. Review and confirmation of arrangements for insurance cover in respect of all insured risks
a) The parish council currently has the standard policy from Zurich Insurance (premium £257.60) for the period
13-10-2018 to 12-10-2019
b) The replacement values of all items on the assets list were reviewed for insurance cover.
10. Review of the Council’s procedures for handling requests made under the Freedom of Information Act
2000 and Data Protection Act 1998

The Parish Council recorded its thanks to the landowners who kindly agreed to allow duct to be installed under their
land free of wayleave payment, the many investors in the parish and the numerous volunteers who helped in a variety
of ways. Particular thanks were given to the core team of “Dad’s Army” volunteers – Martyn Welch (New Hutton),
Arthur Robinson (Old Hutton), and Colin Wightman, David Stevenson and David Richardson (all from Preston Patrick).
Footpaths and Fairthorns Lane are closed for the duration of the project and notices have been posted. However,
walkers and cyclists have been seen on the routes. They are trespassing and CCTV cameras are recording them,
even at night. Ideas were suggested to emphasise that walkers, cyclists and drivers must not disregard the closure
notices.
Inspections of the whole Haweswater Aqueduct in 2013 and 2016 revealed concern about other sections. Ground
investigations are starting along the section from the A684 northwards to the A685 (Tebay road), and southwards from
the M6 through Old Hutton & Holmescales parish to prepare for future work there.
A grant for community use, such as the Institute kitchen, is being considered by UU.
