International Obligations

 Pakistan is party to the:


– Convention on Nuclear Safety
– Convention on Early Notification in Case of Nuclear
Emergency
– Convention on Assistance in Case of Nuclear Accidents
– Convention on Physical Protection of Nuclear Materials
and Nuclear Facilities (CPPNM)
IAEA is the Depository for all these conventions
 Pakistan also subscribed to the IAEA Codes of Conduct
on:
– Safety of Research Reactors
– Safety and Security of Radioactive Sources

Role of IAEA

• IAEA is an autonomous international organization within the


United Nations system
• Created in 1957 as an outcome of “Atoms for Peace” speech
by US President Eisenhower at the UN General Assembly
• Promotes peaceful use of nuclear technology by assisting its
Member States in planning for and using nuclear science and
technology for various purposes
• Develops nuclear safety & security standards and, based on
these standards, promotes the achievement and maintenance of
high levels of safety and security in applications of nuclear
energy
• Provides a forum to its Member States to share experience and
learn from each other as well as opportunities for peer reviews 5
Role of Regulator

• Ensure that activities related to the peaceful


use of nuclear energy are carried out in a safe
manner
• Advice the Government on matters related to
nuclear safety, radiation protection, etc.
• Carry out other roles and functions as assigned
by the Government

Characteristics of Regulatory Body

• Independence of regulatory body from:


– the organizations it regulates
– other government agencies or industry groups that
promote nuclear technologies
• Availability of adequate financial resources
• Competent manpower
• Well defined management system

Evolution of Nuclear Regulatory Regime
in Pakistan
• Constitution of Pakistan Nuclear Safety Committee (for the 
1964 assessment of research reactor)

• Creation of Nuclear Safety and Licensing Division (for the 
1970 regulatory oversight of KANUPP‐1)

• PNSRP Ordinance (Formation of DNSRP) (to regulate the use of 
1984 radioactive material/sources in other sectors)
• Creation of Pakistan Nuclear Regulatory Board (PNRB)  (Oct.) 
1994 (Partial compliance of CNS)

• Promulgation of Pakistan Nuclear Regulatory Authority Ordinance 
2001 (Total compliance of Convention on Nuclear Safety)
