DESCRIPTION OF ALLEGED CODE VIOLATIONS

The curb and gutter infrastructure at 518 1/2 was tampered with and
vandalized by chopping out and removing the curb portion of Anderson
Street within the Numsen Addition in the City of Alcester.

Apparently this curb vandalization was to aid in the parking of a fifth wheel
travel trailer owned by Randy R. Heuer onto the sub-divided property 518
Anderson Street.

On April 9, 2019, at 6:20 p.m. in the atrium of the Alcester City Auditorium,
Mr. Randy Heuer admitted to me he was responsible for this tampering and
removal of the curb, justifying his actions by stating he owned the curb
and gutter.

This curb and gutter is city infrastructure and while there is a street
maintenance fee at the present time, Mr. Randy R. Heuer does not own the
street nor does he own the curb and gutter. Mr. Heuer, by his actions, has
created a clear and imminent danger to a city street.

At current rates for the 57001 zip code Mr. Heuer has cost the tax payers
of Alcester City $1200.00 for the twenty foot section of curb he vandalized.
Add to that figure another $1200.00, for the removal of the damaged
concrete, excavating the damaged soil/aggregate base and
replacing/restoring the curb and gutter to its original configuration is a true
price tag of the enormity of what Mr. Heuer has admitted to and done.
